OF THE PLANNING COMSSION OF THE
CITY OF CHULA VISTA, CALIFORNIA
July 20, 1959
An adjourned regular meeting of the Planning Commission of the City of Chula Vista
was held on the above date. in the Council Chamber at Civic Center at 7:30 P.M., with
the following members present: Stevenson, Sparling, Weakland, Stewart, Harmstead,
Adams and Guyer. Absent: none. Also present: Director of Planning Fretz, City
Attorney Is-ugler and Associate Engineer Manners,
APPROVAL OF MINUTES:
It was moved by Member Harmstead, seconded by Member Adams and unanimously carried
that the minutes of the meeting of July 6, 1959, be approved, copies having been
mailed to each member.
REZONING
PUBLIC HEARING - 200 Block 14hitney Street - Olen Williams - R-1 to R--3
The application was read requesting that a portion of the north and south sides of
Whitney Street, east of Third Avenue, be rezoned from R-1 to R-3 for the reason that
it abuts commercial and R-3 property. Planning Director Fretz presented a map showing
the existing zoning of adjacent properties and the area proposed for rezoning.
This being the time and place as advertised, Chairman Stewart opened the hearing.
Mr. Stewart asked the purpose of the rezoning, noting that the existing R-1 development
appears"to be of high standards. Comments were heard from Mrs. Olen Williams, 276
Whitney; Mr. 1,1. L. Stevens, 285 Whitney and Mr. Engler, 281 Whitney, favoring the
rezoning and stating that they intend to develop the rear of their properties and that
existing deed restrictions will control development.
It was moved by Member Adams, seconded by Member Weakland and unanimously carried
that ,the hearing be continued to August 10th so that the property owners could determine
whether they actually have adequate -area to develop the rear of their properties. The
Commission asked that, a copy of the deed restrictions be obtained if possible.
Request for Rezoning - "H" Street, West of Broadway - R-3 to C-2
The application was read requesting rezoning from R-3 to C-2 of a portion. of both
sides of "H11 Street from the commercial frontage on Broadway, west.
It was moved, by Member Sparling, seconded by Member Harmstead and unanimously carried
that a public hearing be set for August 10th to consider rezoning this portion of 11H"
Street to C-2 from R-3.
Proposed Prezoning of "Ltt Street Annexation
Director of Planning Fretz presented a map of the 11Y Street Annexation showing
zoning requested by property owners.
It was moved by Member Stevenson, seconded by Member Harmstead and unanimously
carried that a public hearing be set for August 10th to consider C-2 and 11-1
zoning for the °L!' Street Annexation.
Proposed Rezoning of Vista Square
Planning Director Fretz stated that the City Council is contemplating sale of the
Vista Square for commercial purposes and that because the area is zoned R-2, a change
of zone is necessary.
It was moved by Member Harmstead, seconded by Member Sparling and unanimously carried
that a public hearing be set for August 10th to consider rezoning the Vista Square
area from R-2 to C-2.
VARIANCES
PUBLIC HEARING - Russell Haas - Approximately 731 Broadway
The application was read requesting extension of the C-2 zone to cover the rear
portion of the lot which is zoned C-2. Planning Director Fretz presented a map
showing the depth of the existing C-2 zone ori the east side of the 700 Block of
Broadway which is 125 feet. The depth of Mr. Haas' and the adjacent properties
is 170 feet. Mr. Fretz stated that he feels the proper action would be rezoning
of all the land-locked R-1, rather than a variance.
This being the time and place as advertised, Chairman Stewart opened the hearing.
There being no comment, the hearing was closed.
It was moved by Member Sparling, seconded by Member Adams and unanimously carried
that the variance be denied.
It was moved by Member Sparling, seconded by Member Adams and unanimously carried
that the Planning Commission initiate proceedings necessary for public hearing on
August 10th to consider rezoning to C-2 the land-locked R-1 area at the rear of the
properties fronting on the eastside of Broadway in the 700 block.
SUBDIVISIONS
Dalseth Hills ##4 - Revised Tentative Map
Director of Planning Fretz presented the revised tentative map of Dalseth Hills #4
and explained that the subdivider had shown provision for the freeway along the
eastern boundary of the subdivision as requested by the Cormaission. He stated that
the State Division of' Highways has indicated that they will approve this location
for the freeway. Mir. Fretz explained that the street shown along the west side of
the freeway will serve as a frontage road for those houses facing east if this freeway
location is approved. If this right-of—day is not improved, the area being reserved
can be developed. He stated that the subdivider will be required to request re-
zoning for the area on the map shown as proposed for R•-3 development.
It was moved by Member Sparling, seconded by Member Harmstead and unanimously
carried that the tentative map of Dalseth Hills #4 be approved and recommended to
the City Council subject to the following:

