PLANNING COM14ISSION. HELD TUESDAY, DECE14BER 21, 1948.
There having been mailed to each member of the Commission,
notice of Special Meeting to be held on the above date, at 7.30 P.M.,
in the Council Chambers, the meeting was called to order with the
following Members present: Chairman Davis, Fisher, Welton, Irey,
Guest, Cloyed. Absent: None.
The purpose of the meeting was to act on the following:-
1. Consider the final map of Marie M.Hatz Subdivision,
2. Consider the final map of Bonita Park No.2, a Subdivision.
3. Hold a Public Hearing regarding a proposed comprehensive
Zoning Ordinance for the City of Chula Vista.
1,MIE M.HeTZ SUBDIVISION - Tentative Map.
Upon motion by Member Irey, seconded by Member Cloyed, and
carried, the tentative map of Marie M.Hatz Subdivision was accepted
for recommendation to City council, subject to Subdivision Ordinance
No-377.
MARIE M.HATZ SUBDIVISION - Final Map.
It was moved by Member Welton, seconded by Member Cloyed, .and
carried, that the final map of Marie M.Hatz Subdivision, be accepted
for approval of City Council, subject to Subdivision Ordinance No.377.
BONITA PARK NO.2 - Final Map.
Upon motion by Member Cloyed, seconded by Member Welton, and
carried final map of Bonita Park No.2 Subdivision was. accepted for Council
approval' subject to Subdivision Ordinance No-377.
FIRST PUBLIC HEARING ON PROPOSED ZONING ORDINANCE.
The Planning Commission thereupon conducted the first public
hearing to consider the proposed comprehensive Zoning and Building Line
Ordinance for Chula Vista.
Pis. William Drew spoke at length on the ordinance. Mr. Drew
stated in effect that in general he considered the proposed Ordinance
to be beneficial and a step in the right direction. He did, however,
make many suggestions as to changes in the zoning map and also as to par-
ticular provisions of the Ordinance itself.
Mr. T. E. Bacon suggested that the section between "T" and "K"
Street on the east side of National Avenue should not be placed in the
R-1 Zone because of its proximity to the M-1 Zone on National Avenue and
because that section is adjacent to an existing trucking business.
Mr. Herman Delano stated that he did not believe the proposed
multiple dwelling sections would ever be actually developed by multiple
duelling units because of difficulties in financing such projects.
Mr. Mark Money requested the Commission to carefully study
the extent of its proposed multiple dwellings and duplex zones. - He
felt that too much of the city was proposed to be placed in these zones.
The Commission ordered that a stenographic report of the pro-
ceedings be filed with its minutes.
Following much discussion pro and con relative to suggestions
offered by the audience present, it was moved by Member Irey, seconded
by Member Welton, that the second public hearing be heard at the Fegular
Meeting of the Commission, January 3, 1949 at 7:30 P. M. , in the Council
Chambers of the City Hall.
ADJOURNMENT. Upon motion by Member Fisher, seconded by Member Irey,
and carried, the meeting adjourned sine die.

FIRST PUBLIC H& RING ON PROPOSED ZONING ORDINANCE
Mr. Gilliam Drew made the following suggestions concerning the new
zoning matt for Chula Vista.
1. That too much of the City was zoned for 4tR3, I,.fiultiple Family dwell-
ings. Iv+r. Davis asked what perdentage Its. Drew felt should be zoned for i1R11t,
Single Family dwellings and what percentage for Multiple Family dwellings. bs.
Drew stated that at least 25%. He stated that 15% of the Chula Vista population
lived in rental units such as Vista Square. Tlj"r. Davis stated that Vista Square
was for emergency use only. I:Tr. Drew feels that not over 15% should be zoned
for Irlultiple family dwellings because of the fact that 1;111ultiple Family dwellings
tends to bring a lower class of people into Chula Vista. r. Davis says that
38 1/16 sections are now being used for Single Family and Duplexes. Mr. Davis
feels that Chula Vista needs housing badly. He feels that these ; acre lots with
one house on them deprives small houses from being built for the working class of
people. The class of people that support the businesses in Chula Vista are in
need of cheaper housing.
2. FuTr. Drew then suggested that I<<ultiple Family dwellings be zoned im-
mediately in the vicinity of the business and industrial section and not spread
all over town.
3. Yr. Drew said that he would like to see t11all Zone from National
Avenue to Bay Boulevard and on the East side of National Avenue not be limited
to llfil'1 Zone as it will spoil light manufacturing and small factories. He feels
that small industries and factories need protection. dir. Drew feels the busi-
ness district should be extended, that National Avenue have definite allocation
• for business section, particularly between t1D" and '}F" for retail sections.
4. T':'r. Drew - That certain section on the east side of National Avenue
should be designated for some type of business or residential purpose but not "Yl1".
5• That 3rd. 2--venue between I'D" and "E1' Street should. be zoned for busi-
ness., 'tCl'p. Also that "F" street between 3rd and 4th should. be zoned for "Cl".and
not "C211. Suggests that "E" Street east of 3rd Avenue to between Church and Del
Y'lar be "C171. A .member of the public stated that in his opinion he felt we should
stick to single family homes and eliminate multiple family dwellings. People
come to Chula Vista because it's a nice place with nice streets with single family
homes. If Chula Vista is going to be zoned for Multiple Dwellings they should be
of a high class nature. 1Tr. Drew says that I.Tultiple Family dwellings should be
close to business district for those working in Chula Vista. 1Jember Guest stated
that rentals would aleviate trailer courts. 1;r. Drew said that he would like to
see trailer courts eliminated and motels restricted.
6. -;ir. Drew said we should limit multiple family zone on east between
'1;7'1 and 41H" should be half way between T�rrin Oaks and Del Phar.
','r. Drew says that he feels the Ordinances is headed in the right direction.
Mr. J. E. Bacon discussed that section between 41711 and. "Itt° on the east
side of National I!venue. This section is now zoned for "Flt4. Mr. Bacon questioned
what effect the trucking business going up on this corner whould have on sir_gle
family residences. Mr. Paton feels that with 125' now zoned for 4iM11} and the truck-
ing business on t4741 Street, that the immediate vicinity would be much better for
multiple family instead of single family dwellings.
Mir. Delano asked who was going to build the ?,12,000 homes or multiple
units. Ir. Davis stated that when conditions justified they would be built. ivs.
Delano questioned if it was wise to have a t1R1" section next to a T'Mi" zone:
Yr. Drew ouestioned the minimum lot area for Single Family dwellings
of 601 x 1201.
Section 5-A, paragraph 6a, 11r. Drew questioned the definition of "transitional
use".
Section 6-A, 5b, T,1hat about Lawyer, Real Estate, Insurance and Tail Order busi-
nesses? Mr. Drew could see no reason why these could not be transacted
on the basis of Doctors and Dentists.
Section 6, 10 secretary or assistant.
"Height limit" - Should depend uuon width of streets. Should. have the right to
be revoked.
Section 11-A, 14, "laboratory, experimental and the like." Tu!r. Drew feels that
these are no more offensive than cleaning plants and should be given
a higher classification, at least in a 11C211 zone.
Section 16, D-2 (last sentence) relating to hearings. i:r. Drew says that he
thinks public hearings should be mandatory concerning area-or height.
Section 19-A. h . Drew thinks that the City should furnish some type of bond
or guarantee for the protection of the citizen for any error that a
City employee might make in issuing permits and licenses.
Mr. 'Mark 11oney suggested the Commission make a careful study of duplex
or larger dwelling zones. He says that this can be developed too much. He feels
that if we allow too many multiple dwellings it will spoil the town.
