1. MSC (Madrid/Worth) to approve March 24, 1999 minutes (5-0-2 McCann, Dufresne absent). .
MSC (Lopez-Gonzalez/Madrid) to excuse Member Ahamed from the March 24, 1999 meeting due to
other business commitment (5-0-2 McCann, Dufresne absent).
MSC (Lopez-Gonzalez/Madrid) to excuse Member McCann from the May 26, 1999 meeting due to
other commitments (5-0-2 McCann, Dufresne absent).
2. PACIFIC BAY HOMES AFFORDABLE HOUSING PROJECT —
Mr. Arroyo introduced Liz Jackson and Penny Allen who are representing Pacific Bay Homes, the.
developer of the project.
Ms. Hines gave an overview of the proposal. Ms. Hines indicated that Pacific Bay Homes (formally
Rolling Hills Ranch) low-income housing obligation shall be met by providing a mix of rental housing
opportunities for seniors and families. The multi-family development is visioned to be .a mix income
project. The multi-family development will consist of 160 units, with 32 low-income units, and the
senior development will consist of.116 low-income;units, therefore a maximum of 148 low-income
units will be provided within Pacific Bay Homes. Ms. Hines indicated that all the units will be
affordable to those tenants at 80 percent of the area median with rental rates at the fair market
rent. Staff is recommending a maximum of 30 years for a qualified term of affordability. Ms. Hines
stated that in terms of City financial assistance, the City will provided assistance of $10,000 per
unit, with a maximum of $320,000.
Ms. Liz Jackson also gave an overview of the proposal. In addition, the architect went over the
preliminary elevations and site plan for the proposed development. The architect stated that the
architectural design of the complex would be a Spanish Colonial style.
Mr. Arroyo. recommends that the bedroom mix of the low-income family units be proportionally
distributed to make sure that there is a balance distribution of one, two, and three bedroom-units
throughout the complex.
3. MSC (Madrid[Worth) to approve in concept the preliminary proposal with the understanding
that the Housing Advisory Commission will have the opportunity to review the mixture of
affordable units by. bedroom number throughout the complex (5-0-2 McCann, Dufresne
absent).
