1. MSC (Lopez-Gonzalez/Worth)to approve July 22, 1998 minutes (5-0-2 Helton, Clayton absent).
2. EASTLAKE H&III-COMPREHENSIVE AFFORDABLE HOUSING PROGRAM-Ms.Hines gave
a brief summary of the affordable housing program. This plan outlines the general affordable housing obligation of
EastLake in its future Planned Communities within EastLake Trails, Woods, Vistas and Landswap parcels. Staff
would like for the Commission Members to approve the agreement in concept. Ms.Hines indicated that the affordable
housing program basically sets up the frame work for development of the low and moderate income units. Ms. Hines
introduced Mr. Luis Hernandez from the Planning Department who will be outlining the project more specifically.
— Chairman Madrid asked if the main content of the agreement had been modified much.
Mr. Hernandez responded that the agreement is still in place and has not been modified.
Mr. Hernandez indicated that, what staff is presenting before you is an affordable housing program. The EastLake
Comprehensive Affordable Housing Program is expected to be completed in three phases. The EastLake Trails,
Landswap Parcels, and EastLake III developments are required to provide a minimum of 10% of the number of
permitted dwelling units as affordable housing, of which one-half shall be provided as low income housing and half
will be provided as moderate income housing. Based on the total number of permitted dwelling units, a total of 364
low and moderate-income housing units are required to be provided within the project, of which 182 will be provided
for low-income households, and 182 will be provided for moderate-income households.
Member Dufresne questioned, what is a qualified term.
Ms. Hines responded that the term is based upon the funding source which specifies the period of time that the units
will remain affordable. If the funding program does not specify how long the units are to remain affordable, then the
qualified term would be 55 years.

Comprehensive Affordable Housing (5-0-2 Helton, Clayton absent).
3. ACQUISITION OF CONDOMINIUMS -Ms. Hines stated that South Bay Community,Services (SBCS)
has requested financial assistance from the City to acquire two condominiums that SBCS is currently leasing. The
condominiums are currently being used as a confidential domestic violence shelters. Under the HUD program, these
units can be leased for a maximum of four years. SBCS has reached the expiration date of the lease and needs to
purchase the units from HUD or close down the shelter. Currently there is no funding available for this type of
housing. Staff is proposing to provide a maximum of$169,000 in the form of a deferred loan, with SBCS providing
approximately$5,000 for closing costs of the units. The financial assistance would come from two different sources
with approximately $116,000 from the City's HOME funds. The balance would come from the Redevelopment
Housing Low/Mod Income Housing Fund. Staff supports this proposal.
MSC (Madrid/Lopez-Gonzalez)to approve the recommendation for the acquisition of two condominiums for
a domestic violence shelter or transitional living.
4. STAFF REPORTS-Ms. Atwood gave a brief report on the EastLake Greens program. Council approved
the for sale project. Ms. Atwood mentioned the milestones outlined for the production of the units. The developer
submitted their tentative map which was due no later than August 11, 1998. Another milestone was to obtain a side
grading permit no later than January 22, 1999. The third milestone is the first project building permit that shall be
obtained no later than March 23, 1999. EastLake felt very confident that they can meet these milestones as outlined
in the agreement. The actual Greens program which is the for sale component of the agreement,was highly approved
by Council due to the fact that it is a for sale project. Once this project is approve by Fannie Mae, staff will start
implementation.
Chairman Madrid gave kudos to staff on a job well done.
