1. MSC (Madrid/Lopez-Gonzalez) to approve August 27, 1997 minutes (5-0-1 Helton absent).

2. FIRST TIME HOME BUYER PROGRAM-Ms. Foland mentioned that on October 1, 2, 4, &8, the
City of Chula!Vista and Home Savings of America is sponsoring a first time home buyer seminar to demonstrate
how to purchase a home.'During the seminar, they will be going to the Home Depot to show the participants how
to maintain their homes. This seminar ties in with the City's First-Time Home Buyer Program and a certificate of
completion will be provided which will be a requirement of the down payment program.
Member Clayton asked if the participants were obligated in using Home Savings upon completion of the seminar.
Ms. Foland responded no. This seminar is merely for information and outreach.
Ms. Foland explained the First Time Home Buyer Program guidelines. The City would provide 3% down
payment and the home buyer would come up with 2%. Also, a 1% grant would be applied to the non-recurring
closing costs. The 1% grant would be based on receiving certification from a City approved first-time home
buyer seminar. The City would like to tailor the program to City wide programs or a specific development.
Basically, the idown payment program is going to be tailored to the type of program that is going to be used for.

Member Worth asked if the home buyer would have to keep the house up to the standard it was purchase at.
Ms. Foland indicated that the City can put language into the First-Time Home Buyer Program draft by including a
requirement whereas the buyer needs to maintain their property.

Staff would like to make an exception on eligibility requirements to the first-time home buyer rule: one would be
for seniors to qualify as a first-time home buyer even though they had prior ownership due to their fixed incomes;
another exception would be a displaced household.

Member Clayton would like to see encouragement for people to buy homes on the west side of the City.
Ms. Foland stated that staff can target this program to specific target census tract areas.
Mr. Arroyo stated that the City can offer additional incentives within the target areas so people would be
interested in buying on the west side of the City.

Chairman Madrid asked if there was a time line for when these suggestions are to be finalized and be taken to
Council.
Mr. Arroyo stated that when this document is finalized, staff will bring it back to the Commission for approval
then it will be taken to Council.
3. EUCALYPTUS GROVE APARTMENTS BOND REFUNDING REQUEST-Mr. Arroyo stated that
the owner of Eucalyptus Grove Apartments, which are located at 67 East Flower Street in Chula Vista, has
requested the;City to refinance their expiring multi-family housing bond. In 1987 the City issued a$21,885,000
bond for the construction of Eucalyptus Grove Apartments. Now the owner is asking to refinance$19,700,000 of
that bond. This allows the City to renegotiate the terms of the bond, including fees and level or rent restrictions.
The negotiations have a deadline of November 1, 1997. Based on that schedule, staff plans to take this matter to
Council by October 21 or October 28 at the latest.
Ms. Schott briefly went over the Eucalyptus Grove Apartments Bond Refunding outline with the Commissioners.
Staff is requesting that the rents not to exceed twenty five percent(25%) of sixty percent(60%) of the area
median income according to household size, adjusted annually.
MSC (Madrid/Lopez-Gonzalez) recommend approval for the bond refunding request if the owner meets at
least the fair market rent criteria. This also includes support for staffs negotiation of administrative fees (5-
0-1 Helton alisent).
4. SANDAG HOUSING NEEDS PERFORMANCE REPORT-Ms. Schott went over the Housing Needs
Performance Report with the Commissioners. This informational item is.to report that the City of Chula Vista
met their fair'share of providing housing assistance to low income households between 1991-1996. Chula Vista
has exceeded its goal of producing 1,058 new affordable housing opportunities by 436 units.
Member Dufresne mentioned that most mobilehome landlords do not accept Section 8.

Member Ahamed mentioned that she will bring the owner information packet to the next meeting explaining what
Section 8 is and what the rules and regulations are. The mobilehome owners need to be educated on the Section 8
Program.

Member Clayton suggested that the County do a presentation on educating the Realtors who represent absentee
landlords so they can use the Section 8 Program.
5. STAFF REPORTS -Mr. Arroyo mentioned that during the month of October there is going to be an
affordable housing workshop for the City Council. Staff feels it is important to inform Council on affordable
housing issues
and programs.
6. MEMBERS COMMENTS-Member Clayton mentioned that the Broadway Business Homes are closer
to being built: There will be 36 units staring from$214,000.
