OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA JANUARY 6 1958 The regular meeting of the Planning Commission was held on the above date in Council Chambers at Civic Center with the following members present; Chairman Stewart, Members Calkins, Bendickson, Byron and Culnan. Absent; Members Armstrong and ging. Also Present;_ Acting , City Attorney Boyer and principal Engineer Harshman• APPROVAL OF MINUTES: It was moved by. Member Culnan, seconded by Member Bendickson, and carried, that the, Minutes of Meeting of December 2 and December 5, 1957, -be approved,. copies having been mailed to each member. PUBLIC HEARING - Amendment to Zoning Ordinance No- -398. This being the time and place as advertised, Chairman Stewart opened the public hearing on..the .proposed amendment to the zoning ordinance . -A. Zoning of Newly Annexed Lands . , Whittington Annexation No. 2. There being no comments, it was moved by T ernber Bendickson, seconded by Member-Calkins and carried, that --Whittington No. 2 be zoned C-2 for a- depth of 1501 from Broadway, and C-1 for the re- maining 222 ft. as shown.'- on map. Whittington Annexation No. 1 There being no protests or comments from the audience, it was moved by Member Bendickson, seconded by Member Calkins, and carried unanimously that Whittington No. 1 be zoned R-1. Lillian Rice School Annexation No comments being heard from anyone present, Member Calkins moved, Member Byron seconded, and it was unaniinously carried that Lillian Rice School annexation be zoned R-1. Naples Street School Annexation No protests or comments being heard from audience , Member Culnan moved, Member Calkins seconded , and it was unanimously carried, that Naples Street School be zoned R-1. page 1 Telegraph Knolls Annexation There being no comments from audience, Member Bendickson moved, Member Culnan seconded, and it was unanimously carried that Telegraph Knolls be zoned R-1. Pardee-Phillips Annexation No. 1 No comments being heard from audience, it was moved by Member Calkins, seconded by Member Bendickson, and carried unanimously that Pardee-Phillips No. 1 be zoned R-1. Pardee-Phillips Annexation No. 2 There being no comments, Member Calkins moved, Member Culnan seconded, .and it was carried unanimously that Pardee-Phillips No. 2 be zoned R-1. Horton Annexation Mr. Dale Horton of 191 Corte Maria, Chula Vista, California, asked that this area be zoned R-3. He said that there was a de- finite need for rental units in the area surrounding the Naples. Street school. Mrs. Williams of 276 Whitney Avenue, Chula Vista, also asked that this area be zoned R-3 because of families, moving into areas adjacent to schools and requiring accomaodations .- She stated that in her opinion this R-3 zoning would eliminate hazard- ous school crossings, and intersections and need for school bus transportation. After discussion with Chairman Stewart stating that the area in question is surrounded by R-1 property, Member Bendickson moved, Member Calkins seconded; and it was unanimously carried that Horton annexation be zoned R-1. "if' Street Annexation There being no comments from audience, Member Bendickson moved, Member Culnan seconded, and it was unanimously carried, that 'tJ" Street be zoned R-1. B. PROPOSED REQUIREMENTS OF FILING FEES Mr. Boyer read a copy of the proposed ordinance amending Zoning Ordinance No. 398: (a) To require the submission of a formal application, public hearing and payment of a filing fee of $25.00 plus $10.00 to cover the cost of advertising where permission is requested to build on a lot having its main entrance via an easement. (b) To require that a formal application and a filing fee of x$''50.00 be submitted upon application for a zone change. Page 2 (c) To require. payment of a filing fee for a zone variance p v of $25.00, plus ,$10.00, to cover cost of advertising when, public hearing is necessary. (d) ' To require' payment of a filing fee of $10.00 for each appeal to City Counc.i l •from Planning Commission action, to cover cost of advertising a public hearing. C . PROPOSED LOT REQUIREMENT. To require, in the R-13 R-2 and R-3 zones a minimum lot frontage on a dedicated street of 50 feet unless, otherwise approved by the Planning Coimniis&ion by a variance approval, final subdivision map_ approval, approval of- construction on .an easement or by approval ,of a street opening which will serve -abutting lots. After d'iscuss.ion of all these chahges.�`. in Zoning Ordinance, motion was made by Member Culnan, seconded by ,Member Calkins, and carried unanimously that a recommendation be made, to the City Council that Ordinance No. 398 of the City of ' Chu.la Vista, California, be amended to incorporate all of the above changes.. BROADWAY ZONING The dis cuss ion' of Broadway zoning -which was. held over from meeting of December 2, 1957, was held at this point. Chairman Stewart asked the secretary to read the advertisement which had been inserted in "Western City1z magazine of December 1957, for a Director of Planning for Chula Vista, giving February 11th as final date .of application. Bulletins to -this effect had also been posted on bulletin boards at Civic -Center. Every effort -is being made 'to obtain a City Planner and delay in rezoning of Broadway has been caused by this lack. Clint Matthews , President of the Broadway Association, said that speaking. for the Association they would like to request a speed-up of the rezoning .study of Broadway, that .the::: members of the Association stand ready to offer any help they canto bring this --rezoning program to completion. It was the unanimous opinion of foe::-Planning Commission members present that they did not wish to hire the services of an outside planning consultant at this time, Chairman. Stewart directed that the secretary send. a letter ' to 'the City Administrator 's office requesting that help be given the Planning Department by the City Engineerts office in an effort to bring the maps on the Broadway area up to date for a rezoning study.. Chairman Stewart will contact Mr. Fulwiler 's office for a discussion along this line and Mir. Matthews: stated that the Broadway association will forward a letter volunteering time and .efforts to assist in this work. Business Licenses; Lawrence C. Jepson of 210A Del Mar Avenue, Chula Vista, had a question about a business license when an R-1 zone was-- used- only for mail and telephone purposes. Chairman Stewart directed that copies. Page 3 _ be made of the procedure outlined in the Minutes of Meeting of December 2, 1957, and be made available in both the City clerkis office and the Planning Department to people seeking business licenses . Motion was made by Member Bendickson, seconded by Member Calkins , and carried, that meeting be adjourned to January 20, 1958• Respectfully submitted, l Secretary e- Page 4
