PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA .
June 18, 1956
The regular meeting of the Planning Commission was held on the above date in the
Council Chambers at 7:30 P.M. with the following members present: Shamrell, Menzel,
Raitt, Crossley and Hesse. Absent: h1embers Young and Burford. Also 'resent: City
Attorney Campbell and City Planner Scherer.
APPROVAL OF MINUTES:
It was moved by Member Shamrell, seconded by Member Crossley and unanimously carried
that the minutesof the meeting of June 4. 1956, be approved, copies having been mailed
to each member.
CORRESPONDENCE:
mon Dalseth - Pilgrim Lutheran Church - Fifth and "E" Streets
Mr. Dalseth requested that a six-months extension of time on a zone variance granted
December 51 1955, be given for the construction of the church.
It was moved by-Member Menzel, seconded by Member Shamrell and unanimously carried that
the applicant be granted an additional six months to use the zone variance granted to
them on December 5, 1955.
UNFINISHED BUSINESS:
Proposed Service Station - Third and "H" Street - J. M. Banister Development Company
Plot plans of the proposed service station were presented by the Banister Company with
letters from the City Engineer and the Safety Council giving approval of the plans
from the engineering and safety standpoints.
It was moved by Member Crossley, seconded by Member Hesse and unanimously carried that
the variance be granted subject to the following conditions:
1. That advertising signs be restricted to 100 square feet in total surface
area, emcluding those located on the buildings, such as "washing", "lubri-
cating" and the like.
2. That public improvements be installed according to the recommendations of
the Department of Public Works..
3. That all night-time illumination be directed away from residential property
and so placed that it will not reflect into the eyes of passing motorists.
4. That adequate trash disposal containers be installed and concealed from
public view.
5. That the- station not b permined s=of vehicles other- than'-incl-

dental repairs such as tire changing, lubrication, minor electrical or mechanical ad-
justment. That no engine repairs, painting or body work and the like be conducted
on the p remisese
6. That if the neighbors desire a fence separating the station from their pro-
perties, the Texas Company will provide such separation and in compliance
with the Department of Building requirements.
City Attorney Campbell left the meeting at 8:00 P.M.
PUBLIC HEARING - Proposed Off-street Parking Ordinance
Chairman Raitt opened the public hearing and asked that the proposed ordinance be read.
Letters of protest from the Chula Vista Downtown Association, Alice' s Beauty Shop,
M. S. Hooper, A. L. Kendall, W. N. Drew and G P. Olson were read. These letters pro-
tested the proposed ordinance for the following reasons: That the land was too valuable
to use for public parking and that city parking lots and street parking is sufficient,
that the ordinance would stop new businesses from coming into the city, that it works
a hardship on individual property owners, that it is not economically feasible and is
discriminatory and confiscatory to small businesses. A letter was read from the Broad-
way Association stating that they felt an ordinance is needed and would work in close
cooperation with the Planning Commission in order to perfect one.
Mr. Lou i�eneau, 345 "F" Street, Mr. Walter Davis, Mr. Elmer Sorrenson of the- Chamber
of Commerce, "Ir. Kenny, 282-284 Third Avenue, Mrs. Oscar. Moe, 236 Third Avenue, Mrs. .
Whitt, 231 1iandis, T,ir. Helm, 21 "E" Street and Mr. Ray Ponsor of the Third Avenue
Businessmen's Association commented on the ordinance, protesting for the above reasons.
After some discussion on the proposed ordinance,. it was recommended that the public
hearing should be continued until June 25. The date of June 25, 7:30 P.M. was_ agreed
to for a meeting with the various business groups, The Chamber of Commerce, The
National City- Chula Vista Realty Board, and a representative from the schools, as well
as every individual who cared to attend. It was stated that the ordinance: affected
not only the businesses, but individuals and dwellings as well.
ADJOURNMENT:
It was moved by 'ember Crossley, seconded by Member Menzel and unanimously carried that
the meeting adjourn until June 25, 1956, at 7:30 P.M.
