HomeMy WebLinkAbout2000-04-26 HAC MIN CITY OF CHULA VISTA MINUTES HOUSING ADVISORY COMMISSION Wednesday April 26, 2000 Housing Conference Room 3:30 p.m. Legislative Building CALL TO ORDER/ROLL CALL - 3:35 p.m. PRESENT: Chair Vicki Madrid, Members John McCann, Barbara Worth, Fred Dufresne, Joanne Clayton . ABSENT: Rosa Lopez-Gonzalez, Theresa Ahamed STAFF: Community Development Specialist II Atwood, Administrative Secretary Hernandez EX-OFFICIO: Virginia Moore (Present) 1. APPROVAL OF MINUTES - Approving the March 22, 2000 minutes were postpone until the May meeting. There were additional member comments that were inadvertently omitted. 2. PUBLIC MEETING REGARDING THE FY 2000-01 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM - Ms. Atwood stated that this meeting.serves as a community meeting for the public to come forward with comments regarding the fiscal year 2000-01 CDBG program. Ms. Atwood distributed a matrix identifying the specific funding applications and the requesting amounts from different agencies. Ms. Atwood explained that this year was a little different in regard to using an Ad-Hoc Committee, and indicated that she wanted the opportunity to go out to the community and get the community involved with regard to block grant instead of forming an Ad-Hoc Committee like in the past years. Ms. Atwood also stated that for next year's community meetings, she would do more outreach to areas that would be impacted by the program. Member Worth indicated that if next year there is no participation from the public, she would like for the Ad-Hoc Committee to be formed again. Chairman Madrid agreed. Member Worth inquired why can't one agency apply for one dollar amount instead of several requests within one agency. Ms. Atwood responded that some of these agencies need to form collaboratives. Ex-Officio Moore indicated that as far as repeated services, she stated that for example Project Hand and MACC Project both offer similar services, but when one agency runs out of funds the other one can assist or help with utilities or the mortgage. 3. STAFF REPORTS- None 4. MEMBERS COMMENTS - Member Worth inquired regarding the status of the 25-ft setback for the Main Plaza project. 1 Ms. Atwood responded that at this point and time staff is still working on the preliminaries of the project. Member Clayton indicated that she attended a luncheon last week, and Senator Richard Alarcon presented a proposed bill (SB510). She gave a synopsis of the bill. She stated that this bill creates Housing Bond Acts, which is a grand total of $980 million for housing in California over the next five years. Member Clayton indicated that if approved, this bill will provide funds to help first time home buyers to build single family homes, apartments, to preserve existing housing, and code enforcement. Ms. Atwood asked if the bill passes, how would the monies be available to local jurisdictions. Member Clayton responded the jurisdictions would have to show how they are going to use the money. Ex-Officio Moore mentioned overcrowding conditions in homes or apartments. She stated that code enforcement wouldn't get involved because people are not violating the City's ordinance. She mentioned that the City's ordinance should have some type of language indicating so many people per square footage or per bedroom size to help alleviate this problem. Chairman Madrid indicated that Title 10 Regulations are becoming effective September 15, 2000. She mentioned that maybe staff could put something together for this Commission to help educate what Title 10 Regulation is. Ms. Atwood responded that Title 10 Regulation refers to Lead Based Paint Legislation that is going into effect September 15, 2000 for all jurisdictions who receive federal funding. Some concerns that have been voiced are how is this legislation going to impact rehabilitation and first time homebuyer programs. If federal money is used in these programs, then it will trigger the lead based paint regulation. She mentioned that there is a lot of old housing stock in Chula Vista that was built prior to 1978 and indicated that this regulation is inhibitive in the efforts staff is making to rehabilitate homes and offer programs to Chula Vista residents. 5.
