HomeMy WebLinkAbout1960-10-17 PC MINS MINUTES OF AN ADJOURNED REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA, CALIFORNIA October 17, 1960 An adjourned regular meeting of the Planning Commission of the City of Chula Vista was held at 7:00 P.M. on the above date in the Council Chamber at Civic Center with the following members present: Stevenson, Comstock, Weakland, Harmstead and Adams. Absent: Chairman Stewart and Member Guyer. Also present: Director of Planning Fretz. STATEMENT: The Secretary of the Planning Commission hereby states that she did least within 24 hours of the adjournment, as provided by law, the order of the Planning Commission for the adjourned meeting of October 17, 1960. In the absence of Chairman Stewart, Vice-Chairman Stevenson presided at the meeting. APPROVAL OF MINUTES It was moved by Member Harmstead, seconded by Member Weakland and unanimously carried that the minutes of the meeting of October 3 , 1960, be approved, copies having been mailed to each member. REZONING Request for Rezoning - West Side Third Avenue Between "J" and ':'K" Streets - R-1 and C-1 to C-1-P It was moved by Member Harmstead, seconded by Member Stevenson and unanimously carried that the application be set for public hearing on November 7, 1960. CONDITIONAL USE PERMITS PUBLIC HEARING - TraileRancho Corporation - Approval of Trailer Park in C-2 Zone - North Side of "C" Street, East of Highland Avenue The application was read requesting permission to construct and operate a 168 unit trailer park on the north side of "C" Street, east of Highland Avenue. Planning Director Fretz submitted a plot plan of the property showing provision for a half-street along the eastern boundary as an extension of Third Avenue and showing provision for a half-street along the northern boundary for future access to Highland Avenue. Planning Director Fretz explained that plans for development of the general area do not include either of. these streets and suggested that they be eliminated and a half-street be provided along the western boundary as an extension of Glover Street south from the Sweetwater Valley Industrial Park; that this would not interfere with the proposed design of the trailer_ park. He reviewed flood conditions in the valley, stating that the Planning Commission had gone on record against use of the property for residential purposes in view of the possibility of flooding. Mr. Fretz stated that the Commission had felt that there would be great damage to dwelling units if the area were flooded and that in many cases the owner would have been unaware of the possibility; however, in the case of a trailer park there would be sufficient warning of a flood to move the Further, that approval be granted subject to the following conditions: 1 . That proposed reservations for a street along the north boundary and along the east boundary of the property be eliminated. 2. That the easterly one-half of N. Glover Avenue be dedicated and improved along the western boundary of this property. 3. That the north 15 feet of the property be planted as screening between the trailer park and the Sweetwater Valley Industrial Park. (Planting to be approved by the Planning Department.) 4. That two emergency exits be provided. 5. That the north one-half of "C" Street, adjacent to the property, be dedicated and improved. The motion carried by the following vote, to-wit: AYES: Members Harmstead, Adams , Stevenson and Weakland NOES: Member Comstock ABSENT: Members Stewart and Guyer Amend ments to R-1 Zone and Agricultural Zone - Study Planning Director Fretz reviewed the proposed amendments to the Zoning Ordinance outlining their purpose. He stated that major amendments to' the R-1 zone are as follows: 1 . Addition of two conditional use permit uses - public, quasi-public buildings and uses of a recreational , educational and religious type and temporary tract offices and signs. 2. Requirement of provision of two off-street parking spaces in the R-1 zone, one of which must be in a garage or carport. 3. Addition of a Supplemental B-15 Zone. Mr. Fretz stated that the agricultural zone is being considered to encourage orderly growth and development of the city, especially large farming areas to the east con- sidering annexation. The Commission discussed the addition of an agriculture zone and its application in areas relatively free from development adjacent to fully developed residential areas. They also discussed the suggested amendments to R-1 zone and noted that public hearings would be necessary for location of public and quasi -public buildings in the future and also that some measure of control could be had over this type of use. It was moved by Member Harmstead, seconded by Member Comstock and unanimously carried that the matter be set for public hearing on November 7, 1960. VARIANCES Appeal from Planning Commission Denial - Ralph's Superette, Inc. - 303 Hilltop Circle A report was read of the Planning Commission findings on denial of a variance for - 3 - trailers, avoiding hazard to live and property and that, in any event, the park owner, aware of the possibility of flooding, would be responsible for loss. This being the time and place as advertised, Vice-Chairman Stevenson;opened the hearing. Gene Hutchins , representative of TraileRancho, stated they had not been aware of the possibility of flooding in the area and they will make a thorough investigation of the possibility before ;, investing money. He stated that they are in agreement with the