MSC (Madrid/Worth) to excuse member Ahamed from April 23, 1997 meeting due to illness. 2. CABG - Amendment To Affordable Housing Agreement - Ms. Foland briefly went over the amendment with the Commission members. Chairman Madrid asked what was the essence of the actual change to the amendment. Ms. Foland responded that twelve of the,thirteen units have been sold to low income purchasers, therefore a portion of the subsidy fund should remain with the City to be used.at their discretion for a down pay ent assistance program. $25, 000 will remain with the City, and the balance will be transferred into a City maintained development account for use in Salt Creek Ranch. The balance in -the escrow account (less $230,000) will be used by the developer to pay for City engineering and development fees for phase I and phase II in the construction of the low income rental units. MSC (Madri i/Worth) to approve staff proposal and amendment to CABO Agreement (6-0-1 Ahamed absent). i 3. SUN BOW - AFFORDABLE HOUSING AGREEMENT - Ms. Schott gave a brief overview of Sunbow Housing Agreement. The initial phase consists of a total of 1,435 units with the provision of sixty eight low income and sixty eight moderate income housing units. "The remaining phase consist of a (total of 511 units with the provision of.twenty nine low income and twenty nine moderate income housing units will be provided. Construction of sixty eight low income housing units in the initial phase is expected to'begin before the issuance of the 718th building permit. Mr. Arroyo stated that all new agreements will follow a standard format. All low income units must be build within a time frame or the City will stop issuing building permits. Chairman Madrid asked staff if verbiage can be added into the agreement to incorporate style or design that match the surrounding community. Mr. Arroyo stated that the agreement has language that referrers to housing which is comparable to i i the rest of t e development. Member Hell on was concern with village 17 because it's directly adjacent to Sharp Hospital and that particular village will be a heavy residential area. MSC (Madrid/Dufresne) to approve the Sunbow Agreement that staff has proposed, Helton abstained because she is not sure of the proposed language in the memorandum presented by staff regarding the low income units being built prior to the other units (5-0-1-1 Ahamed absent, Helton abstained). 4. VETERANS HOME GROUNDBREAKING CEREMONY - Mr. Arroyo gave a brief report on the scheduled event for May 17, 1997 at 10:00 a.m. This-event is expected to draw approximately 500 to 1,OOI0 people. The main speakers are the Governor and Lieutenant Governor. Local high school bands will be playing at the ceremony and a reception will follow after the ceremony. 5. STA�F REPORTS - None 6. MEMBERS COMMENTS - Member Helton reported that she received her copy on Aging on Earth and a article in this weeks issue expounded on whether the City will receive HUD dollars.
