OF TIE PLANNING COMMISSION OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Monday, October 4, 195
The Chula -Vista Planning Commission met in the Council Chamber at Civic Center
at 7:30 P.M. on the above date with the following members present: Stewart, Mohr,
Farris, Harmstead, Henninger, Trook, Young. Absent: None.
APPROVAL OF MINUTES
It was moved by Member Mohr, seconded by Member Henninger and unanimously carried,
that the minutes of the meeting held September 20, 1954 be approved, copies having been
mailed to each Member.
ZONE VARIANCES
Smith and Hawley 700 Blk. National Ave., requested a children' s playground in the
M-1 and R-1 zones. Matter held over from last two meetings).
Attorney Albert Boyer, representing the applicants, appeared before the Com-
mission and spoke in behalf of the request. Several members of the audience spoke in
protest of the granting of such a variance. After a lengthy discussion, it was moved
by Member Harmstead and seconded by Member Young that the variance be granted for the
reasons stated in the application, provided that: all the area except the National
Avenue frontage (unless the owner wishes to fence same) is fenced; paved off-street
parking is provided; the area in the R-1 portion extend a maximum of 275 feet east of
the M-1 zone; no permanent buildings are erected in the R-1 portion, and the variance
is in effect for a period of two years. The motion was denied by the following vote,
to-wit:
AYES: Members Harmstead, Trook.
NOES: Members Farris, Mohr, Henninger, Young, Stewart.
ABSENT: None.
At this point Member Mohr left the meeting.
A. E. Gallagher, for Estate of Emily Rundle, 568 Otis St., requested a variance.
to allow R-3 use on four lots now zoned R-2. It was moved by Member Farris, seconded
by Member Harmstead and unanimously carried, that the variance be granted for the
reasons stated in the application.
Donald W. and Ada I. Lewis' 221 Second Ave., requested a variance to allow the
rental of an existing one-bedroom apartmentin an R-1 zone. It was moved by Member
Farris, seconded by Member Harmstead and unanimously carried, that the request be
denied for the reason that the jurisdictional facts required by the Ordinance were
not proved.
M. H. Manning,_ 395_ _Garrett Ave., requested a variance to allow his present lot
in an R-3 zone to be split, leaving less than the required 61,000 sq. ft. per lot.
(Lots would have 501 frontage on 11G" St. and 65t frontage on Garrett Ave., but only
approximately 3,250 sq. ft. each.) It was moved by Member Harmstead, seconded by
Member Young and unanimously carried, that the request be denied for the reason that
the jurisdictional facts required by the Ordinance were not proved.

TENTATIVE MAP - Hobart Knolls (Revised) - Wayne Smith.
It was moved by Member Farris, seconded by Member Harmstead and unanimously carried,
that the Revised Tentative Map of Hobart Knolls be approved with Lot A at the end of
Hilltop Drive deeded in fee to the City.of Chula Vista, and subject to check by the
Engineering Department.
FINAL MAP -- Hobart Knolls (Revised) - Wayne Smith.
It was moved by Member Farris., seconded by Member Harmstead and unanimously car-
ried, that the Revised Final Map of Hobart Knolls be approved with Lot A at the end of
Hilltop Drive deeded in fee to the City of Chula Vista, and subject to final check by
the Engineering Department.
TENTATIVE MAP - South Bay Subdivision No. 2 - Henry Algert.
It was moved by Member Harmstead, seconded by Member Trook and unanimously car-
ried, that the Tentative Map of South Bay Subdivision No. 2 be approved, subject to
check by the Engineering Department.
FINAL MAP - South Bay Subdivision #2 - .Henry Algert:
It was moved by Member Harmstead, seconded by Member Trook and unanimously car-
ried, that the Final Map of South Bay Subdivision No. 2 be approved, subject to final
check by the Engineering Department.
TENTATIVE MAP -- Chula Vista Hills - Henry Algert.
It was moved by Member Harmstead, seconded by Member Young and unanimously car-
ried, that the Tentative Map of Chula Vista Hills be approved with a Lot A at the end
of Vance Street deeded in fee to the City of Chula Vista, and subject to check by the
Engineering Department,
TENTATIVE MAP - Country Club Hills No. 2 (to be annexed) - Harold Foster.
It was moved by Member Farris., seconded by Member Harmstead and unanimously car-
ried, that the Tentative Map of Country Club Hills No. 2 be approved, subject to
check by the Engineering Department, and that the Planning Commission recommends
that Country Club Hills No. 2 be approved for annexation.
FINAL-MAP 4 Marmil Heights - Mr. Spencer.
It was moved by Member Farris, seconded by Member Harmstead and unanimously car-
ried, that the Tentative Map of Marmil Heights be approved with Lots A deeded in fee
at the end of Bella Vista Drive, Leanna Street and Naples Street' and subject to
check by the Engineering Department.
LETTER - Mr. Sidney Derene.
Chairman Stewart read a letter from Mr. Derene of the National Neon Co. re-
questing permission to lease land owned by the City of Chula Vista adjacent to Mont-
gomery Freeway for the purpose of installing a billboard,, The Chairman instructed
the Secretary to review the billboard ordinance and contact City Attorney Campbell for

his opinion, and report her findings at the meeting .of October 18, 1954,

ried, that the meeting adjourn until 7:30 P.M. Monday, October 189 1951 .
