CITY COUNCIL AND PLANNING C0181ISSION
OF THE CITY-OF CHULA VISTA, CALIFORNIA
January 22, 1959
Those present were as follows;-
Councilmen: Menzel' Smith and DeGraaf
Planning Commissioners Stewart, Culnan, Adams, Sparling, Stevenson, Calkins
and Harmstead
Also Present: City Attofney Kugler, City Administrator Fulwiler, Planning
Director Fretz, Publisher W. Ray Coyle
Mayor Menzel called the meeting t o order at 7:40 P.M. He explained that the pur-
pose of the meeting was to give the Council and the Planning Commission an oppor-
tunity to discuss various matters of concern to a growing city like Chula Vista.
He called the attention to two matters specifically, the proposed prezoning ordinance
and the site plan provision for new commercial zoning.
Site Plan Control
Councilman Smith -.said he would like to have discussion on the site plan matter first.
Commission Chairman Stewart explained why he feels we need this control. Councilman
Smith said he "thought that the proposal should only apply to reclassification, not to
existing zones.
Planning Director Fretz explained that the two methods generally employed to exercise
control over development of large multi-faf.ly, commercial and industrial areas are the
site plan method and the subdivision method.. He explained each method and pointed out
the disadvantages and advantages to each.
Councilman Smith said he thought we should spell- out the Itground rulesir clearly just
as we do now on a residential subdivision.
Councilman DeGraaf said he thought the subdivision method would give the developer
the "'ground rules'll right from the beginning.
Mr. Fretz explained that in order to have control over off-street parking, another
zone classification would have to be established vh ich would be attached to any ex-
isting classification. Councilman Smith said he thought this sounded like a good idea.
Prezoning
Commissioner Sparling explained the prezoning ordinance which has been recommended by
the Commission. He said the Commission feels that the proposal would give property
owners, in areas under study for possible annexation, the assurance that the city is
willing to study their requests for zoning:
Setbacks in R-3 Zones
Commission Chairman Stewart said he feels that our setback requirements on expensive

R-3 property which is adjacent to commercial are too restrictive. He suggested that
if the setback were reduced perhaps we would get less opposition to requiring more
off-street parking.
Belt-line Freeway - Sweetwater Valley _
Mr. Stewart said h.e felt the freeway connection with Highway 101- should be south of the
Sweetwater River. He explained that this would allow-industrial traffic to use the
. interchange without the city building bridges across the Sweetwater River.
Councilman DeGraaf explained why he feels that the. beltline freeway should go along
the northern side of the valley.- He pointed out that in his estimation, due to the
difficulty in providing services to property owners on the north of the freeway.,
this property would be lost to Chula Vista.
Mayor Menzel said he believes that we need to'do a study on this so that we can come
to some conculsions prior to the time the County and State ask us to approve their,
location.
Commissioner Spa rling agreed, saying that we would be in a much better position if
we could get out ideas to the proper authorities ahead of time.
Rewriting of Zoning Ordinance
Mayor Fenzel explained the Council's action on the rewriting of the zoning ordinance.
Chairman Stewart asked whether any consideration had been given to hiring additional
help in the planning department. City Administrator Fulwiler said that this has been
discussed and requests-will be made at the-next budget hearing. Councilman Smith
said that if further study shows that additionalhelp is needed before the next fiscal
year a request should be made to the Council.
Park Area
Commissioner Sparling said that he has heard a lot of criticism of the city for not
providing recreation area. He said he thought the criticism is justified in ..light
of our great growth to the east.
City Administrator Fulwiler explained that a study is underway,
