OF THE CITY OF CHULA VISTA, CALIFORNIA'
November 14, 1963
A special meeting_ of the Planning Commission of the City of Chula Vista was held at
the Hilltop High School Cafeteria!'with the following Members present: Stevenson, Stewart,
Comstock, Johnson, Willhite, Adams and Guyer. Also present: Acting Planning Director
Warren, Junior Planner Lee, Consultants Sydney Williams and Corwin Mocine.
Chairman Stevenson opened the meeting welcoming the members of the City Council , City
Officials and the members of the Citizen 's Committees. The special meeting was called
for the purpose of presenting the Sketch Plan, and to bring the citizens the up-to-date
status of the General Plan.
Mr. Syd Williams, Consultant, spoke of the background of the Sketch Plan. The Sketch
Plan is the first stage in developing the General Plan. The work of the C4,tizens '
Committees underlies the policies contained in the Plan. The Consd,J:tants have also
worked closely with the Port Authority in relation to the tidelands plan and have had the
full approval of the Port. Since the Sketch Plan is by no means the final plan, Mr. Will-
iams urged the widest circulation to all citizens to get their reactions , ideas and
criticizms. He then gave a brief summary of the history of Chula Vista reviewing the
rapid 'growth of the population -- a predicted 160,000 in the next 25 years.
Mr. Corwin Mocine, Consultant, spoke on the proposed objective for this Plan. He
explained the enlarged map of the Plan and discussed the legend.
Mr. Williams then presented the time table for the next steps in the Plan:
1 . Three or four weeks should be given for studying the Sketch Plan followed by
meetings in which comments will be received by the Citizens and City Officials.
2. There will be a special study made of the Civic Center and the Third Avenue Business
District. These will be presented in preliminary form in January.
3. General Plan will be brought down for a last review sometime in February, and
published in March. It should then be set for public hearing for adoption by the
Planning Commission and the City Council .
Mr. Stevenson thanked the Consultants and asked that all comments ,and criticizms be
referred to the Planning Commission and Staff.
Chairman Stevenson adjourned the meeting until November 18, 1963.
Meeting adjourned at 8:30.
