PRESENT: Chairman Madrid, Helton, Alonso-Massey, Flaugher, Worth, Lopez-Gonzalez ABSENT: None STAFF: Community Development Specialist I Shanahan, Sr. Economic Development Specialist Valenzuela, Administrative Office Assistant II Gonzalez EX-OFFICIO: Mayfield (present)-, Lembo.(present) 1. APPROVAL OF MINUTES - (Flaugher/Helton) to approve May 24, 1995 minutes, approved unanimously. 2. CITY OF CHULA VISTA ECONOMIC DEVELOPMENT PROGRAM - Mr. Valenzuela gave a brief overview of the Economic Development Program. He stated that in July, 1990; Chula Vista City'. Council created the Chula Vista Economic Development Commission to act as. an advisory body "^ regarding elIconomic development issues. This Commission advises the City Council on matters regarding economic development city-wide. The City also has an economic development division that is active throughout the City. Staff is involved in partnering with redevelopment activities as well as participating in projects that are not in redevelopment areas. The city/economic development division received a grant from the federal government for $2.6 million for the Border Environmental Commerce Alliance. Ciula Vista intents to be a leader in Environmental Technologies and help companies grow.. Chula Vista has a business incubator program for people that want to start a new business. Basically this program helps people develop their business plan and provides technical assistance as the business is implemented. There will be three additional staff hired to manage this program; a BECA Director, a Contract Manager, and an Administrative Assistant. Mr. Valenzuela briefly went over a summary sheet that explained two componentls of the Border Environmental Technology Resource Center Program and the Environmental Business Cluster. These programs will deliver services to clients throughout San Diego County and environmental business tenants of the incubator. The programs are located at the Rohr building. 3. L STREET MANOR- Ms. Shanahan gave a brief overview of the L Street Manor Public Housing Project, 16 unit townhome development for large families. The County of San Diego held a groundbreaIking ceremony last week. The project should be completed in approximately nine months.... HUD provided the majority of project funding: The City of Chula Vista contributed $184,277.00 which represents the 10% local match required by HUD. Residents will pay 30% of their gross monthly income for rent. The County has asked the City of Chula Vista if we are interested in the County applying for more public housing funds on the City's behalf. HUD recently published a funding notice- and gave a very i. 1 short turnaround time to respond. The County notified the City after the Housing Advisory Commission agenda was posted so it is not an action item before the Commission. However, ,staff asked for member's comments.. Chairman Madrid mentioned that the City should take advantage of the monies available. Ms. Shanahan mentioned that the County would apply for a maximum of 100 units for family housing on behalf of, the City of Chula Vista. Jurisdiction in North County is also interested in participating.' The application is due at the end of July, and the City Council will need to take action-before the deadline. Ex-Officio Mayfield asked how does it fit into the general plan. Ms. Shanahan stated that the Housing Element of the general plan identifies housing for large families as a high pr�ority. 4. ORAL COMMENTS- None 5. STAFF REPORTS- Ms. Shanahan mentioned that the Summary of Activities Reports submitted by each.City Commission highlight activities undertaken by each Commission during the past year. This is a yearly report that the City Clerk compiles and presents to the City Council to let them know what is happening with the Boards and Commissions. Mr•. Arroyo compiled this*report and would like this Commission to take the opportunity to make any comments if any before submitting it to the City Clerk. After a brief discussion, the Commission gave direction to the Chair to sign the report and.submit it to the City Council. 6. MEMBERS COMMENTS-Member Helton mentioned that a ballot initiative that would eliminate- mobilehome rent control in California will appear in the March 1996 election ballot. She stated that this .Commission needs to look into this initiative and what it all entails. Member.Alonso-Massey mentioned that at last month's meeting there was a motion regarding Table . 6 in the Consolidated Planto give higher priority for housing assistance to families in the 50% and 30% of median income categories. He wanted to know if action was taken by the City Council Member Helton mentioned she attended the City Council meeting and there were no problems with that part of the Consolidated Plan. Ms. Shanahan stated that at the next Housing Advisory Commission meeting,.she will ask Mr. Arroyo to distribute final'version of the Consolidated Plan and review Table 6. (Helton/Lopez-Gonzalez) to cancel July's meeting to the next scheduled meeting of-August 23, 1995 due to the f�ct that most'Commission Members will be on vacation. Approved unanimously.
