1. APPROVAL OF MINUTES.- MSC (Worth/Flaugher) to approve March 27, 1996 minutes (6-0-
1 Alonso-Massey absent).
MSC (Helton/Flaugher) to approve April 10, 1996 minutes (6-0-1 Alonso-Massey absent).
MSC (Madrid/Flaugher) to excuse both Alonso-Massey and Mayfield from May 22, 1996 meeting
due to family emergency and other business commitment (6-0-1 Alonso-Massey absent).
Mr. Arroyo introduced Joanne Clayton, a new Housing Advisory Commission Member.
Ms. Clayton!briefly went over her background and experience pertaining to housing.
2. 1996-97 CONSOLIDATED PLAN & ANNUAL ACTION PLAN - Mr. Arroyo went over the
1996-97 Consolidated Plan & Annual Action Plan with the Commission Members.
MSC (Helton/Flaugher) To protest the use of CDBG social service dollars to fund a public service
project (the police program), (5-1-1 Madrid opposed because she-feels strongly.that Chula Vista
needs this police program, Alonso-Massey absent).
Ex-Officio Lembo questioned the use of $80,000 for crime prevention at the expense of after school
programs, boys & girls clubs, and recreation programs.
3. BOARDS/COMMISSIONS/COMMITTEES ANNUAL REPORT - Chair signed an Activity
Summary Report - which include highlights of the Commission's activities during the past year,
including recommendations made to City Council on housing related issues and programs.
4. STAFF REPORTS - Mr. Arroyo stated that'May 29, 1996, is the Grand Opening for "L"
Street Public Housing Development at 3:00 p.m. This 16 units development involved a combination
of County, Federal, and City funds to develop the project.
Trolley Terrace proposal was approved by City Council. It is now moving towards applying for the,
tax credits, which is a major source of funding for the project. Late August staff should know if
Trolley Terrace will be funded or not. In addition, Council approved the Cordova Project to resubmit
i' an application for tax credits. This is a 40 units rental housing in the McMillin/Rancho del Rey Spa
III area.
