MSC (Madrid/Clayton) to -approve January 27, 1999 minutes (5-0-2 Helton, Ahamed absent). 2. STATUS REPORT ON AFFORDABLE HOUSING PROJECTS/PROGRAMS - Mr. Arroyo gave a status report on the projects that the Commission has reviewed and or approved. Overall the projects that were approved are in initial stages, are.,being built, or have been built. Mr. Arroyo went over a housing status list that was provided to the Commission Members. The housing status list outlined the name of the project, the type of project, total estimated cost of the project, City participation in the project, number'of units in the project, and the status of the project. Ms. Hines gave a brief summary of the projects she was involved in. She mentioned that Villa Serena, a senior housing project, is a 132 unite project. This project received their bond financing from CDLAC on March 10th: In addition, all the discretionary permits have been approved, and staff is finalizing all paperwork. The ground breaking is scheduled for this summer 1999. Ms. Hines stated that South Bay Community Services (SBCS) has requested financial assistance from the City to acquire two condominiums that SBCS was leasing. The condos were being used as confidential domestic violence shelters.: These condos were purchased for the use of domestic violence transitional housing and finalized-escrow in December 1998. Ms. Hines mentioned that the After Foster Care 'Housing (Trolley Trestle) is an 11 unit transitional housing project for those young adults who have aged out of the County of San Diego Foster Care Program. SBCS has been successful in obtaining.fina.ncing from the County of San Diego. Staff is working on the actual development agreement, a draft of which has been prepared and is being reviewed. Construction should.begin the summer of 1999. Ms. Hines stated that Orange Tree Mobilehome Park has had some sales. The Agency decided to close all outstanding loans in the park. Ms. Atwood gave a brief summary on her projects,that she was involved in. She stated that the agreement for the for sale EastLake Greens townhomes called for 130 — 187 units. Staff will utilize HOME funds for the first time home buyer program and down payment assistant program for this project. EastLake Greens has submitted plans for planning review, and the next phase is the grading of the actual parcel which should take place in the next couple of months. The price range .4 is still tentative which is between $109,000 — $130,000. Ms. Atwood stated that Peartree Apartments is an acquisition/rehabilitation proposal of 119 units, all 100% would be affordable to households earning at or below 60% of the area median income. This project received tax-exempt bonds from the California Debt Limit Allocation Committee (CDLAC). This project did not receive the full amount that they requested. Staff anticipates that the City will increase their financial participation. The proposal initially called for 10% of the units to be affordable to 50% of the area median income. The City is now asking the developer (Avalon Communities) to look at 20% of the units at 50% of area median income. Avalon Communities did receive 85% of bond allocation of their initial request, which is $6.5 million. Ms. Atwood gave an update on partnering with the County of San Diego and joining the San Diego Regional- Mortgage Credit Certificate Program (MCC). The City of Chula Vista had experienced a decline in the amount of MCC allocation awarded. Staff felt that if the City of Chula Vista partnered with the County of San Diego Regional Program, the City will have access to more MCCs through the pooling process. Ms. Atwood stated that the County submitted an application for a $75 million allocation of MCC's in 1999 and received $15 million. The allocation will be split into individual jurisdictional amounts, based on population. Any person who is interested in buying a home in Chula Vista and is interested in using a MCC, will have to apply through our consultant Affordable Housing Applications. Ms. Atwood gave an update on the Community Housing Improvement Program (CHIP) which is a single family and mobilehome rehabilitation program. The City has grants-and loans for people to fix up their homes. This past year, the City granted almost $80,000 in grants alone to residents in mobilehome parks. The loan program is undergoing review. The current fund control which is U.S. Escrow, is not processing applications in a -timely manner. Staff is looking at doing it in house. Staff researched other cities and most do their loan programs in house. Ms. Atwood mentioned that after she does a little more-research on how to run the program in house, she will bring this item back to the Commission for their approval. Mr. Arroyo gave an update on Park Village Apartments. This is a 28 unit multi-family type housing. Until recently, the rents were still under $400 for three bedroom units. This complex is well maintained. . Mr. Arroyo gave an update on L Street Public Housing. This complex is one of the last public housing developments in the region. This is a 16 unit project. Again, this complex is well maintained. Mr. Arroyo gave an update on Cordova Village. There is no vacancy last time he heard. Staff submitted.a.Best Practices Award through HUD since HOME.monies were used for this project. Mr. Arroyo gave an update on the Veterans Home. This project is approximately 40% complete. The framing in the main building"is complete. The Veterans Home is on schedule to open in April 2000 and already plans are being made for a huge ceremony event. The City has been negotiating with the District to give the City.some relief on the water annexation fees that the City is required to pay. The City negotiated a 10 year payment plan with the District with an interest tied to the cost of living related to those types of projects (3 or 4 percent). Mr. Arroyo gave an update on Trolley Terrace. The grand opening is scheduled.for April 22-at 4:00 p.m. This project is a 18 unit complex. Mr. Arroyo gave an update on Gateway Town Center. This is the latest apartment development in the eastern territory. This project has been approved and has broken ground. Approximately in a 2 month there will be a ceremony to commemorate the project. This is a very unique project with ocean views. This 440 unit complex will set aside 20% of the units to be 50% of the area median income. . Through. the .bond financing . and tax credit structure, staff was able to make this development:possible without any City financial obligation other than being the issuer of the bond. Mr. Arroyo indicated that these are.the projects that staff and this Commission has been involved in, in terms 'of reviewing and approving. Projects have moved forward, and the housing developments include senior housing, family housing, and special needs type housing. Staff's main, focus and priority is multi-family housing.. . 3. MEMBERS COMMENTS — Member Worth-mentioned Member Helton's numerous absences and should be replaced.-- MSC (Worth/Clayton) due to the numerous absences,"the.Commission moves to remove Member Helton from= the Housing Advisory Commission (4-0-2-1 Ahamed and Helton absent Madrid abstained). 5.
