OF THE PLANNING COMMISSION OF THE
CITY OF CHULA VISTA, CALIFORNIA
June 3 , 1963
A regular meeting of the Planning Commission of the City of Chula Vista was held at
7:00 P.M. on the above date in the Council Chamber at Civic Center with the following
members present: Stevenson, Stewart, Comstock, Weakland, Willhite, Adams and Guyer.
Absent: None. Also present: Director of Planbing Fretz, Assistant Planner Warren,
City Attorney Duberg and Principal Engineer Harshman.
APPROVAL OF MINUTES
It was moved by Member Adams, seconded by Member Guyer and unanimously carried that
the minutes of May 20, 1963 be approved, copies having been mailed to each member.
MISCELLANEOUS
Bonita Valley Country Clubhouse Building Plans - Request for approval of architecture.
Planning Director Fretz submitted a plot plan and elevation of the proposed clubhouse,
explaining the revised plan.
It was moved by Member Guyer, seconded by Member Stewart and unanimously carried that
the revised building plans for the Bonita Valley Country Clubhouse be approved.
SUBDIVISIONS
Hilltop Panorama - Tentative Map
Planning Director Fretz submitted the map and explained the location which is off
East "J" Street. He said a portion of this subdivision is still in the County, but
the subdivider is in the process of annexing this to the City.
Mr. Fretz then presented the following recommendations from the planning staff:
1. The entire subdivision shall be annexed to the City prior to approval of final map.
2. The right-of-way width of Mission Court shall be increased to 60 feet.
3. All slopes shall be planted according to standard specifications of the Planning
Department.
Mr. William Harshman, Principal Engineer, presented the following recommendations of
the Engineering Department:
1. Curvilinear sewer alignments shall be used throughout the subdivision instead of
the alignments as indicated.
2. East "J" Street shall be improved according to specifications already established
immediately east of this subdivision.
3. Identify the typical section shown as that for Mission Court. In addition, show
curb, gutter and sidewalk as a monolithic structure. In any case, where it is

necessary to construct a cut or fill slope upon -property beyond the boundary of
the subdivision, the subdivider shall provide written evidence of having obtained
permission to do such work.
4. Curbs shall be constructed at 7 feet from property line around the cul-de-sac
and around the elbow on Mission Court..
5. The Engineer of work shall submit detailed run-off calculations and other data
concerning storm waters as may be required by the City Engineer. No approval of
the drainage provisions as shown upon the map is hereby implied.
It was moved by Member Comstock, seconded by Member Guyer and unanimously carried
that the tentative map be recommended for approval subject to the conditions outlined
by the Planning Director and the Principal Engineer.
Holiday Gardens - Tentative Map
Planning Director Fretz submitted the map and explained the location. The area
encompasses a little over 10 acres, which will be divided into 43 R-3 lots. Two
lots have been set aside for recreation purposes. Mr. Fretz said he suggested to
the subdividers that they increase the size of these two lots to equal 7000 square
feet; incase they want to build on these lots.
The- Commission discussed the trees on "G" Street, and it was noted that they are
4 feet from the curb which would allow them to remain.
Mr. Fretz noted the different lot sizes and commented that the owner would retain
title to all of these lots.
Mr. Harry Welsch, Jr. , engineer for the subdivision, stated this would be a garden-
type development.
Member Comstock said he felt the 7,900 square foot lots were not adequate for four-
plexes. He added that they would find themselves handicapped for industrial uses
if they allowed this area to develop as an R-3 use. Member Comstock then asked for
the Planning Director 's comments as to the 7900 square foot lots for this R-3 develop-
ment.
Planning Director Fretz said he felt that originally all of the land between the
railroad and Broadway was ideal light industrial property, but he added, we must
recognize that there are people living on three sides of this site now and industrial
development here could present many problems. Mr. Fretz commented that this will be
the City's first experience with 4-plexes; but he was skeptical , indicating that he
feels open spaces (required yards) put together in "common areas" are more effective.
Vice-Chairman Stewart remarked that the main thing to be considered is the residential
character of the area.
Member Adams commented that the ordinance allows 1000 square feet per unit and the
developers here propose 2000 square feet per unit.
Member Willhite said if it could be developed as one unit - laid out under the new
concept, it would have more play areas, etc. , and it would be more acceptable.

