OF THE PLANNING COMMISSION OF THE
CITY OF CHULA VISTA, CALIFORNIA
July 159 1957
The regular adjourned meeting of the Planning Commission of the Cit.y, -'of C$ula Vista was
held on the above date in Council Chambers at Civic Center at 7:30 P.M. with the follow-
ing members present: Members King, Armstrong, Calkins, Menzel, Stewart and Axelson.
Absent: Member Crossley. Also present: City Attorney Campbell and Jr. Engineer Hughes.
Chairman Menzel introduced the new member, Col. A. 0. Axelson and welcomed him to the
Commission.
APPROVAL OF MINUTES:
It was moved by Member Armstrong, seconded by Member Calkins and unanimously carried
that the minutes of the meeting of July 19 1952, be approved, copies having been
mailed to each member.
REQUEST FOR REZONING OF A PORTION OF "H!' STREET - South Side of "H", west of Fourth
The request for rezoning from R-2 to R-3 of certain property on the south side of "H"
west of Fourth, contigent to the existing R-3, was read. A map was presented showing
this portion and an adjacent area now developed as R-3.
It was moved by Member Stewart, seconded by Member Calkins and unanimously carried
that a public hearing be set for August 19th for consideration of the requested re-
zoning from R-2 to R-3 of that portion of "H" Street described above.
REQUEST FOR REZONING OF A PORTION OF M ONTEBELLO - East of S Gond Avenue
P.
A letter was read asking for the rezoning from R-1 to R-3 of property east of Second
Avenue and north of Mon4ebello for which a tentative subdivision map has been approved.
It was moved by Member Stewart, seconded by Member Calkins and unanimously carried
that a public hearing be set for the 19th day of August for considering the proposed
rezoning.
Member Crossley arrived at 7:45 P.M.
REQUEST FOR CLARIFICATION OF DIRECTOR OF PLANNING DUTIES.
A letter was read from the vCivil Service Commission asking whether or not the Planning
Commission wishes to add any special duties or qualifications to the bulletin announcing
the opening for Director of Planning.
It was moved by Member Stewart, seconded by Member Crossley and unanimously carried
that the qualifications and duties be accepted as outlined in the bulletin referred to.

PUBLIC HEARING - Proposed Rezoning of "E" Street between Fourth and Broeway
This being the time and place as advertised for the public hearing on the proposed
rezoning of "E" Street between Fourth Avenue and the M-1 zone on Broadway, Chairman
Menzel opened the hearing. Member Axelson asked to be excused from participation
because he was not in on the original study by the Planning Commission and because
he has already formed an opinion.
Chairman Menzel explained the purpose of the hearing, describing the depths of the
proposed commercial zoning and the setbacks to be considered.
Mr. Harold Morgan asked whether or not the setback would be on the property line. Mr.
Roy Gustafson, 206 Fifth, states that he feels with the increased heavy traffic and noise
and because of the location of the churches on "E" that the area is no longer residential
in character and therefore should be changed. Larry Paulter, 238 Guava, asked whether
there are any restrictions as to the type of business buildings can be built and if
not, he feels that the street will look like lower Third A,,enue and Broadway because
houses will be converted to business buildings. Mr. Gaylin Dyreng, 216 Beech, asked
if an alley is put through, how would it affect the properties. Mrs. Grace McBain,
234 Guava, doesn' t feel that we need the area for comm rcial uses- considering that
Third Avenue and Broadway are not fully used. Mr. James Connolly, 460 "E" Street,
stated that everyone on "E" except two property owners signed the petition not object-
ing to rezoning. Mrs. A. Lockwood, 211 Cedar, stated that no one approached = or her
husband with a petition, and they asked why. She asked if the city takes into considera-
tion anything other than the desires of the people for rezoning or is therea need for
additional commercial property. Mr. Bill Ramage, 214 Fig, states that his lot.will be
in the alley and he asked what will happen to those people in the area to be rezoned
and those adjacent whose properties front on the side streets. He feels that we have a
lot of space in the center of town for business so that why do we have to zone the
entire length of "E" Street to commercial. Mr.Gus Schwing, 527 "E" Street, stated that
he feels we have one of the best cities in the state and that we should not down it and
we need more business and should try to keep it here. Mrs. Dora Black, 440 "E" Street
stated that she too has a nice home on "E" but feels that with the street widened, it is
a good business route and should be rezoned, Mrs. Belle Reimer, 216 Guava; agrees with
Mr. Ramage, that the people on the side streets are not going to benefit in the rezoning.
They will have trouble selling the prdperty for residential use and' will be unable to sell
for commercial. Mr. Morgan, with property at Brightwood and "E" Streets stated that he'
does feel that the people on the side streets will be hurt3 but that they will at least
be able to realize their investment on their property and you just can't stop progress.
Jack Stewart, 215 Fig, feels that"E" was widened to speed up traffic- 'through town. He
feels that if the speed limit is reduced to 25 mph again, it will slow traffic down and
stop the noise then it will not' be necessary- -to commercialize the street t o go along with
the noise. Mrs. Frances Miller, 561 Davidson, stated that there are several small busi-
nesses now on "E" Street that are not pgogressing, so why make the rest of "E" commercial
when it is evidently not needed. Mr. Paulter, 238 Guava, stated that there are more
persons living on the side streets who will get hurt, than there are on "E" Street. Mr.
Johnny Wells, 421 "E", stated that commercial zoning will come sooner or later. Mrs.
Ruth Vanderpool spoke stating that the business property referred to before as riot pro-
gressing belongs to her son and it is doing well, therefore they feel all of "E" should
be commercial. Mr.Ramage spoke again stating that Third Avenue is now zoned commercial to
"K" and if this is rezoned, we will have the same situation. Mr. Clarkson, 446 Fern,
spoke stating that they are wondering where the alley will be if it is put through and
also why it is needed. Comments were heard from Mr.Gerald Fuller, 224 Fig, Garrett
Francis, 540 "E" and Dr. May, favoring the rezoning. Comments were made that some persons
had not attended the meeting because they thought the rexoning already had gone through.

