HOUSING ADVISORY COMMISSION

CALL TO ORDER/ROLL CALL - 3:35 p.m.
PRESENT: Chair Madrid, Members McCann, Clayton, Dufresne, Ahamed, Worth
ABSENT: Lopez-Gonzalez

1. MSC (Madrid/Dufresne) to approve August 25, 1999 minutes (6-0-1 Lopez-Gonzalez
absent).
2. HOUSING ELEMENT WORKSHOP - Ms. Hines gave a Power Point presentation on the draft
1999-2004 Housing Element for the Housing Advisory Commission to solicit any comments or
concerns. Ms. Hines indicated that this is a meeting as well as a workshop. Staff noticed this
meeting in the newspaper for the public to attend. Ms. Hines stated that the Housing Element is a
required Element of the General Plan, which is required to be updated at least every five years.
Staff is updating the Housing Element for the 1999-2004 five-year period. In general, the Housing
Element identifies the housing needs of the community as well as establishing a plan to meet those
needs. Ms. Hines indicated that the purpose of the Housing Element is a work program that staff
looks at to guide the residential development and the preservation of housing consistent with the
City's economic and social values. The Housing Element provides a summary of the present, as
well as the projected housing needs of the community. In addition, it reviews the potential
constraints to meeting the City's identified housing needs as well as evaluating the opportunities for
development of housing, particularly for affordable housing. Ms. Hines indicated that the
centerpiece of the Housing Element is the housing plan. In other words, how staff is going to meet
the needs of the community. Ms. Hines depicted on the Power Point presentation some examples
of at-risk housing that the City was able to preserve during the last five-year cycle.
Member McCann asked how were the apartments at-risk.
Ms. Hines responded that the affordability term was expiring.
Ms. Hines indicated that over the last five-year cycle, 10 out the 19 jurisdictions met their fair share
goal of which the City of Chula Vista was one. Ms. Hines indicated that the City made progress
towards the Regional Share. Ms. Hines stated that the City is doing more than new construction; in
addition the City has home improvement programs, first time homebuyer programs, and Section 8
rental assistance programs. So it is more than just the development of new affordable housing. For
the next five-year cycle, 1999-2004, the City's Regional Share is just over 10,000 units and 18%
of that has to be for very low-income persons and 15% for low income. Ms. Hines expounded on
the Regional Share, she indicated that it is a new construction need based upon projected future
growth for the City.
Chairman Madrid indicated that staff should look into SRO projects that could be a housing
alternative for seniors and young people that are in a transitional situation, and need real affordable
units.
Ms. Hines summarized the comments that the Commission Members made. Comments were that
staff needs to look at affordable housing at a deeper affordability level as there are greater needs
out there for seniors and younger persons that are coming out of foster care or their parents home,
and not having the ability to find a place to live. SRO units are an option to help people at a deeper
affordability level such as youths and seniors. In addition, mobilehomes are not an affordable stock
anymore. Ms. Hines stated that additionally, members commented that staff should be looking at
what are the barriers to providing alternative types of housing stock.
Mr. Arroyo indicated that once staff has received all the input from the community, staff will bring
this item back for the Commission Members to officially approve the Housing Element before staff
takes it to Council.
3. STAFF REPORTS - None
4. MEMBERS COMMENTS - Member McCann indicated that he went to the groundbreaking of
Villa Serena, and commended Juan Arroyo on his speech. He also commended staff on this
successful project.
Member Worth commented regarding the topography of the hills where the new homes are being
built. She indicated that she would like for the City of Chula Vista to get involved regarding the
changing of the topography of the hills. She would like to see more of the natural contour kept in
place.
