1. MSC (Helton/Clayton)to approve December 10, 1997 minutes (5-0-1 Lopez-Gonzalez absent).
MSC (Madrid/Clayton)to excuse Member Lopez-Gonzalez from January 28, 1998 meeting due to illness.
2. GATEWAY TOWN CENTER DEVELOPMENT PROPOSAL-Mr. Arroyo indicated that
representatives from Chelsea Investment Corporation and McMillin Company will give a brief presentation on a
proposed rental housing development. This proposed project is still at the preliminary stage of negotiations with
City staff. Mr. Arroyo introduced Mr. Chip Murphy from Chelsea Investment and Mr. Bill Hedenkamp also
from Chelsea Investment who is the architect for the project, and Mr. Craig Fukuyama from McMillin.
Mr. Fukuyama gave a brief summary of the project. He depicted the proposed project on a aerial map. The
Gateway Town Center development will be built at the southeast corner of Palomar Street and La Media Road in
Chula Vista. He indicated that Council approved tentative maps last June 1997.
Mr. Chip Murphy indicated that this site was the most prominent, therefore the name Gateway was appropriate
because it was the most visible site. The residential component of the development envisions up to 450 three story
apartments. Twenty percent(90)units will be set aside for low income households. The retail/commercial
buildings will be situated around a unique town square to benefit the project as well as the community.
Mr. Hedenkamp, architect for Chelsea Investment, gave a brief summary of the style and size of the project. The
residential units will be three story flats. Current plans call for 40 residential units to be integrated into the
commercial element and these units will be located over the commercial space. The Gateway Town Center will
be a centerpiece and entrance to the McMillin Otay Ranch development. All units will include a balcony or patio,
washer/dryer hook-up, and outdoor storage. Most of the units will have an enclosed garage and assigned covered
parking. Project amenities include pools, spas, clubhouse, exercise room, laundry facilities, children's play area,
and multi-station computer laboratory with Internet access.
Mr. Fukuyama indicated that the affordable housing units that are set aside will not be any different than the
market rate units. As tenants come and go, and if management needs to maintain a certain number of affordable

units, then the next available unit becomes the affordable unit. There are not designated areas for affordable
housing. The low income tenant will be mixed throughout the development, therefore receiving the same quality
type of market rate unit.
Chair Madrid asked if the design plan for Gateway Town Center will match the other development that McMillin
is proposing.
Mr. Hedenkdmp responded that Chelsea Investment is working on that. He indicated that they are developing
specific building and site characteristics so there is a consensus. It was mentioned that the theme for the project
would be California Heritage.
Mr. Arroyo stated that once staff receives a final proposal, staff will bring this proposal back to this Commission
for further discussion and input.
MSC (Helton/Madrid) to approve the conceptual plan and bond financing (5-0-1 Lopez-Gonzalez absent).
3. STAFF REPORTS -Mr. Arroyo announced that Ms. Sheri Schott will be leaving the City.
Ms. Schott stated that she really enjoined working with everyone and has learned a lot from the department. She
indicated that she got the opportunity to work for a non-pTofit who is located out of Indianapolis, therefore giving
her the opportunity of being close to her family again.
