HomeMy WebLinkAbout1955-07-05 PC MINS I ` MINUTES OF A REGULAR MESTING 1 OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday, July5, 1955 The Chula Vista Planning Commission met in the Council Chamber at Civic Center at 7:30 P.M. on the above date with the following members present: Farris, Young, Perrin, Henninger, Raitt, -Trook. Absent: None. Also Present: City Planner Scherer, City Attorney Campbell, Principal Civil Engineer Johnson, Chairman Mohr having tendered his resignation, effective June 28,-'1955, Vice-' Chair- man Farris presided as chairman pro tempore. It was moved by Member -Farris, seconded by Member Trook and unanimously carried, that Member Young act as temporary Vice-Chairman. APPROVAL OF MINUTES It was moved by Member Raitt, seconded by Member Young and unanimously carried, that the minutes of the meeting of June 6, 1955 be approved, copies having been mailed to each member. City Attorney Campbell asked to be excused from the meeting at 7:45 P.M. CORRESPONDENCE The Commission had been presented copies of a letter to the City Council recom- mending that reprints of Ordinance No. 398 be made. After a general discussion, it was _ moved by Member Trook, seconded by Member Young and unanimously carried, that the second paragraph of the letter be omitted and that the letter be forwarded to the City Council recommending that Ordinance No. 398 be reprinted. ZONE VARIANCES Grace E. and 1A. T. Gower 31 "III St., requested a variance to allow dressmaking and alterations Home Occupation in an -3 zone. It was moved by Member Young, seconded by Member Raitt and unanimously carried, that the variance be granted for the reasons stated in the application, with the condition that no signs be displayed outside the residence and with the:! recommendation that no additional help be employed. Maude E. Wolf, 476 Davidson St., requested a variance to allow fancy laundering in an R-3 zone Home Occupation) . It was moved by Member Young, seconded. by Member Perrin and unanimously carried, that the variance be granted for the reasons stated in the application, with the condition that no signs be-displayed outside the resi- dence and with the recommendation that no additional help be employed. Merle H. Becker, 494 Third Ave., requested a variance to allow the operation of a Pet Food Store in an R-3 zone. It was moved by Member Raitt, seconded by Member Henninger and unanimously carried, that the variance be granted for the reasons stated in the application, provided that no animals are kept for sale or board on the prem- ises' and recommended that the applicant use the north side of the property or the rear of the property for parking space for his customers; and that the front of the property, the east side, be landscaped with lawn, shrubs and flowers. Frank Parker, 67 "J" St., requested a variance to allow a one foot reduction in a side yard. It was moved by Member Raitt, seconded by Member Young and unanimously carried, that the variance be granted for the reasons stated in the application. Joseph and Martha Gaerrero, 1143 Vista jay, requested a variance to construct a I masonry wall in the front and side yards. - It was moved by Member Yotmg, seconded by Member Raitt and unanimously carried, that the variance be tabl6d."Until a report was received from. the San Diego County Planning Commission regarding that portion of the fence on County property. Charles C. Nielsen, 264 Second Ave., requested a variance to allow a two foot side yard reduction. It was moved by Member Perrine, seconded by.Member Young and unanimously carried, that the variance be granted for the reasons stated in the application. INTERPRETATION OF ORDINANCE NO. 398. City Planner Scherer requested that the Commission give an interpretation of Or- dinance No:; 398 for Mrs. Ruth Johnson, pertaining to the construction of a dwelling on a lot which was of record prior to the date of said Ordinance, the lot having 6,600 sq. ft. in an R-1 zone. Mrs. Johnson wished to know if a 4 ft. 3 in. side yard could be maintained. . It was the opinion of the Commission that Mrs. Johnson would be allowed to construct a dwelling on the lot if the required 5 ft. side yard was ob- served. ANNUAL REPORT The Secretary read an annual report of Planning Commission activities for the period from June 30, 1954 t June 30, 1955 as prepared by the City Planner. The Com- mission recommended that the report be forwarded to the City Council, and that a condensed copy be prepared for submission to the annual San Diego County Planning Congress meeting which will be held in 1956. DISCUSSION o Land Use Map. City Planner Scherer presented a recently completed Land Use Map with overlays of the present zoning and the recommended zoning by the Mayor's Committee. A general- discussion followed, and it was suggested by-the Commission that the present zoning map be revised to comply with the present Land Use Map. ADJOURNMENT It was moved by Member Raitt, seconded by Member Henninger and unanimously carried, that the meting adjourn until Monday, July 18, 1955• Jea ' C. Steele, Secretary
