HomeMy WebLinkAbout1948-07-06 PC MINS MINUTES OF ,RNGULAR MVFTING OF CHULA VISTA PLANNING COMMISSION, HELD TU38DAY, JULY 6, 1948. The Commission met in regular session on the above date at 7.30 P.M. in the Council Chambers of the City Hall, with Chair- man Davis presiding. Members present : Davis, ' Welton, Fisher, Cloyed. Absent: Members .Irey and Guest. Minutes of regular meeting held June 7, 1948, having been prepared and mailed to each member .of the Commission and to each member of the Council, upon motion by Member Welton,. seconded by Member Fisher, and carried, were approved as prepared and mailed. ZONE VARIANCNS: Published at least one week previous to meeting. Mrs.Othilia Miller appeared beeore the commission, relative to her Zone Variance request asking for permission to move five (5) unit building now located on business property, to a single family zone at 587 H Street. ' After some discussion the Commission recommended -that Mra.Miller present some definite plan at the next regular meeting of the Commission. Mr. John Bernhard Wass present -to discuss with the members of the . Commission his request for Zone Variance, for the purpose of zoning his property at 388 K Street, being Lot 1 of Davidson's Resubdivision, for business. During the discussion Mr. John McDonald, 8uperintdndint of Schools, voiced his opinion that,. unless some specific busine-ss was in mind, he would ask that the Commission delay their decision until Mr.Bernhard could state the manner of business, for the reason that the school would be directly opposite such location, and it was the opinion of Mr. - McDonald that any type of business encouraging the students from their classrooms,--would not be favorable , but that -he did not wish to penalize Mr.Bernhard in the sale of his property. At this point Mr.Bernhard was advised to withdraw his petition and later have the purchaser of his property petition for a Zone Variance, stating the specific nature of the business pro- Posed.. Mr. and Mrs.Wallace Billstrom again appeared before the Commission regarding their Zone Variance request of -June 7, 1948 for the purpos e, of zoning their property at 700 Del Mar Avenue, to multiple dwelling zone. {embers of the Commission having investi- gated this request, upon motion by Member Welton, seconded by Member Fisher, and carried, the zone variance was:'granted. The Secretary read a letter from J.Calvin Lauderbach, District Superintendent of Schools; wherein ,he requested approval for the • purchate of a tract of land (approximately 10 acres at the North- east corner of First Avenue and H Street) in Chula Vista for school site. The secretary was instructed to write Mr. Lauderbach, asking that he comply in the. usual manner and fill out Zone Variance application, and have published in the Chula Vista Star and present at thenext Regular meeting, August 2,1948. TrITZKN TRACT: A number of property ownershavingsigned a Zone Variance petition and published for presentation at the June 7, 1948 meeting, and the Commission having investigated their- proposal personally, upon motion by Member Welton, seconded by Member Davis, and carried, the application was denied. Mr. W.O.Smith appeared before the Commi:asion for the purpose of offering to the city a ,three (3) acre tract of land for park purposes. After some discussion, upon motion by Member Davis, seconded by Member Cloyed, and carried, it was .moved that the Commission recommend that council consider Mr.Smith's offer to dedicate 3 acres of land for Park and Street purposes, and that the city build and maintain the street, as more fully des- cribed in the plot presented. Mr. William Drew again appeared before the Commission in reference to . his previous petition to zone Third Avenue .from "Eu Street m th to "D" Street. Some lengthy discussion followed and it was decided that it was advisable to table the request until the new Zoning Map and Zoning Ordinance, now in final preparation, was brought up for discussion by the Commission and Council. . DNLLWOOD MANOR: FINAL MAP: Upon motion by Member Cloyed, seconded .by Member Welton, and carried, the final Map as submitted was recommended for City Cour il 's acceptance, with one provision that sidewalk,adjacent to .H Street being Lot 11 Block "A" , Dellwood Manor, be omitted, with a .60 foot banjo on the Northerly end of Tlm Avenue, otherwise subject to improvements required by Subdivision Ordinance . BONITA ,-PARK NO.1 ( Uecker) : FINAL MAP: Upon motion by Member Fisher, seconded by Member Davis, and carried, the final map of Bonita Park No.1 (Uecker) was approved for Council '}s' acceptance, subject to improvements as required by Subdivision Ordinance. BOLTZ SUBDIVISION: FINAL MAP. Upon motion by Member_ Davis, seconded by Member Cloyed, and carried, the final map of Boltz Subdivision was approved for Council. acceptance, subject to improvements required by Subdivision Ordinance.. • HATZ' SUBDIVISION: FINAL MAP: , Upon motion by Member Fisher, secondWU by Member Welton, and carried-, the final map of Hatz Subdivision was approved for • Council- 'acceptance, subject tO improvements required by Subdivision Ordinance. Mr. Taylor of the Southern Title Insurance Company, appeared before the Commission relative to the dedication of Glover Street through to "III Street. Upon motion of Member Davis, seconded by Member Melton, and carried, recommendation was made that Council accept the dedication of Glover Street through to " I" Street, subject to street beim graded and oiled by the owners.
