1. MSCI(Clayton/Lopez-Gonzalez) to approve October 22, 1997 minutes (4-0-2 Madrid, Ahamed
absent).
MSC (Clayton/Lopez-Gonzalez) to excuse both members Madrid and Ahamed from December 10, 1997
meeting due to other business commitments (4-0-2 Madrid, Ahamed absent).
MSC (Clayton/Dufresne) moved to start with item number three on the agenda (4-0-2 Madrid, Ahamed
absent).
3. PROPOSAL TO PROVIDE FOR SALE/REHABILITATED HOUSING-Mr. Arroyo announced
that this is an information item. Mr. Arroyo introduced Mr. Lance Carnow who is with a non-profit corporation
called Affordable Housing People. Mr. Arroyo stated that Mr. Carnow's proposal is to provide an affordable
ownership housing opportunity which has been submitted for consideration. Staff is in the process of developing a
first time home buyer program above and beyond the MCC Program. Staff thought that this would be a good
proposal for the Commission to review and evaluate at this point hoping down the line staff might be able to
incorporate ori make this proposal part of an overall first time home buyers effort.
Mr. Carnow stated that his company submitted this proposal back in June. He gave a brief presentation on a
program called Single Family Housing 203K Program. It is administered through the Department of Housing and
Urban Development. This program is to acquire and rehabilitate distressed single family housing in the City of
Chula Vista in conjunction with the Department of Housing and Urban Development, and to resell the homes to
persons and families of low to moderate incomes with an emphasis on First Time Home Buyers. One of the
requirements is that each home purchase has to have a minimum of$5,000 of rehabilitation costs. The home
would be purchase at a 30% discount which is base upon a geographical area which the City has to establish and
be approved by HUD. The 30% discount is put back into the home in terms of rehabilitation. The non-profit
purchases the home, rehabilitate it, and sells it to a first time home buyer.

Commission Members inquired if Chula Vista businesses, brokers, construction workers, and residents be given
priority for these properties.
Mr. Carnow responded if that would be required from the City, then certainly it could be incorporated into the
proposal.

�- 2. PRIORITIES AND PROCEDURES FOR THE FY 1998-1999 COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM-Ms. Foland indicated that City Council approved the priorities, policies, and
procedures for the new grant year 1998/99 for the CDBG program, related to applications that staff will receive
from the public service category. The following CDBG program priorities have been approved by Council: 1)
Agencies be physically located in Chula Vista and who principally serve Chula Vista residents. 2) For
organizations!not to become dependent upon continued City funding. 3) Encourage organizations to form
collaboratives and to target senior, health care, and job development organizations in addition to youth serving
collaboratives. Ms. Foland then went over the policies and procedures for 1998-99 application process. Ms.
Foland stated that every year the Community Development Department invites members from various City
Commissions to participate in the Community Development Block Grant(CDBG) process. Last year the Housing
Advisory Commission reviewed only the Housing related proposals. This year staff invites the Housing Advisory
Commission to select two representatives to take part in the CDBG application review process. The two
Commission members will represent the Housing Advisory Commission in the CDBG Ad-Hoc Committee which
will be made up of representatives from various Commissions.
Members Lopez-Gonzalez and Dufresne both volunteered to participate in the CDBG Ad-Hoc Committee.

4. STAFF REPORTS -Mr. Arroyo gave brief reports on a couple of projects. Both the Cordova 40 unit
development and Trolley Terrace 18 unit development are on schedule. The ground breaking for Cordova has
started and the project is schedule to be completed by mid March 1998. Trolley Terrace will start breaking
ground within the next month. There is a waiting list being generated for both of these projects. In addition, the
Veterans Home site will be mowed in January of the coastal sage. Construction is scheduled for late February of
1998.
Member Helton asked if it would be possible for the Commission to take another tour to view these sites as well
as others to see their progress.
Mr. Arroyo responded that February 1998 might be a good time to tour these and other sites.
