HomeMy WebLinkAbout2018-02-12 SSC Minutes MINUTES OF A REGULAR MEETING OF THE SUSTAINABILITY COMMISSION OF THE CITY OF CHULA VISTA February 12, 2018 5:00 PM A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:03 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Kappes, Legaspi, Matthias, McMillin, Romo and Chair Valen ABSENT: Commissioner Mora MOTION TO EXCUSE: Commissioner Romo moved to excuse Commissioner Kappes and Chair Valen from the meeting held on January 8, 2018. The motion was seconded by Commissioner Kappes and carried with the following vote: Yes 6—Kappes, Legaspi, Matthias, McMillin, Romo and Valen No-0 Abstain —0 STAFF PRESENT: Chief Sustainability Officer Gakunga, Senior Conservation Specialist Wisniewski, Senior Recycling Specialist Medrano, Conservation Specialist 11 Downs, Conservation Specialist I Coleman and Administrative Secretary Lindsey APPROVAL OF MINUTES: Commissioner McMillin moved to approve the minutes of the regular meeting on January 8, 2018 and the Special Meeting on January 29, 2018. The motion was seconded by Commissioner Legaspi and carried with the following vote: Yes—6 Kappes, Legaspi, Matthias, McMillin, Romo and Chair Valen No-0 Abstain—0 PUBLIC COMMENTS none INFORMATION ITEM none ACTION ITEMS 1. CAP Implementation —Review draft ordinances requiring PV solar on new residential construction and increasing energy efficiency requirements for some non-residential outdoor lighting uses. Conservation Specialist 11 Downs gave a presentation concerning the implementation of the Climate Action Plan (CAP) in the areas of PV solar on new residential construction and the energy efficiency requirements for outdoor lighting uses for non-residential spaces. For these areas to be implemented, new ordinances will need to be approved by city council. A letter of support from the Climate Action Campaign was handed to the commissioners. After discussion and questions, Commissioner Romo moved to recommend to the City Council to adopt both ordinances. The motion was seconded by Commissioner Kappes and carried with the following vote: Yes—6 Kappes, Legaspi, Matthias, McMillin, Romo and Valen No-0 Page/of3 Sustainabilit,Commission Minutes Abstain—0 2. Climate Change Working Group (CCWG) Chair and Vice-Chair—Commission members will be nominating and voting to select which commission members would like to help lead the CCWG efforts and serve as Chair and Vice-Chair. Commissioners should also provide input on who they think would best fill the third CCWG resident seat. There are no immediate pending CCWG meetings or actions. Conservation Specialist I Coleman gave the history and background of the CCWG, because he served as Vice-Chair on the CCWG when he was a commissioner on the Sustainability Commission (then known as the Resource Conservation Commission). Chair Valen moved to table this item to a future meeting when all the commissioners are present. The motion was seconded by Commissioner Romo and carried with the following vote: Yes—6 Kappes, Legaspi, Matthias, McMillin, Romo and Valen No-0 Abstain—0 ACTIVITY REPORT Add to the Activity Report the commission recommendation to the City Council to approve the new ordinances implementing two areas of the CAP. STAFF COMMENTS Chief Sustainability Officer Gakunga updated the commission on the Smart Cities events the city is involved with. Senior Conservation Specialist Wisniewski reported on the following items: replacement of irrigation sprinkler heads that were installed by volunteers in city parks, the press release went out for the Chula Vista CLEAN Sustainability Champion Awards with 6 weeks to accept nominations and South Bay Earth Day will be on April 7 at Bayside Park. Senior Recycling Specialist Medrano reported on the following items: the CalRecycle City-County Payment Program funds will be used for new trash/recycle containers for the Civic Center, city libraries and Reinstra Sports Complex and that a consultant has been hired to assist in the creation of a recycling program for multi- family units. COMMISSIONERS' COMMENTS Commissioner Romo would like to see the commission do an activity such as tree planting. Commissioner Matthias reported that 250 plants that will need to be planted February 17 at the Tijuana Estuary. Volunteers are needed and more information is available on the Living Coast Discovery Center website.
