OF THE PLANNING COMMISSION OF THE-
CITY OF CHULA VISTA, CALIFORNIA
July 21, 1958
A regular adjourned meeting of the Planning Commission of the City of Chula Vista was-
held on the above date at 7:30 P.M, in Council Chambers at Civic Center, with the
following members present: Armstrong, Crear, Calkins, Stewart, Bendickson, Adams and
Culnan. Absent: None. Also present: Associate Engineer Manners and City Attorney
Kugler.
APPROVAL OF MINUTES.:
It was moved by Member Culnan, seconded by Member Calkins and carried that the minutes3
of the meeting of July 7, 1958 be approved, copies: having been mailed to each member.
ELECTION OF CHAIRMAN
Chairman Stewart explained that the Charter requires; the election of a new Chairman
and Vice-Chairman each fiscal year and asked for nominations for Chairman.
Member Calkins nominated Member Stewart and Member Adams seconded the motion. Member
Adams moved, Member Calkins seconded and the motion carried that nominations be closed.
Member Culnan moved, Member Adams seconded and the motion carried unanimously that the
secretary cast a unanimous- ballot for the election of Member Stewart as Chairman.
ELECTION OF VICE-CHAIRMAN
Member Calkins nominated Member Culnan as Vice-Chairman and Member Adams seconded the
motion. Member Armstrong nominated Member Bendickson as Vice-Chairman and Member Crear
seconded the motion. Ballots were distributed and Member Bendickson waa elected Vice-
Chairman.
ZONE VARIANCE - Ruth L. -Robinson - East of Freeway, South Side of "E"' Street
Chairman Stewart asked for the reading of the application and the legal notice and then
opened the public hearing. Lee Raitt presented plans and an artistts rendering of the
proposed 24-lane bowling alley for which a variance is requested at this location. Mr.
Thomas, representing the architect, explained the location and purposes of accessory
buildings and parking facilities.
Lee Raitt asked that the variance include permission to reduce the sideyard setback on
the west property line, adjacent to S.D. & A.E. Railway right-of-way, from 5t to Oso
There being no comment or communications either favoring or disapproving the appli-
cation, Chairman Stewart closed the hearing.
Member Crear moved that the variance for a bowling alley on described property and
zero setback on west property line be granted for the reason that the property is not
suitable for R-3 development, that the proposed development is a good use for this
particular property and that the granting of the variance will not be materially
detrimental to any of the surrounding property. Further, that it be granted subject
to the following conditions: °
to A 25t setback be maintained along "E" Street and not be used for
off"street parking,
2. That air-conditioning be installed in the building so that windows will not
be left opened and thus create a noise nuisance.
3. That a minimum of 120 parking spaces be maintained.
4. That final plans be submi.tted! to the Commission prior to construction.
The motion w.as seconded by Member Armstrong and carried. Member Cu7nan asked that it be
written into the record that he voted "no" on thin application because he is of the
opinion that proper procedure for commercial development of this property would require
a request for zone change rather than a zone variance.
Chairman Stewart requested that in view. of the fact that a large portion of "E" Street
frontage is used commercially, information for a study as to the feasibility of rezoning
"Ell Street between Broadway and the Freeway to commercial be prepared for the Planning
Commission.
REVISED' TENTATIVE SUBDIVISION MAP o Dalseth Hills #3 � East End of "J" Street
A revised tentative map for Dalseth Hills #3 Subdivision was presented to the Commission
showing a re-alignment of Monserate Avenue in accordance with F.H.A. recommendations,
resulting in a better design both for the lots and the street plan.
It was moved by Member Adams, seconded by Member Bendickson and carried that the re-
vised tentative map of Dalseth Hills #3 be approved and recommended to the City Council,
subject to the following conditions:
1. Street names be accepted as shown.
2. That a i5' setback be approved on Melrose, Myra and the west side of
Monserate, a 101 setback on the east side of Monserate and a- 2,01 setback
on Millan and "J"` Street, as shown on map.
3. That Melrose be dedicated to a 60* width.
4., That 11 lots: be dedicated as shown.
5. That utility easements be dedicated.
6. That Engineering Department recommendations be complied with.
7® That a maximum 12 to 1 slope be maintained on private property.
FINAL SUBDIVISION MAP - Judson'Estates, Unit No. 1 � Northern portion of Judson Reservoir
Annexation
Final maps for the first unit of Judson Estates Subdivision were presented to the
Commission. The subdivider having met the requirements of the tentative map, it was-,
moved by Member Bendickson, seconded by Member Adams and carried that the final map of
Unit #1 of Judson Estates Subdivision be approved and recommended to the City Council,
subject to the following conditions:'
-- 1. Dedication to the city of all It lots as shown.
2. Minimum of 7,000 sq. ft, per lot.

