HomeMy WebLinkAbout1956-05-21 PC MINS MINUTES OF A REGUTA R ADJOURNED MEETING OF THE PLANNING COMMISSION OF THE CITY OF C HULA VISTA, CALIFORNIA May 21, 1956 The regular adjourned meeting of the Planning Commission of the City of Chula Vista was held on the above date at 7:30 P.M. in the Council Chambers at Civic Center, with the following members present: Members Menzel, Raitt, Crossley, Burford, and Hesse. Absent: Members Shamrell and Young. Also Present: City Attorney Campbell, Principal Engineer Johnson and City Planner Sc7herer. APPROVAL OF MINUTES: It was moved by Member Crossley, seconded by MemberBurford and unanimously carried that the minutes of the meeting of May 7, 1956, be approved, copies!.having been mailed to each member. UNFINISHED BUSINESS: Zone Variance - David Phair - 700 "E" Street The request of Mr. Ph4ir for permission to construct an advertising sign at approximately 700 "E" Street, an M-1 use in an H-3 zone, was held over until such tim6 as the rezoning of that area is determined. . Member Young arrived at 7:10 P.M. Zone Variance - James and Dorothy Sweeney - 898 Helix The applicant is requesting a reduction in side yard setback. It wasmoved by k' ember Burford, seconded by Member Hesse and unanimously carried that a 5' reduction in side yard setback be granted for reasons stated in the application. Zone Variance - Fernando Basulto Limon - 291 Alvarado The applicant is requesting permission to construct a service station at 291 Alvarado Street. Recommendations from the Safety Council were read and a petition signed by 12 citizens protesting the granting of the variance for safety reasons. Mrs. Smith, owner of service station adjacent to property ins_question, protested on the grounds that there are too many stations on Third Avenue and also that she felt it would be a traffic hazard. It was moved by Member Young, seconded by Member Burford and unanimously carried that the variance be granted subject to the following conditions: . 1. The final check of building and layout by the rlanni.ng Commission at the next meeting. 2. The approaches on Alvarado be moved back a total of 35 feet from the property line at the corner (Third and xlvarado). (Safety Council Recommendation.) 3. The city paint the curb red, on both sides of "lvarado from the Safeway Parking Lot entrance to Third Avenue and any other traffic regulations necessary for public safety. (Safety Council Recommendation) - 1 i h -r CORRESPONDENCE- A. P. Yepis - 231 Garrett The letter from Mr. Yepis requesting clarification of the ordinance - asking whether the manufacture of tortillas and 1'1exican foods for wholesale, is confined to an M-1 zone - was discussed. The Planning Commission directed that a letter be written to Mr. Yepis stating that wholesale of such products is confined to either an M-1 or M-2 zone, as stated in the ordinance, but that any citizen of the city is entitled .. to the right to apply for a zone variance if they so choose. Mrs. A. R. Stadin - 87 Fourth Avenue A letter received from Mrs. Stadin asking that the 6 months time limit of the zone variance granted to her on May 7 for a nursing home, be extended another 6 months, making a total of 1 year. The Commission directed that a letter be written to Mrs. Stadin stating that when the six months are almost up, if they need more time, they should then ask for an extension of time. ZONE VARIANCE: Mr. Bert Epsten - 150 Broadway Mr. Epsten is requesting an extension of the M-1 zone to include all of this property. As-'"it now is, the 1251 back from Broadway is zoned M-1 and the remaining x.751 of the 601 depth is zoned h-3. Mr. 1'psten wishes to conduct a trailer sales agency on this lot, It was moved by Member Crossley, s.econded by Member Young and unanimously carried that the variance be granted subject to the applicant installing cur b and gutter on Jeffer- son Street where it abutts his property and that he provide off-street parking on a dustless surface ibr a minimum of 5 cars. City Attorney Campbell left at 8:30 P.M. SUBDIVISIONS: Robin Hood #2 - Final Map - Naples and Moss, west of First During this discussion Mr.Casey and Mr. Smith, owner and engineer, agreed to submit plans for a traffic control: intersection for that portion of their property east of Alpine Avenue to the intersection of the center lines of Moss and Naples Streets, to the Planning Commission for approval before the final map is filed. It was moved by l:ember Crossley, seconded by Member Young and unanimously carried that the final map of Robin Hood #2 be approved pending annexation and subject to final check by the Department of Engineering and with the condition that the sub- divider post an additional bond, other..thaft,that required for the subdivision, guar- anteeing the installation of curb and gutter and the installation of pavement on Moss Street so that the edge of the existing pavement matches with the new pavement and to pave to the centerline of Naples Street, these improvements to commence at the centerline of Alpine Avenue easterly to the intersection of the centerlines of Moss and Naples. 2 - OFF-STREET PARKING ORDINANCE A proposed amendment to Ordinance No. 398 (The Comprehensive Zoning and Building Line Ordinance) concerning off-street parking for the City of Chula Vista was presented to the Planning Commission for discussion with representatives of the two Chula Vista business associations and the realtors. It was agreed that meetings would be held with the groups and any feasible changes or additions to the proposed ordinance, adopted'.. RESOLUTICN NO. ?3 - Setting June 18th as public hearing for amendment to Ordinance No. 398 having to do with off-street parking Offered by Member Young, passed, adopted and approved by the following vote, to-wit: Ayes: Members Menzel, Young, Raitt, Crossley, Burford and Hesse Noes; none Absent: Member Shamrell APPEAL OF VARIANCE DENIAL Planning Commission action, denying a zone variance to nobert Rankine at the meeting of May 7, was appealed to City Council. As per Section 16, Paragraph "F" the Planning Commission had prepared a written report on their findings of the variance application, explaining why it was denied.
