Staff Present: Liz Jackson, Senior Project Manager of J.M. Development Company, Luis
Hernandez, Senior Planner for the City's Planning Dept., Juan Arroyo, Housing
Coordinator of the City's Community Development Dept., Sheri Schott,
Community Development Specialist of the City's Community Development Dept.
1. Since there was not a quorum present, Mr. Arroyo announced no actions could be taken.
Thus no approval of the May 22, 1996 minutes could be voted upon.
2. The presentation by Liz Jackson and Luis Hernandez on the Salt Creek Ranch Development
Plan was made. Particular attention was paid to the Affordable Housing Agreement. The lack of
a quorum dictated the condition that only comments by Commission Members as to whether to
recommend support or to oppose this project would be presented to the City Council, in place of
a vote. Members comments were as follows:
Kathy Lembo asked for assurance that enough time would be given to market the low
income targeted units. Provisions in the Agreement allow only 45 days before the developer can
rent the units at market rate. Her experience has been that it takes longer than one usually plans
to get the word out to that targeted population. Liz specified to her that the 45 days only applies
to time after current tenants notify the developer that they are vacating the units. Juan Arroyo
pointed out to her that the developer must notify the City no later than 15 days after the vacancy
and the City gets 30 days once notified by the developer to fill the vacancy, during which time he
can notify social service agencies. Kathy withdrew her concern.
Joanne Clayton asked if the inclusion of affordable housing will be disclosed to the
residents of this development. Juan Arroyo replied that the disclosure is typically done but is not
in the agreement. He assured the Commission that a requirement to disclose the inclusion of
affordable housing in this development must be done prior to issuance of a building permit will be
added in the Affordable Housing Agreement.
Thomas Alonso-Massey asked why the location Neighborhood 4A was chosen as the area
for low-income housing. He was concerned that the State Road 125 would be built within near
proximity and the incoming tenant would need to be notified. Liz explained that the location for
the low-income housing units was selected by the previous developer, Baldwin, and she was not
aware of their reasoning. She also assured Mr. Massey that the construction of SR125 will be
disclosed to;all potential residents. She said it will be a stipulation for the management firm of the
rental property to notify all applicants.
After a short discussion, it was the consensus that the Commission Members had no objections to
the project as long as their recommendations were included. These recommendations were:
• Add Requirement for Disclosure of the Low Income Units to the Affordable
Housing Agreement
• Require Management Firm of the Rental Property to Disclose the Future Location
of SR125
