HomeMy WebLinkAbout1956-12-03 PC MINS r MINUTES OF A REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF_ CHULA VISTA, CALIFORNIA December 3, 1956 The regular meeting ,of the Planning Commission of the City of Chula Vista was held on the above date at 7:30 P.M. in the Council Chamber at Civic Center with the following members present: Calkins, Burford, Menzel and -Hesse. Abser-t: Members Crossley, Arm- strong and King. Also Present: City Attorney Campbell and Junior Engineer Hughes. APPROVAL OF MINUTES: - Meeting of November 19, 1956 It was moved by Member Menzel, seconded by Member Hesse and unanimously carried that the reading of the minutes be waived and the minutes of the meeting of November 192 1956, be approved as mailed to each member. ZONE VARIANCE - George and Alma Pfaffman, 701 Elder Avenue It was may ed by Member Hesse, seconded by Member Calkins and uhanimously carried that the public hearing on the.variance application of the applicant be continued to the meeting of December 17, 1956. INDUSTRIAL ANNEXATION The map showing the boundaries of the Industrial Annexation, having been amended after Planning Commission approval of same on October 1, 1956, was presented to the Commission and it•s `boundaries described by Junior Engineer Hughes. Such proposed annexation is bounded on the north by the Boundary of the City of Chula Vista, on the West by the Boundary of the City of San Diego, on the South by the North line of Palomar „treet excepting a portion of Montgomery Freeway and two adjacent properties (as shown on map submitted) and on the East by the West line of Industrial Boulevard. It was moved by Member Hesse, seconded by Member Burford and unanimously carried that the Industrial Annexation be approved, as revised and shown on map submitted, and that the Planning Commission recommend to the City Council that action be taken to expedite, this annexation after approval has been received from the Boundary Commission. REZONING OF A PORTION OF THIRD AVENUE (Former Third Avnue Extension) A petition-was read from property owners on Third Avenue in the 0 hundred block, re- questing that their properties be rezoned to C-1 from R-1. It was moved by Member Hesse, seconded by Member Calkins and unanimously carried that a public hearing be set on January 7, 1957, to rezone this area from R-1 to C-1 and R-3. ORDINANCE NO. 543, PUBLIC IMPROVEMENTS - D. F. Campbell, 321 "D" Street A- letter was read from Mr. D. F. Campbell, asking that they be exempted from installing sidewalk in front of their property at the above address. Ordinance No. 543 regdes the installation 'of curb, gutter, shoulder and sidewalk at.the time of construction of cer- tain buildings. A large tree growing in the parkway and the grade of the land in front of their property and the two adjoining, makes it impractical to install sidewalk at this time. It was moved by Member Burford, seconded by Member Hesse and unanimously carried that - 1 - kL i Mr.- Campbell install the curb, gutter and shoulder at the time, as required by Ordinance No. 50, and that he be allowed to omit installation of sidewalk until such time as either of the property owners adjoining his property makes this public improvement. APPROVAL OF SCHOOL SITE - Hilltop and "J" Street (Hilltop Housing Area) A. letter was read from Mir. Joseph.Rindone, Superintendent of the Sweetwater Union School District asking Planning Commission approval of 28.8 acres in .the Hilltop Hous- ing area for a junior high school. Mr. Rindone presented a photo showing the proposed school in relation to existing junior high schools and also showing the population den- sity. A letter was read from the State Department of Education endorsing this location and stating that the need is justified and the location good geographically: It was moved by Member Burford, seconded by Member Calkins and unanimously carried that the Planning Commission approve the location of the proposed junior high school and that when plans formulated they shall be approved by the Planning Commission as to architecture, landscaping and the like, prior to construction. LOCATION OF A MODEL BOMB SHELTER Mr. Ed Culnan, Director of Civil Defence, stated that they had three locations in mind for the proposed bomb shelter - the area across from the Civic Center, the old library site and an area across from the "F" Street School. It was moved by Member Burford, seconded by Member Hesse and unanimously carried that the Planning Commission. recommend to City Council that the proposed bomb shelter be located on city property at the old library site on a triangular piece of ground lo- cated 72 feet from "F" Street, 16 feet from Del Mar and 182 feet from Center Street. LOCATION OF BOWLING GREENS It was moved by Member Burford, seconded by Member Calkins and unanimously carried that a letter be written to the Recreation Commission stating that not having more information as to the requirements of a' bowling green, the Commission was unable to locate such; that the Recreation Commission select several sites and submit them to the Planning Commission along with additional information about the requirements of a bowl- ing green and at that time they would recommend a site to the City Council.