Replying to questions asked, the City Attorney explained the process of the rezoning,
explaining why the area has not already been rezoned as some people thought, and what
procedure would have to be f6llowed if an alley were ever put through, as far as obtaining
the land is concerned. Mr. Menzel stated that any construction on the street would have
to comply to the uniform building code, other than this, there are no restrictions on
the type of buildings constructed.
A letter favoring the rezoning and one against the rezoning, was read.
Chairman Menzel asked for a show of hands, resulting in the indication that 9 persons
present live on "E" Street, 20 persons present favor the rezoning and '27 to 29 persons
are against the rezoning. Chairman Menzel pointed out that the show of hands would
not be used as criterion by the Commission in making their decision, partially because
it had been stated that a large majority of persons who would be involved in the rezoning
had not attended the hearing and because decisions on zoning are not based alone on how
many persons want the change, but also whether or not it is good planning.
The chairman closed the hearing and stated that the Commission will study the results
of the hearing and make their findings at the next meeting.
PRESENTATION OF SERVICE MAP - C. M. Eichenlaub, Superintendent, San Diego & Arizona Eastern
Mr. Eichenlaub presented a map showing proposed rail service into the tideland area and
a letter proposing certain changes in the Mohr-Adams-Plourde Report. Mr. Eichenlaub
stated that it was their thought that when the need arises, the plan can be developed.
It was moved by Member Axelson, seconded by Member Stewart and unanimously carried that
a copy of the letter from the San Diego and Arizona Eastern be forwarded to Mr. Mohr
for appropriate comments.
IMPROVEMENT OF ONE-HALF OF CORTE MARIA - South from "I"
The Planning Commission stated that this particular problem would have to be brought
to the attention of the City Council as the Commission has no jurisdiction over such
problems.
VA.LLICITO TRACT NO::, 1 - Third Avenue, north of "D" - Tentage Map
The tentative map of Vallicito Tract No. 1 was presented to the Commission with a
letter from the Department of Engineering recommending certain improvements.
It was moved by Member Armstrong, seconded by Member Axelson and unanimously carried that
a new tentative map be submitted incorporating the changes recommended by the Engineering
Department and that a copy of the recommendations be forwarded to Mr. Woodward, owner.
REQUEST FOR RELIEF FROM INSTALLING PUBLIC IMPROVEMENTS - 340 West Bay Boulevard
A letter was read from Mr. A. W. Burrman, President of the Standard Electric Company,
asking that the company be exempt from installing curb, gutter, shoulder and sidewalk
with the construction of their new building at 340 West Bay Boulevard. A letter was
read from the Engineering Department recommending that the applicant be required to in-
stall curb and gutter at that location.
It was moved by Member King, seconded by Member Calkins and unanimously carried that
the requested exemption be denied, that curb, gutter and shoulder be installed but
that the sidewalk requirement be waivede

PROPOSED REZONING OF BAY MANOR SUBDIVISION ON BROADWAY
Member Axelson asked to be excused as he was not present at the hearing. Two letters
favoring the rezoning, mailed before the hearing, but not received, were read.
Member King,moved that the Planning Commission recommend to City Council that Ordinance
No. 398 be ammended to rezone lots 4 through 10 of block 1 and lots 1 through 7 of block
2 of Bay Manor Subdivision be rezoned to C-2. Member Stewart seconded the motion and it
carried by the following vote, to-wit:
AYES: King, Armstrong, Calkins,Stewart
NOES:- Menzel, Crossley
ABSENT: none
NOT VOTING: Axelson (not eligible)
The Commission directed that a copy of the deed restrictions and other information per-
taining to the decision be made available to the Council. .
MOHR-ADAMS-PLOURDE,-REPORT
The public hearing having been closed on July 1, 19573 it was moved by Member Stewart,
seconded by Member Calkins and unanimously carried that the recommendtions and informa-
tion in the book portion of the Mohr report be recommended to the City Council for use
as a guide in the development of the bay front and that recommendations and the map
presented by Mr. Eichen�aub be presented to the Council for appropriate action.
It was moved by Member Axelson, seconded by Member Crossley and unanimously carried that
it be recommended to City Council that the Master Street Plan of Chula Vista be ammended
with reference to the area west of Montgomery Freeway, to conform to the recommendations
of Project No. 1006-8 of the Mohr report.
Member Axelson moved, Member Stewart seconded and the motion carried unanimously that
. it be recommended to City Council that the location of the pierhead line, bulkhead
line, Sweetwater Drainage Channel and Central Ship Channel, as shown be Project 1006-8
be approved and that immediate action be taken to obtain the necessary governmental
action to effect these changes.
ADJOURNMENT:
Chairman Menzel adjourned the meeting, sine die.
