MINUTES OF *REGULAR MEETING
OF THE PLANNING COMMISSION OF THE
CITY OF CHULA VISTA, CALIFORNIA

An/regular meeting of the Planning Commission of the City of Chula Vista was held at
7:00 P.M. on the above date in the Council Chamber at Civic Center with the follow-
ing members present: Stevenson, Stewart,. Weakland, Willhite, Adams and Guyer.
Absent: Member Comstock. Also present: Director of Planning Fretz, Assistant Planner
Warren, City Attorney Duberg and Principal Engineer Harshman.
APPROVAL OF MINUTES
It was moved by Member Guyer, seconded by Member Adams and unanimously carried that
the minutes of May 6, 1963 be approved, copies having been mailed to each member.
CONDITIONAL USE PERMITS
Public Hearing - Princess Park Estates, Inc. - Princess Palomar Subdivision - Sales
Office and Sign
The application was read in which permission was asked to use a garage of one of the
model homes in the subdivision as a temporary sales office, and to erect an 8 x 16
foot sign identifying the subdivision on a lot on the corner of Palomar Street and
Elm Avenue.
Assistant Planner Warren submitted a plot plan, noting the location of the proposed
sign and the sales office.
Vice-Chairman Stewart questioned the landscaping on the vacant lots and wondered if
the applicant would have numerous signs and colored flags advertising these model
homes on these lots. Mr. Warren said they only plan to put small directional signs
here.
Member Guyer said he was concerned about the location of the large sign and felt
it may cause a "blind spot" as far as traffic was concerned. Mr. Warren assured him
that the sign had the proper setback.
This being the time and place as advertised, Chairman Stevenson opened the public
hearing.
There being no comment, either. for or against, the hearing was declared closed.
Member Adams stated the sign conforms in every respect to what is allowed in the
ordinance.
It was moved by Member Adams and seconded by Member Willhite that the conditional use
permit be approved subject to the following condition:
1 . The permit will terminate on April 25, 1964.
Further, the findings are based on the following:
1 . Granting this conditional use permit will not entail any of the nuisances and

hazards enumerated in the ordinance.
2. Because of the location and of the adjacent undeveloped land, this use will be
compatible with the other uses in the area.
The motion carried unanimously.
AMENDMENTS TO ZONING ORDINANCE
Director of,Planning Fretz explained the proposed amendments which were:
(1) Prohibit residential , commercial uses expressly listed in a less restricted
district, and industrial uses in "C-1" Limited Commercial Zones.
(2) Prohibit residential uses (except Hotels) and industrial uses in the C-2
Commercial Zones.
(3) Delete section stipulating that no required front or side yard be used for
parking of automobiles for Churches and Institutions.
(4) Prohibit the use of a trailer for living or sleeping purposes except when
parked within a licensed mobile home park.
(5) Adding B-2, B-3 and B-4 regulations to Supplemental "B" Zone.
(6) Set up standards for parking for hotels and motels in Supplemental "P" Zone.
(7) Amending Conditional Use Permit "Decision."
(8) Amending Tideland Zone in order to clarify "tidelands."
The Commission discussed amendment number three; Member Adams commented that since
churches are permitted in an R-1 zone, they should be made to be as compatible as
possible, and questioned whether parking in the setback would do this. Vice-Chairman
Stewart remarked that churches are up against it financially, and the Commission
should be more liberal with them than with institutions , such as hospitals. He added
that, according to the ordinance, they are all required to meet certain parking
regulations.
Planning Director Fretz reminded the Commission that all of these uses have to have
a conditional use permit which gives the City adequate control to assure that they are
compatible with adjacent uses.
This being the time and place as advertised, Chairman Stevenson opened the public hearing.
A letter from Mr. Crofton Cooper, 250 East 17th Street, Costa Mesa was read in which
he protested the amendment prohibiting the construction of apartments in commercial
zones, since he purchased some property in Chula Vista for the sole purpose of putting
in multiple dwellings. Director of Planning Fretz said he believed the property in
question was east of the bowling alley somewhere between "E" and "F" Street, or the
northeast corner of "F" and Woodlawn. The Commission concurred that Mr. Cooper should
come in for a zone change when he gets ready to develop his property.
There being no further comment, either for or against, the hearing was declared closed.

RESOLUTION NO. 26TH Resolution of the Planning Commission Recommending
to City Council the Adoption of Various Amendments to
Zoning Ordinance No. 398 and Chapter 33 of the City Code
Offered by Vice-Chairman Stewart, seconded by Member Willhite, passed,approved and
adopted by the following vote, to-wit:
AYES: Members Stewart, Weakland, Stevenson, Willhite, Adams and Guyer
NOES: None
ABSENT: Member Comstock
MISCELLANEOUS
Accent Subdivision - Land Use Proposal
A letter was read from David M. Sapp, President, Jonathan Manor, Inc. , explaining
the proposed R-3 development for the Accent Subdivision. The area will include 141
8-unit buildings, a geriatric center, 5 condominium buildings,' and 2 mobile home
parks. Planning Director Fretz reviewed the rezoning of the subdivision considered
at a previous meeting.
Mr. Charles Crull , engineer for the project, explained the development. He spoke
briefly about the mobile home parks , the church site, and the condominium buildings.
Mr. Fretz asked how many units would be in these buildings. Mr. Crull said this
would be governed by the ordinance and cover no more than 50 % of the land area.
They will also provide all the parking requirements required by ordinance. The area
next to the proposed freeway was left open for the planting of trees for sound barrier,
as well as beautification.
Mr. Fretz asked if they intend=<_, to file a tentative map in order to dedicate the
streets. Mr. Siner said they plan to file this map. Mr. Fretz said he felt this would
be the best method of dedicating streets.
Vice-Chairman Stewart asked if they plan to bring this in as one unit or as four
separate units. He said he was concerned about the park and recreational area im-
provements as there was nothing in the ordinance to cover this. Mr. Sapp stated they
would, no doubt, bring this in as four separate units.
Member Guyer questioned the number of units planned per acre for the mobile home parks.
Mr. Sapp declared there would be 10 per acre; as to the number of units for the rest
of the development, the ordinance states 1 unit per 1000 square feet. They propose
to construct 1 unit per 2800 square feet. He then asked the Commission for a state-
ment as they would l.ike to have a "meeting of the minds" before they go ahead with
the development.
Director of Planning Fretz stated rezoning of the subdivision has been predicated upon
filing of the map, because of the lack of access. The Council has held the first
reading and the second reading will be held the time the map is filed. The same
method can apply to this R-3 development; with additional information, this map can
serve as a tentative map.
The Commission discussed the plan, and it was the consensus of opinion that the Com-
mission agrees with the plan as submitted.

_Findings of Planning Commission Appeal of John D. McKinney - Southeast Corner of
"H" Street and Fourth Avenue
The findings were read in which an appeal was made on the application requesting a
change in zone from R-3 to C-l . The application also requested a change in building
line on both Fourth Avenue and "H" Street from 20 feet to zero.
It was moved by Vice-Chairman Stewart, seconded by Member Adams and unanimously
carried that the findings be approved and transmitted to the City Council .
ADJOURNMENT
It was moved by Member Weakland, seconded by Member Willhite and unanimously carried
that the meeting adjourn sine die.
