HomeMy WebLinkAbout1962-01-15 PC MINS Planning Director Fretz stated that there are light standards within the setback on the service stations on the other two corners of this intersection. Member Adams stated that most of the service stations along Third Avenue, have lights 2 feet from the sidewalk. He --suggested the possibility of ruling that a light standard is not a structure so that it would not come under the ordinance provisions prohibiting structures in the setback area. Member Adams stated that he feels there are no exceptional circumstances about the property so that the application would have to be denied; but that if his suggestion is acceptable, it would be a way to handle the situation and grant this property the same privileges"as the other service stations. RESOLUTION NO.228 - Determining that a Light Standard Without !Signs is Not a Structure Insofar as Relating to Structures Within Setbacks Offered by Member Stevenson, passed, adopted and approved by the following vote, to-wit: AYES: Members: Stevenson, Comstock, Weakland, Stewart, Adams and Guyer NOES: none ABSENT: Member Willhite The applicant withdrew the application in view of the policy determination adopted. COMMUNICATIONS Appeal from Planning Commission Denial of C-2-P Zoiiiing - Frank Ferreira - Property Bounded by Moss , Naples & Alpine The report was read of Planning Commission action in denying a zone change and reduction in setbacks to Mr. Ferreira for property bounded by Moss , Naples and Alpine. It was moved by Member Adams, seconded by Member Guyer and unanimously carried that F--the report be approved and forwarded to the Council with the applicant 's appeal . Request for Extension of Time on Variance - Mrs. Marvel Allen - 478 Second Avenue A letter was read from Mrs. Allen requesting that the time on a variance for a child care center at 478 Second Avenue be extended for another 4 years. Mrs. Allen stated that the center has been operated for 17 years and questioned the necessity of a variance. Member Stevenson:.asked whether the variance could be extended for 4 years , or until the sale of the property, whichever occurs first. Member Adams stated he feels the variance should be extended for only 2 years so that it can be reviewed by the Planning Commission. Chair- man Stewart agreed that two years extension would allow review by the city in the event the use becomes objectionable or is not maintained to its present level . He suggested that , if' Mrs. Allen believes this is a non-conforming use, that she have an attorney check into the problem. Planning Director Fretz stated that he would go over the matter with Mrs. Allen. l It was moved by Member Stevenson, seconded by Member Comstock and unanimously carried that Mrs. Allen be granted a two-year extension on the variance for a child care center at 478 Second Avenue, or an extension until sale of the property, whichever occurs first. Request for Extension of Time on Variance - A. B. Ellington - 111 ''K" Street - Setback A letter was read from Mr. A. B. Ellington requesting a six-month extension of t.i:me on the variance for reduction of front yard setback from 30 to 20 feet to allow construction of a dwelling at 111 "K" Street. I It was moved by Member Adams , seconded by Member Weakland and unanimously carried that the request be granted and the variance now expire on August 7, 1962. 2 - Civic Center Study (cont.) Planning Director Fretz reported that the County is moving ahead with their plans and have square footage figures for projected needs. He stated that the staff would like to proceed with a study. on civic center needs, using a ratio:: of 1 to 1 to 2 on building, landscaping and parking. It was moved by Member Comstock,: seconded by Member Guyer and unanimously carried that the Planning Commission recommend to the City Council a 1 to 1 to 2 ratio for building, landscaping and parking in the civic center. League of California Cities ' Meeting Planning Director Fretz stated that a League dinner meeting will be held on January 19, 1962, in E1 Cajon and asked any members interested to contact the planning staff. ADJOURNMENT It was moved by Member Weakland, seconded by Member Guyer and unanimously carried that the meeting adjourn sine die.
