HOUSING ADVISORY COMMISSION

1. LOWER SWEETWATER VALLEY AREA - STATUS REPORT
Mr. Arroyo gave a status report in reference to the Lower Sweetwater Valley
area proposals. A neighborhood meeting took place a month ago regarding these
proposals,. The City has received a number of proposals involving the site,
which are a Family Recreation/Fun Center Sports complex, a Veterans Home
facility, a Senior Housing multi-level care project, and a Water Desalination
proposal. As a result of this meeting, issues were identified, which include
a request that the area remain as open space. Other concerns were traffic,
access, and land use compatibility etc. A report was submitted to Council and
a determination was made to proceed with a special study/draft general plan
amendment) to determine the best uses for that area. Approximately in three to
four months staff will submit recommendations to Council. Before staff does
that, staff will report to the Housing Advisory Commission, as well as Parks
and RecreIation Commission, and Planning Commission. Chairman Casillas asked
if the stludy will be presented to the residents? Mr. Arroyo stated that part
of the process involves another neighborhood meeting before it goes to
Council. Member Helton asked what the outlined in yellow represented on the
map? Mr. Arroyo stated that it identified the specific parcels of land that
are owned by different entities. Mr. Arroyo pointed out on the map the
special study area that is in the general plan designated as a special study
area which includes the KOA property. Member Helton asked what was the
biggest problem with the Desalination Plant? Mr. Arroyo stated that out of
all the proposals, the Desalination Plant raised the least concern. However,
since the plant will be using chemicals as part of its process, there is
concern over safety. Member King asked what was the major opposition to the
VeteranslHome? Mr. Arroyo indicated that there was concern over the location
of such acility, as well as access problems and noise impacts.

Mr. Arroyo made a comment regarding the January minutes pertaining to the
Housing Advisory Commission. He stated that when staff went to Council with
the recoimendation to transfer the committee membership into the commission it
was acknowledged, but that there might be the need to have Council formally
confirm such membership. This issue is being clarified with the City Clerk
and City Attorney. Member Casillas asked if there were any nominations for
the additional members? Mr. Arroyo stated that the recommendation is to hold
the selection of the tenants until staff actually has tenants from the Housing .
Authority. Member Helton suggested that staff look into the Dorothy Street
housing for members to fill in the vacancies. Mr. Arroyo stated that the new

members have to be part of the new Housing Authority. Member Helton asked
what was the expected date that the City of Chula Vista will receive
` certificates? Mr. Arroyo stated that there are two actions that are taking
place, number one action is that staff is requesting that the certificates
from the County to be transferred to the City. If this procedure does not
work out at the staff's level, then Councilman Fox will take the lead to
negotiatejdirectly with the County Board of Supervisors. Number two action is
that as soon as new certificates become available from HUD, the Chula Vista
Housing Authority will be in a position to apply for them.
2. MILITARY FAMILY HOUSING - REPORT
Mr. Arroyo stated that the San Diego Association of Governments received a
request on the part of the U.S. Navy to assist them with a process to identify
potential sites throughout the County for military development and/or land so
additiona]]JJ housing could be made available for military personnel. They are
looking for approximately 350 new and existing units throughout the county. A
committee has been formed called Military Family Housing Advisory Committee,
which is made up of Navy personnel and representatives from cities. This
Commission has been meeting and has come up with several sites. These sites
are privately owned properties. Six sites specifically have been identified
in the Cit�iy of Chula Vista, and the process is going to start to specifically
evaluate these sites and eventually a list will be recommended for
acquisition. Planning and Community Development Departments have started to
look at theses sites, two of them are vacant parcels and the rest are
developed parcels. Member King indicated that he strongly recommends the 13
undeveloped acres for new military housing. Member Helton recommended that
the militsry families be required to attend a session on how to take care of
their homes.

3. REGIONAL MORTGAGE CREDIT CERTIFICATE PROGRAM - REPORT
Mr. Arroyo brought up to date the Commission Members regarding the MCC
Program. IThe City has had this program for 21,� years and is working out well.
' Staff hasIbeen making improvements to the program and the demand is
increasing. Recently the County of San Diego has come up with a proposal to
create a Regional Mortgage Credit Certificate Program. The county is
requesting) all cities to take part in this particular program. Staff has
analyzed such a proposal and staff feels that the major beneficiary of this
effort are those cities that are just getting started in the program and the
county itself. Staff doesn't see the advantage to participate right now,
staff recommendation is to wait and continue with our own MCC Program. Staff
was concern regarding a letter that was sent by Ronald Merino, San Diego
County Regional MCC Coalition Chairman. The letter was very inaccurate and
made sensational comments. Staff has responded to him and notified Council
regarding this letter that was unacceptable to staff. Council Members as well
as members of the Board of Realtors have supported us in our position. Member
Helton asked how would joining the county cut administrative costs for the
City? Judy Foland stated that it is conceivable that administration costs
could be reduced, but this will not be known until after the new program is in
operation.) Mr. Arroyo stated that staff is recommending that the Housing
Advisory ommission consider supporting staff's recommendation to continue
with our own MCC Program, and to monitor the proposed program with one option
of considering City participation if later it is determined that it would be
of benefit) to the City.

4. FAIR HOUSING SURVEY - REPORT
The City oontracts with San Diego Fair Housing Council to provide fair housing
services too the community. They conduct fair housing audits which is
basicallyltesting in the community any patterns of housing discrimination. As
part of this process, a study was conducted which identified some evidence of
housing discrimination. Nine out of thirteen sites where they tested positive
in terms oif racial type of discrimination. Five out of ten cases also
