HomeMy WebLinkAbout1956-08-20 PC MINS MINUTES OFA REGULAR'ADJOURNED MEETING OF'THE PLANNING 'COMMISSION' OF THE CITY OF CHULA VISTA, CALIFORNIA August 20, 1956 The regular adjourned meeting of the Planning Commission of the City of Chula Vista was held on the above .date at 7:30 P.M. in the Council Chambers at Civic Center with the following members present: Shamrell, Menzel, Young and Burford. Absent: Members Crossley and Hesse.. Also Present: - Jr. Engineer Hughes and City Planner Snherer. . APPROVAL OF MINUTFS:' It was-.moved by Member Burford, seconded by Member Shamrell and unanimously carried- that arried that the iinutes-of the meeting of August.,6th be approved, copies having.been mailed, to each member, DISCUSSION Resignation of Member Raitt Planning Commission' members expressed their regret that Mr. Raitt had resigned from the-Planning:;Commission. It was stated that- Mr. Raitt had done excellent work iri`the 'year'and half he served with the Commission and that his knowledge, and foresight .would: be keenly missed. '-..The Planning Commission directed,=that-a., letter.-be wr'itten' to Mr. Raitt thanking hiim. fore his diligence and perserverance during:his` t6rm as 'a member of the Planning Commission. Leave of Absence'foi Member Crossley 4 Member'. Crosslef"i'letter asking permission,to'b,e absent from the next three regular meetings of ,the-Planning Commission w as,read and,discussed. The Planning Commission directed that"aletter be writtento Mr ''Crossle3r''granting him permission to:be 'ab- sent from•the.regular meetings of Septeti�bei �'dc* 6b and November (complying'with' the City Charter) and expressing the hope that the condition making this necessary will soon be relieved* Next Scheduled.Meeting It was�noted'.that.the nit regular meeting is scheduled for September 3id,,.Labor Day. The Planning;.Commission asked that the meeting"be, held on September rtth, ,, o That•the regular"business could be handled. DISCUSSIDN: Relationship-between curb, gutter and sidewalk and .street widths The letter .from..the, City Engineer with cross.-sections of street widths. and.. curb, gutter and sidewalks, iasheld over tntil the next meeting`,for further study so that the City Planner could prepare additional information for their use* t SUBDIVISION Hobart Knolls #2 -- Final Map - North of San Miguel on Hilltop - 1 - It was moved by Member Shamrel.l, seconded by Member Burford and unanimously carried that the final map of Hobart Knolls #2 be approved, W. the subdivider had met the requirements of the tentative map. CIVIL DEFENSE Mr. Scherer explained to the, Planning Commission why the Engineering Department had not prepared a drawing and cost estimates on the construction of a model bomb shelter, as requested at the Planning Commission meeting of August 6, 1956. Mr. Ed Culnan, Director of Civil Defense, stated that in a conference held with Member Burford and-.-City Planner Scherer, it was.agreed that the shelter should be patterned after the shelter recommended by the State Civil Defense groups ex- cept that it should be built comple Lely pndergroun'd and thus cheaper to construct. Mr. Culnan'stated that he felt at least part of`th6 materials could be obtained fro#i local firms at no cost. It was.moved by Member Burford, seconded.by Member Shamrell, and unanimously carried that a letter be Written to the City Council recommending that, they' ' direct'"the City "'rgineer to draw necessary plans and cost estimates for a pro- posed model bomb shelter and that Mr. Culnan and Member Burford be allowed to work in consultation with the Engineering Department during this work. COUNCIL ACTION: City Planner Scherer stated that at the last Council meeting the City Council Puled that the city enter into an agreement with Mohr-Adams and Plourde for an Industrial Development Plan, providing that.the Sante Fe Railway is also .a party to the agreement. Mr. Scherer also clarified the Counciltq action on the off-street parking ordinance. "The Council--forwarded the ordinance to the City Attorney for review and redrafting and asked that it be returned to them for further disdussion". PROPER ZONING FOR A "CAR WASH" - PUBLIC HEARING This being the time. and the place as advertised for a public hearing on the proper Zoning of a "car wash", Chairman Young declared the hearing open. It was explained to the audience that in the opinion of the Planning Commission the zoning ordinance (No. 398) does not make provision for that particular use and there- fore it is the duty of the Planning Commission to determine the proper 'zone for a car wash. Protests to such a use being permitted were made'.by Mr. Herman Anderson, 222 Fourth Avenue, Mr. 'Robert'Miles, 392 "Ell Street'y`Mi. Hairy Fuller, 226 Fourth grid Mr. Earl. Brown. They based their protests to the car wash on traffic hazards which would result and expressed their concern- over the area to be devoted to a car wash. It was their opinion that .a car wash properly belonged in an M-1 or C-3 zone. Mr. Woodrow Wilson, attorney representing the applicants for the car wash at Fourth and "E" Streets stated that the protests above listed do not have a direct- bearing on any possible action by the Planning Commission. lie,-stated that "E" Street was widened for the purpose of carrying more. traffic and that businesses of that nature locate on busy streets to attract more customers, that such ventures would be un- successful on, quiet, streets. 0 2 0 Chairman Young explained that the purpose of this hearing is not to determine whether the southeast corner of Fourth and "E" is a good location for a car wash, but rather to determine which zone is appropriate. - Mr. Wilson stated that his client would appreciate an answerfrom the Planning Com mission as to whether the ordinance, as existing, provides for a car wash in Sec- tion 10, Subsection 4, 14 and 21. The Planning Commission stated that the above mentioned sections do not necessarily include a car wash and that in some areas zoned C-2, a car wash would be entirely out of place. They reiterated that they were only endeavoring to consider what would be best for the city as a whole, and that they are trying to base their decision on public safety, health and welfare, the primary purpose of a Planning Commission. It was moved by Member Menzel, seconded by Member Shamrell that a car wash be placed in a %7--2 zone. The motion -failed to carry by the following vote: h-/ AYES: Members Shamrell and Menzel NOES: Members Young and Burford ABSENT: Members Crossley and Hesse kember Shamrell moved that a car wash be placed in an M-71 zone, The motion failed to carry for the lack of a second. -� It was moved by Member Burford, seconded by Member Shamrell and unanimously carried that the public hearing on the proper zoning of a car wash be continued to the meeting of September 4th so that the Commission could further study the situation. USE FOR OLD LIBRARY SITE Chairman Young, member of the committee appointed 'to study proposed uses for old library site, stated that the report to be made by the committee involved a great amount of material and that it would be assembled and presented to the Commission at the meeting of September 17th. DISCUSSION AND RECO11MENDATION It was moved by Member Shamrell, seconded by Member Menzel and unanimously carried that the Planning Commission recommend' 'to the 'City`Council by written resolution that the city -expand the present sewerage disposal facilities and extend the sewer system eastward in order to provide the necessary facilities for future a nnexation of land to the northeast and southeast of the present city limits.
