HOUSING ADVISORY COMMISSION

1. MUSC (Dennison/de Jesus Chantengco) (5-0-0-0) to approve April 27, 1994
minutes with two amendments.
2. BAYICENE MOBILE HOME PARK - Mr. Arroyo stated that Ms. Shanahan would be
giving a status report on where the project stands.
Ms. Shanahan reported that the City Council directed staff to explore the
purchase of Bayscene Mobilehome Park. She has been working on financing,
getting bonds rated, and identifying the condition of the park. City Council
has been in closed session regarding this issue. Ms. Shanahan asked the
Commission members if they had any concerns or questions regarding this
project.
Member delJesus Chantengco asked what was offered to the Bayscene Mobile Home
Park owners.
Ms. Shanahan responded that the non-profit that was going to acquire the park
originally was offering in the range of $4 million. That was before they had
looked atlthe park in detail. It was based on an appraisal of $4.1 million.
The City Council asked for another appraisal because the appraisal is a year
old. Theinew appraisal came in at $4.3 million.
Mr. Arroyo stated that a major improvement at the park will be the sewer
system. Staff has estimates ranging from $425,000 to $450,000 to replace the
sewer system.
Chairman Casillas asked if the Commission will have another opportunity to go
over this project before it goes to Council.
Mr. Arroyo responded that staff is exploring the possibility of an
acquisition. Staff will report back to Council for further direction when all
the information has been gathered. Before any final decision is made, staff
will bring this issue back to the Commission.
Member de Jesus Chantengco asked what the number of mobilehome parks in the
City is.
Ms. Shanahan responded that there are 32 rental parks and over 3,000 spaces.
Member Helton asked if possibly, manufactured housing can take the place of

the little trailers that are already there on some of those lots. That way
the mobilehome park would have something more permanent and a step up in
housing.
Chairman Casillas stated that the City Council should look into ways the City
could reduce the very strict requirements that are imposed on single family
residences. That way maybe the City can have manufacturing housing.
Chairman Casillas suggested that the Commission should meet with the Mayor in
a workshop type setting, and discuss some of these issues.
3. EASTLAKE AFFORDABLE HOUSING TASK FORCE - Mr. Arroyo provided the
Commission members with a memo describing the formation of the EastLake
Affordable Housing Task Force related to the EastLake project. The plan is to
meet affordable unit requirements. Mr. Arroyo brought this issue up last
month, and the Commission made a recommendation that a member of this
Commission be a representative on the EastLake Affordable Housing Task Force.
Staff made this recommendation to Council and Council has accepted that
recommendation. Mr. de Jesus Chantengco will represent the Housing Advisory
Commission. A meeting will be coming up and the ground rules will be
established. The goal of this Task Force is to put together a plan that will
implement affordable housing requirements on that particular development.
Member Helton asked if staff knows who will be representing the Planning
Commission.
Mr. Arroyo responded that he didn't know off hand, but there is a
representative from the Planning Commission, representative of the EastLake
area, representatives from the company itself, Mr. de Jesus Chantengco, and
representatives from the City of Chula Vista.
The Commission Members asked who the representatives from the City of Chula
Vista areJ
Mr. Arroyo responded that staff liaisons from the Planning and Community
Development Departments will represent the City.
Mr. Arroyc stated that the Task Force will be meeting twice a month and expect
to develop a plan shortly thereafter.
Member Helton asked if the meetings will be open to Commission members.
Mr. Arroyo responded that the meetings will be public.

4. COMMUNITY DEVELOPMENT BLOCK GRANT STATUS REPORT - Mr. Arroyo announced
that the City Council took action in terms of the Community Development Block
Grant budget. Every year staff goes through a process of identifying how to
best use CDBG funds. This coming year staff will be working with a budget of
$1,821,000. Last month staff came before this Commission to get
recommendations regarding three housing related proposals. One was Casa
Nuestra which is a youth shelter. The second one was Shared Housing and the
third one 'was San Diego Home Counseling Center. The Housing Advisory
Commissioi recommended funding for both Casa Nuestra and Shared Housing and
not to fund San Diego Home Counseling Center. Those recommendations were
forwarded to Council along with the other recommendations from other
Commissions and those recommendations have been accepted. Staff will prepare
an application that will go to HUD by the end of this month. Upon approval,
the City olf Chula Vista will have access to those funds and these programs
will get underway. Mr. Arroyo stated that out of the 32 social service
agencies that requested funding, the City was able to partially fund 25 of
those agenllcies.

6. STAFF REPORTS - None
7. MEMBERS COMbMNTS - Member Helton stated that she received an Alert
notice through the California Rural Assistance League, informing them that
SB1477 (the maximum occupancy standard) will drastically change the occupancy
standardslfor housing throughout California. It passed Senate and local
government 7-0, and it will be heard the first or second week of June in the
Senate Judiciary. Member Helton feels that this bill should not be passed.
The purpose of this bill is to restrict the number of people that can live in
housing units. One reason for the bill is due to the danger in high
occupancy; but the bill does not show that low occupancy makes any difference.
Member Helton stated that it shows discrimination.

Chairman Casillas asked if the City Council can get involved with bills such
as this one.
Mr. Arroyo stated that the City Legislative Analyst analyzes bills that are
being proposed and makes recommendations to Council.
MUSC (Helton/de Jesus Chantengco) (4-1-0-0) that this Commission request the
City Council to study the bill (SB1477) and oppose it. Member King voted no
because he stated that he knows nothing about the bill to recommend it.
Member Helton asked to be excused from the June 22nd meeting because she will
be out of ;town.

Member King announced that he sold his house and will be moving to Oklahoma
City. He will be resigning from the Housing Advisory Commission.
Member deJesus Chantengco commented that the Housing Advisory Commission
should have a pot luck for Maggie's birthday, Allen's going away, and
officially announcing the Housing Advisory Commission.
Chairman Casillas asked if staff put anything on the budget in regards to
training for the Housing Advisory Commission.
Mr. Arroyo stated that within the CDBG budget there are monies under
administration for this Commission.
MUSC (Helton/de Jesus Chantengco) (5-0-0-0) Commission members request the City
Fathers to give a special award to Mr. King for his years of service to the
City of Chula Vista.
8. ADJOURNMENT - At 5:00 p.m. to the next regular meeting scheduled June
22 1994 in the Public Services Building.