street plans suggested by the Planning Director and that a fence will be con- structed around the park. The Commission discussed the need for two exits from the trailer park and the advantages to having only one entrance. Member Adams questioned whether a residential use of this land was proper in ; view of the industrially-zoned property immediately to the'north. and the possibility of flooding. Planning Director Fretz stated that the ordinance prohibiting trailer parks in commercial zones will be effective October 21 , but until that time they are a permitted C-2 use. He stated that the new ordinance will not allow trailer parks in any zone except R-3, with a conditional use permit. Mr. Fretz stated that the City Attorney had agreed that if the Commission approves the application and it could be forwarded to the City Council on October 18; and if approved by the City Council , they may, by resolution, grant it. If an appeal is filed within ten days from Planning Commission approval , according to ordinance a public hearing would have to be called before the City' Council to determine whether the use will be allowed. Mr. Hutchins stated that their company is aware of the industrial zoning to the north and they do not object. He stated that the trailer park will not be objectionable to adjacent residential land use because it will be maintained in an attractive manner. There being no further comment, the hearing was closed. The Commission discussed the compatibility of the proposed use with adjacent ind- ustrial , commercial and residential uses. Planning Director Fretz stated that to the east topography acts as a natural buffer between the floor of the valley and the residential area along Del Mar. He pointed out that all of the trailer spaces turn their back on the adjacent commercial and industrial lands in that they face interior streets in the trailer park. Mr. Fretz indicated that in his opinion the most incompatible relationship of land uses would be to the south, across "C" Street, an area that is zoned for single family residences and is essentially at the same level as the trailer park would be. He did indicate that the presence of a deep drainage way makes development difficult. It was moved by Member Harmstead and seconded by Member Weakland that the Planning Commission recommend to the City Council that the application for conditional use permit to allow construction and operation of a 168 space trailer park be approved for property on the north side of "C" Street, east of Highland Avenue; that the Planning Commission finds: 1 . There will be no damage or nuisance to persons or property arising from noise, smoke, odor, dust, vibration, contamination, explosion or fire, because the characteristics of the proposed use do not involve these dangers or hazards. The proposed use will not create traffic congestion or parking problems , each trailer space being provided with two off-street parking spaces. 2. The trailer park will act as a buffer between the M-1 to the north, C-2 to the west, and potential R-1 development south across "C" Street. 2 - commercial development of the property occupied by Ralph's Superette at 303 Hilltop Circle, a non-conforming use. It was moved by Member Adams , seconded by Member Harmstead and unanimously carried that the findings be approved and forwarded to the City Council . SETBACKS Establishing Five Foot Building Lines in Commercial Zones Planning Director Fretz explained that the Commission had previously held a public hearing and recommended to the City Council that building lines in commercial zones where they are now 25 feet or greater be changed to 5 feet in order to make setback requirements uniform within the commercial zones. He stated that there are still several commercial areas where the setbacks are 10, 15 and 20 feet and need to be changed. It was moved by Member Harmstead, seconded by Member Adams and unanimously carried that a public hearing be called for November 21 , 1960, to consider establishing 5 foot building lines in commercial areas where they are now 10, 15 or 20 feet. Sweetwater Valley Industrial Park - Final Map Planning Director Fretz explained that the owners of the Sweetwater Valley Industrial Park Subdivision have requested approval of the relocation of a drainage easement from between Lots 14 and 15 to the western line of Lot 13 , and submitted a map showing the change. He stated that the City Attorney had ruled that the revision ;must be approved by the Planning Commission. It was moved by Member Comstock, seconded by Member Harmstead and unanimously carried that the final map of Sweetwater Valley Industrial Park be approved and recommended to City Council , with the relocation of a drainage easement from between Lots 14 and 15 to the western boundary of Lot 13. Location of International Airport Member Adams stated that now that talk has been revived of the use of Brown Field for an International Airport, a study should be made of the possible effects on Chula Vista as a quiet residential community. He asked whether information had been ob- tained as to the possible flight patterns and stated that if use of Brown Field would have an adverse effect on Chula Vista, the City should fight to keep it out. Planning Director Fretz stated that the City Council has adopted a resolution approving Brown Field as an international airport. He stated that he will pursue the matter to learn all he can about flight pattern, etc. , and submit it to the Planning Commission.