4. Myra. Court be changed to Myra Avenue,
BUFORD:440RRIS, ANNEXATION - South of Judson Reservoir Annexation
A map and legal description of the proposed 50-acre Buford.-Morris Annexation was
presented to the Planning Commission.
It was moved by Member Culnan' seconded by Member Calkins and carried that the Planning
Commission recommend to the City Council that this annexation be accepted.
JUDSON DAM SCHOOL SITE ANNEXATION - East of Judson Reservoir Annexation
A map showing proximity of proposed Judson Dam School Site Annexation to the existing
city boundary was presented. Dr. Tiffany of the Chula Vista Elementary School District
assured the Planning Commission that Palomar Street will go through the school property
as: shown on the tentative map of Judson Estates. Subdivision, It was moved by Member
Bendickson, seconded by Member Culnan and carried that the Planning Commission approve
the annexation and recommend to the City Council that it be accepted with the condition
that Palomar Street will be extended directly east through the school property, as
shown on Judson Estates Subdivision map.
REQUEST FOR CHANGE OF ZONE - JamesjConnolly - Southwest Corner of 4th & "Ell
A petition for rezohing from R-1 to Co-1 of the two lots on the southwest corner of
Fourth and "E" Streets was read.
It was moved by Member Armstrong, seconded by Member Culnan and carried that a public
hearing be set for this matter on August 18, 1958.
REQUEST FOR APPROVAL OF LOCATION OF TRAILER PARK - Harry J. Krause - 600 Block of "Gl
A. petition requesting approval for the location of a trailer park on "G" Street, west of
Terry's trailer park was read,
It was: moved by Member Crear, seconded by Member Armstrong and carried that a public
hearing be set for this matter on August 18, 1958.
CLASSIFICATION OF TERMITE CONTROL OFFICE
A. letter was- read from Mr, Charles. Hudkins asking whether or not he may operate an office
for a termite control business at 355 Third Avenue, a C. l zone, with no storage of equip
ment on the premises,
It wasi moved by Member Culnan, seconded by Member Adams and carried that the Planning
Department approve a business license for a termite control business office at this
location with the stipulation that it be used only for mail and telephone purposes; and
that no equipment or material shall be stored on the premises.
Member Culnan asked that the matter of classifying a complete termite control business,
including storage of equipment and material be placed on the agenda for a, future meeting
and that the secretary attempt to learn how other cities classify such a use.

APPROVAL OF CHURCH SITE - Bay View Baptist Church - North of Kellogg School, East End of
Jamul
Member Bendickson abstained from participating,
Plans were presented to the Commission showing the proposed relocation of Jamul Street
through the church property. Member Culnan stated that he and the Principal Engineer
Harshman had visited the location and concurred that the proposed alignment of Jamul
appeared to be the best as far as topography. He stated, however, that locating the
street in that manner would pose a problem for the property owner to the north.
Member Armstrong was excused at 9:40 P.M.
After considerable discussion as to the function and necessity of Jamul Street, the
Commission asked that another plan be brought in on August nth showing the church
property served by a half street south to Naples, along the Kellogg School.
APPROVAL OF ADDITIONAL UNIT - Shopping Center - Hilltop and Naples;
A plan for a root beer stand to be constructed in the shape of a large barrel was
presented to the Commission for approval to be located north of the service station on
Hilltop Drive. It was; noted that the plans indicated the business would involve serving
customers at their cars,
It was moved by Member Culnan, seconded by Member Calkins and carried that the additional
unit would not be harmonious with adjacent development and that the plans not be approved
for location at the shopping center site.
20NING OF NEWLY ANNEXED LANDS; - Industrial Lands Annexation, First Baptist Church Annexation
Nazarene Church Annexation and Judson Reservoir Annexation
Industrial Annexation
A letter was.- read from the Westvaco' Food & Chemical Corporation, requesting an M�_ 2
zoning for their property within the Industrial Lands: Annexation. Letters previously
received and read were again noted.
It was moved by Member Bendickson' seconded by Member Culnan and carried that a public
hearing be called for August 1xth for zoning of lands within the Industrial Lands
Annexation; that property west of Montgomery Freeway be proposed for M-2 zoning; all
land north of the San Diego Gas & Electric Company right-of-way, shown on Document A-
Industrial Lands, be proposed for M-2 zoning; all the land between Montgomery Freeway
and Walnut Avenue be proposed for C-2 zoning and all land between Walnut Street and
Industrial Boulevard, Palomar north to the San Diego Gas & Electric right-ofPway be
proposed for R-3 zoning as; indicated on Document A-Industrial Lands®
First Baptist Church Annexation
Because the proposed use of the First Baptist Church Annexation is classified as: R-1
and because the surrounding properties: are zoned R-1, it was moved by Member Culnan,
seconded by Member Adams and carried that the Planning Commission propose an R-1 zoning
for this land and that a public hearing be called for August lith to consider this
proposal,

