APPROVAL OF MINUTES - MSC (Lopez-Gonzalez/Worth) to approve October 23, 1996 minutes (5-0-1 Madrid absent). I I 2. CORDOVA VILLAGE PROPOSAL - Ms. Schott gave a brief update report on this proposal. She stated that there have been some changes as well as new players. This proposed development will take place in the Rancho del Rey area. South Bay Community Services (SBCS) will take the I" lead as the sole developer on this proposal. SBCS is working with the City as well as Bank of America, CHAFA, and tax credits. Staff is taking this proposal to Council on January 7, 1997, asking for their approval, at that point SBCS will submit it to CHAFA and TCAC for funding. Ms. Schott introduced Ken Sauder, Director of South Bay Community Services. i Mr. Sauderl stated that this proposed development is in the Rancho del Rey Planned Community, and is off of East J Street. He gave a brief presentation on the design, location, and the layout of the project I The Cordova Village is a 40 unit project with two, three, and four bedroom units. It's multi-family rental housing for families. There are 16 two bedrooms units, 16 three bedrooms units, and eight four bedroom units: He stated that the proposed project was redesigned to make it look more consistent with the'neighborhood. The financing will be from tax credit funds being coupled with funds from the California Housing Finance Agency. Construction should begin by May 1997 and completed by the-end of 1997. Mr..Sauder introduced John Sheehan, from Studio E Architects.) Mr. Sheehan briefly gave a brief presentation on the design, location, and the layout of the project. He stated that they are attempting to make the Cordova-Village appear more like a single family dwelling and less like an apartment building. MSC (Lopez-Gonzalez/Clayton) to approve the proposed Cordova Village Project (4-0-1-1 Madrid absent and Helton abstained because she is on the South Bay Community Service Board - (possible conflict of;interest). 3. SILENT SECOND PROGRAM - Ms. Foland gave a brief overview on the Silent Second Program. The City entered into an agreement with FM Projects to provide low and moderate - income housing in the Salt Creek I Development. .These units are located at the end of East H ' Street and incorporates three development communities, CABO, Chapala, and Estansia. As part of the agreement, FM agreed to set-aside 10% of the total dwelling units as low and moderate housing. 2.5% or 13 units as low income, 7.5% or 39 units as moderate income, and these units are to satisfy the City's Housing Element. Per the agreement, FM Projects is providing a per unit subsidy for each market rate unit sold. This subsidy will be used to assist the 13 qualified home buyers purchase units within the CABO community. Ms. Foland also stated that this draft proposal will be taken to Council/Agency on December 17, 1996 for approval. The silent second loan will be a 3% interest and in the amount of $23,200 a portion of which can be used for the borrow's non reoccurring closing cost. The loan will be deferred for years 1 through 5 and no payments will be expected on the loan. In year 6, payments will begin to occur to the Agency in the amount of approximately $160.00 per month and will proceed until year 15 at which time any balance due on the loan including principal and interest will be forgiven. This amount is approximately $8,900 and the loan is amortized for over 20 years. MSC (Clayton/Worth) to approve the silent second program and guidelines (5-0-1- Madrid absent). 4. MOBILE HOME PARK SURVEY PROPOSAL - Ms. Schott stated that this is a follow up discussion regarding the mobile home park survey. Ms. Schott introduced Mr. Brad Remp, Assistant Building and Housing Director. He addressed mobilehome park code enforcement issues. Code enforcement was a section of the Building and Housing Department a couple years ago which consisted of about 7 people. Today that section has disappeared. In essence, it has been absorb into building inspections. The building inspectors primarily do building inspections, and with what ever time they have left, they will pick up complaints. The State allows the City to charge a certain fee for mobilehome park spaces to help cover code enforcement inspections; however, the State places a specific cap on those. The cap allowed doesn't really provide for the level of service that the City's has been providing in the past. All cities in the State are required and responsible for inspecting all mobilehome parks once every 7 years. The City of Chula Vista has completed a review of all the mobilehome parks in the City. Commission Members recommended that the City consider using volunteers to go out and do the inspections. With any program, even with volunteers, there is a certain amount of training that must go into it. The Building and Housing Department does not have the resources to invest in recruiting volunteers, and to train', organize, and monitor their activities. The impact on the existing staff is clearly more than what the department is committed to do. The department has enough people calling in with complaints and staff is trying to fit in their schedules to go out and make a determination as to what action, if anything, is appropriate for the City to do. One of the options is to give the program to the State. Probably 90% of communities in the State don't do mobilehome park code enforcement, rather the State does it. The department needs to get staff back up to the level they were 4 years ago when the department had a code enforcement section. The department has taken staff and reassigned them specifically to provide services where staff collects fees. Member Helton thanked staff for the report and survey. Also she mentioned that if the Commission comes up with any other recommendations the Commission will refer them to staff. 5. STAFF REPORTS - None 6. MEMBERS COMMENTS - None 7.
