HomeMy WebLinkAbout1955-01-03 PC MINS MINUTES OF A REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday, January 3, 1955 The Planning Commission of the City of Chula Vista met in the Council Chamber at Civic Center at 7:30 P.M. on the above date with the following Members present: Mohr, Farris, Young, Henninger and Trook. Absent: Members Stewart and Harmstead. Also Present: Principal Civil Engineer Johnson. APPROVAL OF NIlNUTES It was moved by Member Young, seconded by Member Trook and unanimously carried, that the minutes of the meetings held December 6 and December 20, 1954 be approved' copies having been mailed to each Member. TENTATIVE MAPS Whittington Subdivision No._2_ (Units 2, 3 & 4) - Harold Foster. It was moved by Member Farris, seconded by Member Young and unanimously carried, that the Tentative Map of Whittington Subdivision No. 2 be approved as submitted with the following changes: Lot A at the west end of "L" Street, Lot B at the East end of "L" Street and Lot C at the east end of Sierra Way deeded in fee to the City of Chula Vista, and that "L" Street be improved to 64 feet with 20 foot strips on each side and a 24 foot unimproved center strip. Also, that 25 foot setbacks be observed on Second Avenue. The Commission re- quires also that the name of Palomar Street be changed to Sierra Way. The Commission added that they would require no improvements on Second Avenue from "L" Street south to the south subdivision boundary. Silver Dollar Tract - E. Boas. It was moved by Member Farris, seconded by Member Young and unanimously carried, that the Tentative Map of Silver Dollar Tract be ap- proved as submitted, with a 15 foot setback on Corte Maria Ave., that Lots 12 and 13 be redesigned to coincide with such setback, and that Lots 10 and 11 be increased to a 60 foot width. Dalseth Hills (Formerly Judson Tract) - Harold Foster. It was moved by MEMber Farris, seconded by Member Trook and unanimously carried, that the Tentative Map of the Judson Tract be approved with the following conditions: That the name change from "Judson Tract" to "Dalseth Hills" is approved by the Planning Commission; that the name of Arthur Avenue be changed to Dennis Avenue; that the name of Dennis Avenue be changed to Gretchen Road, and that the name of Gretchen Road be changed to Monserate Avenue; that Lot 51 be dedicated for street purposes but left unimproved; that Lot A at the west end of Millan Street and Lot B at the east end of Millan Street and Lot C at the south end of Lot 51 be one foot dedicated lots; that "J" Street be improved 20 feet to the center line, and that further study of the matter of setbacks on Mon- serate Avenue be made by the subdivision's engineers. FIIdAL MAPS Country Club Hills #2 - Harold Foster. It was moved by Member Trook, seconded by Member Young and unanimously carried, that the Final Map of Country Club Hills r`2 be approved subject to the vacating of the southerly half of Moss -Street (which is now 40 feet in width) and rededicating it with a 25 foot width and an 18 foot travelway from the westerly subdivision boundary line to the center line of Hilltop Drive. Also, that Lot Al a 1 ft. lot on the northerly subdivision boundary, and Lot B, which is that portion of Moss St. from the west line of Corte Maria Avenue to the west subdivision boundary, be dedicated in fee to the City of Chula Vista, and which lots need not be improved. LETTER - Harold B. Starkey. Mr. Starkey presented his request for the Commission' s approval to sell off part of his property and improve a portion_ of Montebello Street. Specifically, Mr. Starkey would like to extend Montebello Street with full improvement on the south side only. Hilltop Drive is closed at that point and full access cannot be made to the lots at the present time because of the steep grade. Mr. Starkey proposes to sell off two of the lots, which will be approximately 93 \x 120 feet in size. It was moved by Member Henninger, seconded by Member Trook and unanimously carried, that the Planning Commission approve the extension of Montebello Street to a maximum of 210 feet and that improvements be required on 1/2 of the street only, with a one foot lot at the center line and at the east end of Montebello Street. FINAL MAP - Debbie Court - Henry Algert. It was moved by Member Young, seconded by Member Farris and unanimously carried, that the Final Map of Debbie Court be approved as submitted. REQUEST - Additional Aerial Topos. Principal Civil Engineer Johnson requested topo maps for drainage study purposes from aerial photographs recently flown on Chula Vista. Inasmuch as funds budgeted for 195 .-55 for aerial topographies is to be contributed -from both Planning and Engineering Departments, Mr. Johnson asked for approval by the Planning Commission for sharing ex- penses with Engineering. He estimated that, for the unimproved area south of "G't Street for this purpose,, the $1,000.00 in Engineering' s budget would be sufficient for only 1/2 the coverage desired. Chairman Mohr spoke for the Planning Commission in suggesting that the matter be tabled pending completion of colored zoning map, including the Shapov Tract. In the meantime, Mr. Johnson stated he would get a definite figure on the cost of such maps and present the matter once more at the next Planning Commission meeting. DISCUSSION - Recommendation to City Council to Change Name of Smith Avenue to Beech Avenue - Mr. Johnson. Principal Civil Engineer Johnson suggested that recommendation be made to the City Council to change the name of Smith Avenue to Beech Avenue throughout the City. The City Council in turn would request the City Attorney to draw up the necessary pa- pers to make the name change. It was moved by Member Trook, seconded by Member Young and unanimously carried, that Smith Avenue be changed in name to Beech Avenue. County Trailer Park Ordinance. Member Farris discussed several points brought out at the County meeting on the matter of their new Trailer Park Ordinance. This ordinance is more stringent than the present Chula Vista Trailer Park Ordinance. The County restricts the use of cabanas and romadas in their new ordinance. Member Farris suggested, therefore, that the City Attorney check further into Section 12 (g) of_ Chula Vista Ordinance No. 4723 with a view to determining whether or not the City of Chula Vista restricts the use of cabanas and romadas.
