CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Board/Commission Member, a member of the public,or staff requests that an item be

immediately following the Consent Calendar.

Staff recommendation: Review Attachment 1 and approve minutes.

3.TOUR AND DISCUSSION OF CHULA VISTA MEDICAL PLAZA
Scripps and San Ysidro Health staff will provide a tour of the facility, highlighting
projects funded through the REACH project.
RECOMMENDED ACTION: Commission hear the presentation.
4. AGE FRIENDLY COMMUNITIES ACTION PLAN DEVELOPMENT
Healthy CV Staff will provide a status update on the Age Friendly work and development of the
Action Plan, including the commissions potential role as members of a task force to oversee plan
development and implementation.
RECOMMENDED ACTION: Commission hear the presentation and provide feedback to staff.

2. TOUR AND OVERVIEW OF TOWN SQUARE
Prior to the Meeting being called to order a tour was provided by Glenner Center staff.
A Meeting of the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called
to order at 4:21 p.m. in the Conference Room of Glenner Center Town Square, located at 2765
Main Street, Chula Vista, CA
ROLL CALL
PRESENT: Commissioners de Murguia, Jimenez, Martinez, Melgoza, Milburn,
Partida-Lopez and Vice Chair Quiroz
ABSENT: Chair Cruz (E) and Commissioner Velo (U)
ALSO PRESENT: Stacey Kurz, Senior Project Coordinator
Cory Downs, Conservation Specialist

Motion by Commissioner Milburn to approve the minutes

3. PARKS & RECREATION MASTER PLAN UPDATE PROCESS
Mark Caro provided an overview of the public outreach process that will begin in January 2018
for the Parks and Recreation Master Plan Update.
4. CLIMATE ACTION PLAN PRESENTATION
Cory Downs provided an overview of the approved Climate Action Plan.

Staff Kurz provided an update to the following projects:

d. Sharp & Chamber of Commerce mixer at 5:30 11/9.

Commissioner Martinez informed the group of an event Cigna was holding Saturday,

November 11.
Commissioner Melgoza informed the group that Scripps had announced investments in
facilities throughout the region, but was concerned that more investment was not being made
in the Chula Vista facility. The commission concurred that a future meeting at Scripps with
management present would be desired by the group.

was called to order at 3:24 p.m. in the Executive Conference Room 103, 276 Fourth Avenue, Chula

1. COMMUNITY GARDEN POLICY AMENDMENTS
Motion by Commissioner Melgoza to recommend Council amend the policy per Resolution
2017-01
Seconded by Commissioner Milburn
Motion passed 5-0
2. SMOKING ORDINANCE AMENDMENTS
Smoking to include vaping devices and made some other minor administrative updates.
Motion by Chair Quiroz to recommend Council amend the ordinance per Resolution 2017-02
Seconded by Commissioner Melgoza
Motion passed 5-0

Commissioner Jimenez indicated he would be interested in hearing about opiate use in teens
on a future agenda.
Commissioner Melgoza and others indicated that they would like to hear about the marijuana
ordinance being proposed to Council. Specifically, how legalization and city action could
impact public health and how any monies collected would be utilized by the city.
