The Conmission met in -regular session on the above date, at 7.30 P.M. , in the Council Chambers of the City Hall, with chairman Davis presiding. Members present: , Davis, Doolittle Fisher, Welton, Trey, Guest. Absent: None. City Attorney Higgs; Ex-Officio Member Riesland; Asst.Attorney Boyer and Building Inspector Willits gere present. Minutes of the adjourned regular meeting held February 17, 1947, having been prepared and mailed to each member of the Commissiont. and to each member of the council, were approved as prepared and mailed, upon motion by Member Guest, seconded by Member Velton, and carried. MIOVAL OF TREES• (1) Mr. Tames Connolly made request that e. dead pepper tree be taken from in front of his property at 416 "E Y' Street, and upon recommendation of iperintendent Love that same be removed by Nir.Connolly, it was moved by Member Doolittle, seconded by Member Fisher, that same be granted. Carried. (2) Upon motion by Member Irey, seconded by Member i elton, and carried, the ivuest of P/Ir.Vaught for the removal of a eucalyptus treesfrom in front of his property at 17 "L" Street, and upon recommendation of Superintendent Love, same was granted. OW I4Ir. H.S.Hall being present, made request that two trees from in front of his property at 218 and 231 Alvarado Street, be removedg .stat ing that these acacia trees are a dangerous mane, in that they are raising the sidewalks. The clerk was instructed to notify 1&.Love, Street Superintendent, that he make thorough investigation of these trees- on the whole of Alvarado Street, and have him make his recommendations at the next meeting of the Commission. Further, Ih?.Hall, Was-advised that he make up a petition for the property owners on the entire street to sign, and hand same to the clerk. PROPOSED SUBDIVISION ORDINAiETCE: Notice of Second Public Hearing Pursuant to Section 6.6 of the Planning Act of 1929, having been published twice in the Chula Vista Star, a general discussion 'of the proposed Ordinance follovaed. The City Attorney was then instructed to_prepare the Ordinance in its final form, and prepare report to the City Council. Upon motion by Lbmber Davis, seconded by Member Doolittle, and carried, it was recommended that any new paving of the type which seal-coating would preserve, that it be coated at the time- it was laid, and that any existing pgving which is of the same type should be so seal-coated in order to preserve same, and that a complete. program be outlined to that effect. Upon motion. by Member Irey, seconded by Member Davis, and carried, it was moved that a thorough checkup of the streets where most essential v be made, and that the City Engineer be instructed. to make a survey of the cost of sidewalks for the purpose of directing letters to property owners i with the idea of forming special assesstant districts. ZONING ORDINANCE: A lengthy discussion transpired regarding Zoning Ordinance to be prepared, and City Attorney Higgs instructed the clerk to get copies of each and all existing Zoning Ordinances, for the Ccmmission's use at their i next meeting. yADJOU1�ITdENT:. APPOIN`Ld1ENT OF CHAIRIv T FOR THE 1=1 OF ONE YPAR: Upon motion by Member Doolittle, seconded by Member Guest , it was moved that Mamber Davis be appointed Chairman of the Commission for the term of One (1) Year. The motion carried by,the follo:ving vote, to-wit: Ayes: Members Doolittle, Guest, Welton, Irey. Noes: None: Absent: Member Fisher. i0ember Davis not voting. I - IMOOVAL OF T1M: The secretary read a letter to the Cormission in which request was made by Dorothy M.Phillips and Elvin C,,Phillips of 239 Guava Avenue, Chula Vista, for the removal of a tree in the city o�vned parking on the northwest corner of Second avenue and "D" Avenue where the Phillips plan to build. i 1dr. Lynn Love, Street Superintendent having made recommendation for its removal, it by Member Doolittle,. seconded by Member Irey, and carried, that the Secretary be instructed to vrrite the above property owners, granting the removal of this tree, providing same is replaced with another acceptable to the Commission, and in conformity with those governing an attractive appearance. The removal of same to be at the expense of the property ovmers, and the usual deposit 'of ,$5.00 per tree removed by the .ovmers. ZOITE VARIANCE: Published at least one week previous to meeting. Upon motion by Member Welton, seconded by Member Doolittle., the request for `Zone Variance by Itix. Peter McKiernan of the Chula Vista Transfer, to build a warehouse for his Transfer-business at Fourth Avenue and Center Street , being a portion of hot 17, quartersection 137, in the City of Chula Vista, was granted by the following vote, to wit: Ayes: Members NTelton, Doolittle, Guest, Trey, Davis. Noes: None. absent: Member Fisher. PROPOSED SUBDIVISION ORI7I Tr "CE: City Attorney Higgs presented at its first Public Hearing the proposed Subdivision Ordinance. Dr. Robert M.Griffin I and TTr. L,%vrence Kuebler were present, in order that they might discuss some portions of the Ordinance, Dr.Griffin's objection being the inclusion in the ordinance that subdividers be required to build side-walks. Members Doolittle and Davis then asked of Dre,Griffin his reason for such objection., other than from a financial point of view. Dr.Griffin agreed that lettered streets should be compelled to put in side-walks, but that on the streets he felt were less hazardous as regards traffic, he felt was ; _ a hardship on the subdivider. iti'1r.Kuebler stated that he felt this then -- should apply to all subdividers without exception.