Planning Director Fretz then presented the recommendations, of the planning staff as
follows:
1 . Lot 27 shall be widened to 70 feet.
Principal Engineer Harshman then read the following recommendations of the Engineering
Department:
1 . The typical section of "G" shall show a seal coat to be applied to the South half
of "G" Street adjacent to the proposed subdivision.
2. Sewers on Woodlawn Avenue and Colorado Avenue shall be extended northerly so as
to serve all lots within the subdivision.
3. Pavement within existing cul-de-sac on Woodlawn and Colorado shall be removed
and replaced as necessary to provide continuity to street sections and grades.
4. Note 9 as shown upon the plans shall read: "Tree deposit shall be paid in
accordance with Ordinance No. 836."
5. A typical section of "G" Street shall show a 6 inch minimum base instead of the
4 inch minimum thickness indicated. The existing edge of pavement shall be
trimmed back until a full structural ,section is obtained; the width of shoulder
paving- to be installed shall be shown as an approximate figure.
6. On all typical sections the fall from property line to top of curb shall be
shown as 1/8 inch per foot.
7. The Engineer of work shall submit detailed run-off calculations and other data
concerning storm waters as may be required by the City Engineer. No approval
of the drainage provisions as shown upon the map is hereby implied.
It was moved by Member Guyer, seconded by Member Adams and unanimously carried that
the tentative map be recommended for approval subject to the conditions outlined
by the Planning Director and the Principal Engineer.
MISCELLANEOUS
Planning Commission Dinner Meeting
Planning Director Fretz said he would like to set up a dinner meeting with the
Commission and the Planning Consultant. The Commission discussed different dates and
it was decided that Monday, June 24 be the date set for the dinner.
Mortuary in R-3 Zone
Planning Director Fretz stated the Commission has the right to a,dd to a list of uses
listed in any particular zone if they find that the uses are similar to and no more
objectionable than those already listed. He said he would like the Commission 's
feelings on having a mortuary listed as a conditional use in'.,the R-3 zone.
Vice-Chairman Stewart declared that, in his opinion, mortuaries should not be allowed
i.n the R-3 zone.
Member Adams said he could see nothing wrong with listing a mortuary as a conditional
use, but questioned the advisability of adding it at this time lest the action be.

be interpreted as an approval of a particular situation.
Planning Director Fretz commented that he felt this could provide transitions from
commercial to residential ;with a conditional use permit, the Commission would have
adequate control . Member Comstock felt they should not allow this on a "blanket"
use.
Vice-Chairman Stewart repeated that he is against having mortuaries listed in an R-3
zone, and brought up the parking problems involved. Planning Director Fretz stated
that with a conditional use permit, the Commission could establish offstreet parking
and in some cases, this would actually create a better situation than we have in a
commercial zone where frequently there is no offstreet parking required.
Member Comstock pointed out that under the present zoning ordinance, a mortuary is a
C-2 use and felt the Commission would be "jumping" what they consider a heavy commer-
cial use to a residential use.
Member Adams suggested that this be taken up at some later time; he felt it was the
wrong time t--put this into the ordinance. On the other hand, he agreed with the
Planning Director that it could act as a buffer between commercial and residential .
Chairman Stevenson compared the parking required by hospitals to those of a mortuary,
pointing out that hospitals are allowed as a conditional use in R-3 zone. Member
Comstock agreed but stated that their parking doesn't come all at once, as for a
mortuary.
ADJOURNMENT
It was moved by Member Weakland, seconded by Member Comstock and unanimously carried
that the meeting adjourn to June 17, 1963.
