REGULAR MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday, February 8, 2018 Conference Room B111/112 3:30 p.m. 276 Fourth Avenue, Building C Chula Vista 91910 CALL TO ORDER ROLL CALL: Commissioners de Murguia, Jimenez, Martinez, Melgoza, Milburn, Partida-Lopez, Velo, Vice Chair Quiroz and Chair Cruz CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM January 11, 2018 Staff recommendation: Review Attachment 1 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and the meeting. 2. PARKS AND RECREATION MASTER PLAN Mark Caro, Landscape Architect with the City of Chula Vista, will provide highlights of the Master Plan Update and answer any questions of the Commission. RECOMMENDED ACTION: Commission hear the presentation and provide a recommendation on a letter of support. TH 3. COMMISSIONER REPORTS FROM JANUARY 25 EVENTS -Friendly Community Expert Chat and The Opioid Epidemic: Solutions for San Diego. RECOMMENDED ACTION: Commission hear the presentation. 4. AGE FRIENDLY COMMUNITIES ACTION PLAN DEVELOPMENT Healthy CV Staff will provide a status update on the Age Friendly work and development of the th Action Plan since the January 25 Expert Chat. Staff will solicit additional input from the group. RECOMMENDED ACTION: Commission hear the presentation and provide feedback to staff. OTHER BUSINESS 5. STAFF COMMENTS 6. 7. ADJOURNMENT to a special joint meeting with the Commission on Aging on March 14, 2018 at 3:30pm, at Glenner Center Town Square. TOUR AND OVERVIEW OF CHULA VISTA MEDICAL PLAZA Prior to the Meeting being called to order a tour was provided by Scripps and San Ysidro Health staff. A Special Meeting of the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called to order at 4:28 p.m. in the Room One at Chula Vista Medical Plaza, located at 678 3rd Avenue, Chula Vista, CA 91910 ROLL CALL PRESENT: Commissioners Jimenez, Martinez, Melgoza, Milburn, and Chair Cruz ABSENT: Commissioners de Murguia, Partida-Lopez, Velo and Vice Chair Quiroz ALSO PRESENT: Stacey Kurz, Senior Project Coordinator CONSENT CALENDAR 1&2. APPROVAL OF MINUTES FROM November 9 and December 13, 2017 Motion by Commissioner Melgoza to approve the minutes Seconded by Commissioner Milburn Motion passed 5-0 PUBLIC COMMENTS Sheila Mazdyasni, Associate Director for Community Health Strategies with the American th Diabetes Association in Del Mar and would expand this year to a bike, run and walk event. ACTION ITEMS 4. AGE-FRIENDLY COMMUNITIES ACTION PLAN DEVELOPMENT Staff Kurz provided a presentation on the status of the Age-Friendly Action Plan process and requested the commission consider being part of the task force. Motion by Commissioner Milburn to accept joining an Age-Friendly Task Force with the Commission on Aging to oversee plan development and implementation Seconded by Commissioner Martinez Motion passed 5-0 OTHER BUSINESS 5. STAFF COMMENTS Staff Kurz provided updates on the Community Garden Policy and Smoking Ordinance Council approval and indicated the violation for the smoking regulations is an infraction fined at $100. Staff Kurz also provided an update to the Commission on the proposed cannabis ordinance presented to Council and anticipated using of funds collected for any taxing of. 6. th Chair Cruz reminded the Commission that we have two events on January 25 that are both items of interest to the Commission and asked for Commissioners to consider attending one of them. She further notified the group that Sharp has picked a date for the next Behavioral Health Fair th at Chula Vista High School for May 19. 7. None.
