OF THE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, April 19, 1954.
The Chula Vista Planning Commission met in the Council Chamber at Civic Center
on the above date at 7:30.P.M. with the following Members present: Stewart's Mohr,
Farris, Henninger, Harmstead, Trook, Absent: Member Smith. Also Present: City
Planner Wagner, Ass1t, to the City.Engineer, Johnson.
APPROVAL OF MINUTES
It was moved by Member Mohr, seconded by Member Trook and unanimously carried,
that the minutes of the meeting of April 5, 1954 be approved, copies having been
mailed to each Member.
SECOND PUBLIC HEARING - Zoning of Country Club Park No. 1.
Chairman Stewart declared that this being the time and place, as advertised, for
the second public hearing on zoning Country Club Park No. 1 as R-1 (One Family Zone),
said public hearing was open. There. being no one in the audience either for or
against the zoning, Chairman, Stewart declared the public hearing closed. It was moved
by Member Trook, seconded by Member Mohr and unanimously carried, that a recommenda-
tion zoning Country.Club Park No. 1 as R-1 (One Family Zone) be sent to the City
Council.
REPORT - Child Care Centers,
City Planner Wagner, having been requested by the Commission to contact the
County Welfare Board with regard to requirements for an applicant for child care,
stated that he had talked with Miss Pearl of the_County Welfare office. She in-
formed him that the Welfare office checks on the type of people applying and the
type of facilities, but they do not check the neighbors as to whether or not they
approve. Mr. Wagner stated further that Miss Pearl felt that a maximum of three
children was agreeable. It was moved by Member Mohr, seconded ,by Member Henninger
and unanimously carried, that Resolution No. 41 be approved, determining the number
of children for child care without the requirement of a zone variance, as three,
and that in the R-1 zone written permission must be obtained from the immediately
adjacent property owners and placed on file in the Planning Office..
LETTER. - C. C. Alley, Realtor.
City Planner Wagner read a letter from Mr. Alley, requesting interpretation of
Section 11, A-15 of Ordinance No. 398 as to whether or not "research and experi-
mental laboratory work on plastics and paints are permitted in the M-1 zone at
314 "K" St." Mr. Alley and Mr. Larsen, who represented the prospective industry
were present. Member Mohr asked if paint was to be manufactured and Mr. Larsen
answered that .the concern, now operating in San Diego, was not primarily a paint
manufacturing company and did mostly research work and that most work that would be
done would be on the customerls premises. -It was moved by Member Mohr, seconded by
Member Farris and unanimously carried, that the Planning Commission interprets
Section 11, A-15. of Ordinance No. 398 to allow "research. and experimental laboratory
work on paint and plabtics", as outlined in the letter from C. C. Alley, as proper,
in an M-1 zone.
LETTER - San 'Diego County Planning Department,
City Planner Wagner read a letter from the S.D. County Planning Department
regarding the proposed new County zoning ordinance which would consolidate the
present numerous ordinances into one basic zoning ordinance. The letter requested
that the Chula Vista Planning Commission might wish to express its views of the
proposed ordinance. It was moved by Member Harmstead, seconded by Member Trook and
unanimously carried, that the Chula Vista Planning Commission go on record as
favoring the early adoption by the County Board of Supervisors of the proposed
zoning ordinance, and that a. letter be written to the San Diego County Planning De-
partikent advising them of same.
FINAL MAP - Glendalin Manor - M. J. Dalseth.
It was moved by Member Farris, seconded by Member Harmstead and unanimously
carried, that the Final Map of Glendalin Manor be approved,. subject to final check
by the Engineering department.
REPORT - San Diego Subdivision Ordinance.
Member Mohr reported that he had attended a recent meeting of the San Diego
`County Planning Congress at which a. discussion was held on a proposed standardized
subdivision ordinance. He gave a brief resume of the discussion. Chairman Stewart
requested Mr. Wagner to further study the proposed ordinance and report his findings
at the meeting of May 3, 1954.
REPORT - Whittingtonts Real Estate Signs.-
City Planner Wagner, having been requested by the Commission to investigate the
number and size of signs in front of Whittington's real estate office, reported that
when the original zone variance was granted to Mr. Witt in August of 1953, the Com-
mission, due to lengthy discussion centered around off-street parking requirements,
had neglected to specify the number and size of signs to be permitted. A brief dis-
cussion followed, and it was decided that no action be taken.
DISCUSSION - Tentative Budget for Fiscal Year 1954-1955,
City Planner Wagner, having presented the Commission with copies of the proposed
budget, outlined the needs of the Planning Department for 19511-1955• A general dis-
cussion followed.
DISCUSSION - Proposed Name Change from Corte Madera Avenue
to Cuyamaca Avenue in Country Club Park No. 1.
City Planner Wagner explained to the Commission that when the final map for
Country Club Park No. 1 was filed with San Diego County, the name Cuyamaca Avenue was
not acceptable to the County and the name Corte Madera Avenue was. placed on the maps.
Since that time the area has been annexed to Chula Vista and this street is an ex-
tension of the approved Cuyamaca Avenue in Country Club Heights and therefor should
be renamed. It was moved by Member Mohr, seconded by Member Farris and unanimously
carried, that the necessary steps be taken to change the name of Corte Madera Avenue
in Country Club Park No. 1 to Cuyamaca Avenue.

It was moved by Member Mohr, seconded by Member Trook and unanimously carried,
that the meeting adjourn, sine die, at 11:00 P.M.
