HomeMy WebLinkAbout1955-07-18 PC MINS MINUTES OF A REGULAR ADJOURNED MEETING OF THE PLANNING COMMISSION.OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday, July 18, 1955 The Chula Vista Planning Commission met in the Council Chamber at Civic Center on the above date at 7:30 P.M. with the following members present: Raitt, Henninger, Young, Crosley and Taylor. Absent: Members Dudderar and Burford. Also Present: City Planner Scherer, City Attorney Campbell. APPOINTMENT OF CHAIRMAN AND VICE CHAIRMAN Chairman Pro Tempore Young called the meeting to order and asked for nominations for Chairman and Vice Chairman. Member Henninger nominated Member haitt as Chairman. The motion was seconded by Member Taylor and unanimously carried. Member Raitt accepted. Chairman Raitt nominated Member Young as Vice Chairman. The motion was seconded by Member Henninger and unanimously carried. Chairman Raitt presided over the meeting. APPROVAL OF MINUTES: It was moved by-Member Young, seconded by Member Henninger, and unanimously carried that the minutes of the meeting held July 5, 1955, be approved, copies having been mailed to each member. DISCUSSION Chairman Raitt expressed the wish that the various departments of the City work more closely, especially the Planning and Engineering Departments and the City Attorney. - Chairman Raitt asked that City Planner Scherer call Principal Lngineer Johnson to the meeting at 7:45 P.M. SUGGESTIONS Chairman Raitt asked City Attorney Campbell if he had any suggestions he would care to make to help in getting the new Commission started in the right direction. Mr. Campbell preferred not to offer any suggestions as to policy as it was contrary to his opinion of the duties of the City Attorney. He did suggest that something should be done to expedite the work of getting the subdivision maps through so that work may be started on the projects. Members of the Planning Commission felt that any Ordinance, whether or not originating with the Planning Commission, having to do with the function of the Planning Commission, should be reviewed by the representatives of the Planning Commission. This to be accom- plished by a committee of three members along with City Planner Scherer, whose job will be to determine that the ordinance as written meets with the intent of the ordinance as passed by the Planning Commission, before the ordinance is acted upon. Mr. Scherer made the suggestion that subdividers meet with the Planning Department, Engineering Department and other interested officials such as County Planning Depart- ment, tate Highway Department, Health Department, etc. before tentative maps are submitted to iron out any minor difficulties. It was also suggested that all Motions made at the Commission meetings regarding various subjects to the City Council should be read back to the members by the secre- tary in order that the recommendation may be presented in the most concise form, and to eliminate possible errors before it leaves the meeting. Members expressed the opinion that the field trips recently started, by members of the commission to the sites of requested variances, have proved very helpful and should be continued. Lhe members feel they can reach a more just decision, having made the field trips and that it eliminates a great deal of the discussion during the meeting. This would cut down on the length of time taken for each variance and thus speed up the entire meeting. In the future, the field trips will be made on Thursday morning at 10:00 A.M. preceeding the Commission meeting on Monday. A letter will be mailed to each member as a reminder. OPINION An opinion from City Attorney Campbell to the City Council was presented and read which brow ht up the advisability of members sitting on the Commission who were financially interested in purchases being considered by the City Council. Merideth Campbell's opinion, orally, was that under the Charter they would be safe insofar as their intent and due to the face that the Commission is not the body having the task of acting upon bids. Under the State Law, however, their position would not ba as safe, the State Law drawing a finer line into the technicalities. DISCUSSION Mr. Raitt followed through on his request that departments involved, work more closely together and asked rrincipal Civil Engineer Johnson to cooperate with City Planner Scherer in working with the City Attorney. Mr. Raitt then asked Engineer Johnson to give some basic explanations to the new members, of the subdivision maps being used. Mr. Johnson displayed a map of a sub-division explaining to the members ` various terms such as set-backs and easements and explained the procedure followed from the time a tentative map is submitted to the final approval. Mr. Johnson was excused at 8:40 P.M. The balance of the meeting was spent in a general discussion on the various zoning laws of Chula Vista and in studying the zoning and use maps.