1. That lot No. 25 be eliminated and a street extended to the boundary of
the subdivision to provide future access for the undeveloped acreage
north of Millan.
2. Grade of cut slopes to be 12 to 1 and fill slopes to be 2 to 1. All
slopes to be planted to control erosion.
3. That lots 134 through 166 shall not be included in any final map, for
a reasonable time., pending freeway plans.
4. Necessary drainage easements to be provided.
Halecrest Unit No. 1 - Final Map
The final map of Halecrest Unit #1 was presented to the Commission and Planning
Director Fretz reviewed the conditions of the tentative map.
It. was moved by Member Stevenson, seconded by Member Harmstead and unanimously
carried- that- the final map of Halecrest Unit ##1 be approved and recommended to the
City Council., the subdivider having met the requirements of the tentative map.
Judson Estates Unit ##2 - Final Map
Planning Director Fretz presented the final map of Judson Estates ##2 and reviewed -
the conditions of the tentative map.
It was moved by Member Stevenson, seconded by Member Harmstead and unanimously
carried that-the final map of Judson Estates ##2 be approved and recommended to the
City Council, the subdivider. having met the requirements of- the tentative map.
Mylo Ocean View Estates No. 2 _ Final Map .
The final map of Mylo- Ocean View Estates #2 -was submitted to the Planning Commission
and Mr. 'Frretz_reviewed the tentative map requirements. It was moved by Member
Stevenson., seconded by Member Harmstead and unanimously carried that the final map
of Mylo Ocean Estates ##2 be approved and recommended to the City Council, the sub-
divider having met the requirements of the tentative map.
Robinhood ##4 Final Map
The final map of Robinhood ##4 was presented to the Commission and Planning Director
Fretz reviewed the conditions of the tentative map.
It was moved by Member Stevenson, seconded by Member Harmstead and unanimously
carried that the final map of Robinhood ##4 be approved and recommended to the City
Council, the subdivider having met the requirements of the tentative map®
MISCELLANEOUS
Alignment of East "HP Street
Mr. C. Ce Alley, representing Dr. Giddings., owner of property north of "H" Street
extended, east of Hilltop, stated that the plans for subdivision of the area are
being prepared and the subdivider would like clarification of the status of "H'' Street.

He stated that if "H" Street must go through, the entire right-of-way would have
to come off Dr. Giddingst property and some of the lots in Pardee-Phillips on the
south side of "H" would then be through lots.
It was moved by Member Sparling,9 seconded by Member Harmstead and unanimously
carried that the matter be referred to the Planning and Engineering Departments
for consideration and report with respect to the alignment of 11H11 Street in view,
of the proposed freeway and interchanges.
Definition of Home Occupations
Planning Director Fretz read a proposed definition of "home occupations" and
explained its application when included in a zoning ordinance. He stated that
most zoning ordinances do include a provision for home occupations and that it
might prove desirable in Chula Vista.
It was moved by Member Sparling, seconded by Member Harmstead and carried that the
matter of including "home occupations" as a permitted R-1 use and defining the term
be set for hearing before the Commission on August 24) 1959, Member Weakland voted
ttnotr.
Standards for Slope Control
Planning Director Fretz stated that in the past the Commission has approved sub-
division maps with the provision that .FHA requirements for planting and grade of
slopes be met. He submitted a list of the requirements and explained that for
administration purposes, it is desirable that the requirements be in written form.
Member Sparling stated that a copy of grading plans should be submitted to the
Engineering Department at the time of submission of a subdivision map. Chairman
Stewart stated that consideration should be given to a minimum requirement for
usable lot area and asked that the staff study the matter, using as a basis the
normal 7,000 square foot lot.
RESOLUTION NO. 127 - Establishing Grade and Requiring Planting of 'Slopes in
Subdivisions
Offered by Member Sparling, passed, adopted and approved by the following vote,
to Veit:
AYES: Members Sparling, Weakland, Stewart, Harmstead, Adams, Guyer and Stevenson.
NOES: none
ABSENT: none
Approval of Plans for Mayfair Market at Hilltop and Naples
A plot plan of the proposed Mayfair Market to be located at Hill-top and Naples was
presented for Planning Commission approval and Planning Director Fretz explained
that the market is being built in a location previously approved by a zone variance
for a shopping center. He stated that the variance was granted with the stipulation
that all buildings be approved by the Planning Commission before construction. The
conditions imposed on the granting of the original variance were read*
It was moved byMember Adams, seconded by Member Harmstead and unanimously carried
that the plans for the Mayfair Market to be located in the shopping center at Hilltop ;
and Naples be approved subject to the conditions of the original variance*

Classification of Self-Service Laundry
Director of Planning Fretz stated that the question of whether or not a self-service
laundry could be located in a C-1 or C-2 zone had been raised several times and that
the ordinance does not include it in any zone. He stated that the present classi-
fication of a laundry as an M�l use included commercial laundries that might have
undesirable characteristics and would not be suitable for a commercial area. The
Commission agreed that characteristics of a self-sertice laundry today appear to be
no more objectionable than other commercial uses and that a self-service laundry in
a commercial zone should be restricted to the following:
1. Self-service and coin operated machines.
2. Maximum capacity. of washing units 15 pounds and comparable drying equipment.
RESOLUTION NO. 128 - Establishing Self-Service Laundries as a C-1 Use.
Offered by Member Harmstead, passed, adopted and approved by the following vote,
to wit:
AYES: Members Harmstead, Adams, Guyer, Stevenson, Sparling, Weakland and Stewart
NOES: none
ABSENT: none
August and September Meeting Dates
Mr.. Fretz stated that he would be attending a planning convention on the date of
the first meeting in August and that, in September, the date of the first meeting
will conflict with a holiday.
It was moved by Member Stevenson, seconded by Member Sparling and unanimously
carried that the Planning Commission meet on the second and fourth Mondays in
August and September, rather than the first and third Mondays.
COMMUNICATIONS
A letter was read from the Junior Chamber of Commerce relative. to locating the
fair grounds -for the annual Fiesta De La Luna on property south of "G" and east
of Montgomery Freeway.
It Was moved by Member Sparling, seconded by Member Harmstead and unanimously
carried that -a letter be written to the committee stating that the use is C-2 and
the land in question is zoned R-3. Further that it be suggested that vacant C-2
property on the south side of "E" Street, near Woodlawn, be checked for availability.

that the meeting adjourn, sine die.
