CALL TO ORDER/ROLL CALL - 3:36 p.m.
PRESENT: Chair Madrid, Members Alonso-Massey, Flaugher, Lopez-Gonzalez
ABSENT: Helton, Worth

1. APPROVAL OF MINUTES - (Flaugher/Madrid) to approve August 30, 1995 minutes, (4-0-2
Helton, Worth absent)
MSC (Madrid/Flaugher) to excuse Members Helton and Worth from September 27, 1995 meeting
due to illness.

MSC (Madrid/Flaugher) to excuse Lopez-Gonzalez from August 30, 1995 meeting due,.to family
emergency.
2. OTAY RANCH AFFORDABLE HOUSING PLAN - Mr. Jamriska and Mr. Rosaler gave a
presentation on the Otay Ranch Affordable Housing Plan. Mr. Jamriska commented on a public
forum schedule that is being held at Eastlake High School on October 5 at 7:00 p.m.. Over 2,000
notices went out to residents and tenants surrounding the project site. Also this project will be
presented to the Planning Commission on November 8, 15, 17, and eventually to City Council on
December 5, and 12. An all day Saturday workshop with City Council on October 14 is being held
to go over not only the affordable housing plan, but the many plans that staff has prepared such as
the resource management plan, overall design plan, village design plan, etc.
Mr. Rosaler went over the SPA One Affordable Housing Plan, the Ranch-Wide Affordable Housing
Plan, and the Executive Summary of the SPA EIR with the Commission Members. He.stated that
the focus of.the Ranch-Wide Plan is to show how many affordable units both for low and moderate
income areigoing to be required for.each village. Basically. Otay Ranch staff is'seeking approval of
this projectand any comments or suggestions if any.
MSC (Flaugher/Madrid) for the Housing Advisory Commission to meet again before the Commission
makes a decision on the Otay Ranch Project, (4-0-2 Helton, Worth absent).
