SPECIAL MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday, April 12, 2018 Scripps Mercy Hospital Chula Vista Well-Being Center 3:30 p.m. 237 Church Avenue Chula Vista 91910 CALL TO ORDER ROLL CALL: Commissioners de Murguia, Jimenez, Martinez, Melgoza, Milburn, Partida-Lopez, Velo, Vice Chair Quiroz and Chair Cruz CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these it and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM March 14, 2018 Staff recommendation: Review Attachment 1 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. TOUR AND DISCUSSION OF SCRIPPS WELL BEING CENTER Scripps staff will provide a tour of the facility and discuss community investment. RECOMMENDED ACTION: Commission hear the presentation. 3. PARKS AND RECREATION MASTER PLAN LETTER OF SUPPORT th Tabled from the March 14meeting.Staff will present a draft letter of support to the Commission for consideration. RECOMMENDED ACTION: Review Attachment 2 and Commission provide recommendation on submitting the letter of support to the Parks and Recreation Commission. 4. SB1151 NEIGHBORHOOD ELECTRIC VEHICLES IN SAN DIEGO COUNTY LETTER OF SUPPORT Staff will present a draft letter of support to the Commission for consideration. RECOMMENDED ACTION: Review Attachment 3 and Commission provide recommendation on submitting the letter of support to the State Senate. OTHER BUSINESS 5. STAFF COMMENTS a. Policy Updates 6. a. A Special Joint Meeting of the Commission on Aging and Healthy Chula Vista Advisory Commission of the City of Chula Vista was called to order at 3:35 p.m. (CoA) and 3:46 p.m. (HCVAC) at , located at 2765 Main Street, Suite A, Chula Vista, CA 91911 ROLL CALL COA PRESENT: Commissioners Allan, Carroll, Erdmann, Escalera (arrived at 3:48pm), Johnson (arrived at 3:37pm), Chair Mallen ABSENT: Commissioner Nash ROLL CALL HCVAC PRESENT: Commissioners de Murguia, Jimenez, Milburn, Partida-Lopez, Vice Chair Quiroz and Chair Cruz (arrived at 3:45) ABSENT: Commissioners Martinez, Melgoza, Quiroz and Velo ALSO PRESENT: Tiffany Kellbech, Administrative Secretary Sandra Chavez, Recreation Supervisor III Timothy Farmer, Parks and Recreation Administrator Stacey Kurz, Senior Project Coordinator CONSENT CALENDAR 1. COA APPROVAL OF MINUTES FROM January 10, 2018 Motion by Commissioner Carroll to approve the minutes Seconded by Commissioner Erdmann Motion passed 4-0 2. HCVAC APPROVAL OF MINUTES FROM February 8, 2018 Motion by Commissioner Milburn to approve the minutes Seconded by Commissioner Partida-Lopez Motion passed 5-0 PUBLIC COMMENTS Dan Harrison requested the Commissions observe 17 seconds of silence in honor of the month anniversary of the Parkland, FL shooting. ACTION ITEMS 3. GLENNER CENTER - TOWN SQUARE TOUR AND UPDATE Scott Tarde, CEO of Glenner Center provided an overview and tour of the new Town Square facility. Motion by Commissioner Allen to accept the tour and presentation Seconded by Commissioner Erdmann Motion passed 12-0 4. AGE FRIENDLY COMMUNITIES ACTION PLAN TASK FORCE STRATEGY DEVELOPMENT Staff Kurz provided an update on the Age-Friendly efforts and directed commissioners to look at Attachment 3 which provides a summary of the community meetings and a new table that provides a draft set of Goals and Objectives for the Age-Friendly Action Plan. She solicited input from the commissioners on partners and resources available for the objectives. Motion by Commissioner Mallen to accept the presentation and continue discussion to the next meeting Seconded by Commissioner Escalera Motion passed 12-0 5. PARKS AND RECREATION MASTER PLAN LETTER OF SUPPORT (HCVAC) Staff requested this item be tabled due to time. Motion by Commissioner Milburn to table the item Seconded by Commissioner Partida-Lopez Motion passed 5-0 OTHER BUSINESS 6. STAFF COMMENTS Sandy Chavez provided an update on activities taking place at Norman Park Senior Center. 7. None. 8. None.