Nazarene Church Annexation
It was moved by Member Adams, seconded by Member Bendickson and carried that inasmuch
as the intended use of the Nazarene Church Annexation is classed as an R-1 use, that
the Planning Commission propose an R-1 zoning for this annexation and that a public
hearing be set for the lith of August to consider a recommendation to the City Council
accordingly,
Judson Reservoir Annexation
A map was; presented showing the boundaries of the California: Water & Telephone Companyrs
property within this annexation and it was noted that they have started and contemplate
expanding an M-1 use within this area, It was also noted that Brown & Woolery, owners
of the remaining property within this annexation, have submitted a tentative R-11
subdivision map for the land,
It was moved by Member Crear, seconded by Member Calkins and carried that a public
hearing be called for August lith to consider zoning the Judson Reservoir Annexation to
R-1 and M-1, as shown on Document A-Judson Reservoir Lands,
APPROVAL OF CHAMBER OF COMMERCE SITE - Fourth and "F"
Plans were submitted for the new Chamber of Commerce building to be located on Fourth
and "F", as previously approved by the City Council. It was stated that at present the
developer is requesting approval of setback for the new, building as well as general
approval of the site.
It was moved by Member Adams, seconded by Member Calkins and carried that the Chamber
of Commerce site be approved and recommended to City Council with a 51 building setback
on "F" and a 101 building setback on Fourth; further that the Commission recommend to the
City Council that maximum practicable off-street parking be provided; that any signs be
similar to those on the Civic Center Building, that is, flush with the face of the
building and that the architecture conform to other Civic Center buildings,
PLANS FOR OAKLAWN APARTMENTS' - Between "G" and "H" at Oaklawn Street
Member Culnan disqualified himself from the discussion and asked that the record show
that he has not discussed the matter with any member of the Commission,
Building Inspector Grady presented plans to the Commission and asked their clarification
of the zoning ordinance requirements with regard to location of accessory buildings in
rear yards and in side yards. The ordinance at present states that an accessory building
may be located in a rear yard, occupying 50% thereof. The ordinance does not specify
whether the 50% applies to the rear yard across the entire width, or whether it applies
to one-half of the entire width of the rear yard. He further explained to the Commission
that as OaklaVm Street has not been dedicated, what the plans show as rear yard is
actually side yard and any accessory building in this side yard must be 60t from "G11
Street, Mr. Grady requested that the Planning Commission, as authorized in the ordinance,
clarify the ordinance with regard to the rear yard requirement.
The Commission concurred with Mr. Grady, that because the ordinance does not specify
whether an accessory building may be located across the entire width of the property
in the rear yard or whether such building must be confined to only 50% of the width
of the rear yard, that it must be assumed that either is allowed. They further agreed
that a building permit cannot be issued for the accessory buildings located in what is,
at present, the side yard, unless such buildings are 601 from the dedicated "G" Street.

CENTER STREET � East of Fifth Avenue
The problem confronting the city with respect to the 7-0 foot Center Street east from
Fifth Avenue was discussed. It was generally agreed that the street is narrow; to the
point of being dangerous if property on the south side is developed. The lack of room
to turn a vehicle at the east end of the street aggravates the situation. Engineer
Manners indicated the large drainage ditch along the south side of the street makes it
impractical to widen the street more than 16 feet. The house on the southeast corner
of Fifth and Gbnter will restrict the street width at that point to 25 feet.
In the opinion of the Commission, with what information is available, the desirable
solution to the problem would be to attempt to get an additional 16 foot dedication
on the south side of Center, east of the land actually occupied by the house and an
additional 5 foot dedication along the property occupied by the house, as well as
whatever is necessary to construct a turn-around at the easterly end of Center. If.
this can be accomplished, the city would then have a 36 foot width for the greater
portion of Center Street,
The Planning Commission directed that the secretary inform Fred Ross, Purchaser Analyst,
of the thinking of the Commission as above stated and ask that he contact the property
owners involved in an effort to learn whether or not they would cooperate with the city
in attempting to widen Center Street. When the results are brought back to the Commission.,
it will then be decided whether the Commission is in a position to make any recommendations
to the City Council.
REQUEST FOR REZONING - West of Woodlawn, North of "Dt"
An application submitted by Mr. Hal Johnson was read requesting that the city rezone from
'^ R-3 to M-1 that property on the west side of Woodlawn, between Chula Vista Street and "D".
It was moved by Member Bendickson, seconded by Member Calkins and carried that a public
hearing be called for August 18th.
RE-COMMENDATION
The Planning Commission discussed the problem now confronting the city with regard to
the increase in the number of requests for approval of trailer parks in our industrial
zones. The Commission expressed the opinion that trailer parks are not industrial uses,
rather that they are actually commercial uses and that their continued infringement into
industrial areas, would in the future hinder proper development of the city. The possible
income from trailer parks is great enough that a property owner is not inclined to rem
place trailer parks with industrial uses.
It was!'moved by Member 'Ben dickson, seconded by Member Calkins and carried that a letter
be written to the City Council recommending that the classification for a trailer park
be.changed from M-1 to C-2.

It was moved by Member Bendickson, seconded by Member Crear and carried that the
meeting adjourn sine die.
