APPROVAL OF MINUTES - MSC (Madrid/Lopez-Gonzalez) to approve August 28, 1996 minutes (4-P-2 Clayton, Helton absent). 2. CHULA VISTA VETERANS HOME PROJECT - Mr. Arroyo gave a brief status report regarding the Veterans Home Project. The project is to be funded from a combination of State and Federal monies. The State provide 35% and the Federal to provide the remaining 65% of a $32 million dollar 400 bed facility. The preliminary plans have been completed and approved. The Veterans Home project will approximately begin construction in May 1997. Its a two year construction process providing 300 temporary jobs and the facility will provide up to 300 new permanent jobs for the community. 3. COMMUNITY HOUSING IMPROVEMENT PROGRAM (CHIP) - Ms. Foland gave an overview of the CHIP program. She reviewed the program and the new guidelines. This program was implemented in 1978 to assist Chula Vista homeowners to help them rehabilitate their homes. The sole source of funding for this program is the Redevelopment Agency 20% set-aside funds. To date, approximately 1,000 Chula Vista residents have received assistance. Funding will be provided to qualified',applicants in a form of a loan or grant. One of the new changes to the program is for the City not to offer a contractors list for homeowners to select from. The City feels that this will reduce City, liability. As part of the loan application packet, the homeowner will be required to sign an affidavit) of responsibility stating that they are responsible for the contractor for the work to be performed,)and that the City will not be liable for any disputes that may occur. Chairman Madrid asked how much funding is available for the CHIP program. i Ms. Foland responded $300,000 from the Redevelopment Low/Mod fund. I Member Dufresne asked-if the CHIP loans and grants will be on a first come first serve, or will it be according to emergency need. i Ms. Foland responded that priority is given to emergency and critical type situations, and also to health and isafety predicaments. i . MSC (Madrid/Dufresne).the Commission accepts the CHIP Program as proposed (4-0-2 Helton, Clayton absent). 4. ORAL COMMUNICATION - None I 5. STAFF REPORTS - Mr. Arroyo stated that there is a Board and Commissions Banquet coming up November 21, 1996. All members of all Board and Commissions are invited to attend. It's an opportunity to meet members of the other Commissions of the City. The other staff report was on the Human Relations Commission survey. Ms Schott stated that the Human Relations Commission is trying to get a perception of the level of discrimination that is being experienced in our community. Ms. Schott stated that the Housing Advisory Commission would want the results of the survey since this Commission is involved with housing discrimination issues. i 6. MEMBERS COMMENTS - Member Dufresne proposed a mobile home park survey questionnaire. He stated that this will determined exactly what is'going on in the parks. In addition, the purpose of the survey will be to determine the income level of mobilehome residents. Upon a discussion of the.objectives of the survey, the Commission decided to focus instead on implementing efforts to improve the condition of the parks, increasing educational campaigns for tenants and public officials, and increase code enforcement. MSC (Madrid/Lopez-Gonzalez) to excuse both Helton and Clayton from the October 23, 1996 meeting due to other business commitments (4-0-2 Clayton, Helton). MSC (Madrid/Worth) to cancel the November 26 and the December 25, 1996 meetings due to the holidays and reschedule and consolidate them to the meeting of December 4, 1996. 7.
