HomeMy WebLinkAbout2000-09-27 HAC MIN CITY OF CHULA VISTA MINUTES HOUSING ADVISORY COMMISSION MEETING Wednesday September 27, 2000 Housing Conference Room 3:30 p.m. CALL TO ORDER/ROLL CALL - 3:30 p.m. PRESENT: Chair Vicki Madrid, Members Rosa Lopez-Gonzalez, Joanne D. Clayton, Frederick Dufresne, Barbara Worth ABSENT: John McCann, M. Theresa Ahmed, Virginia Moore STAFF: Judy Atwood, Senior Community Development Specialist, Gloria Medina, Secretary 1 . Approval of Minutes-MSC (Worth/Madrid) to approve the June 7, 2000. (6-0-3 McCann, Ahmed, Moore absent). 2. STATUS OF AFFORDABLE HOUSING PROJECTS- status report on the affordable housing projects that have been reviewed and approved by the Commission within the past 18 months. Ms. Atwood gave a brief overview of all approved projects within the past 18 months and their status. She stated that all of the-affordable housing projects are on schedule. Pear Tree Manor Apartments and Teresina are under construction. Villa Serena and Trolley Trestle are expected to have their grand opening soon. Member Barbara Worth asked when did the affordable units of Teresina open. Ms. Atwood responded that they did not have their grand opening. They were trying to coordinate with Villa Serena. Chairperson Madrid mentioned that it was leased up almost instantly since it was a popular project. Member Barbara Worth asked for the status on the waiting list. Ms. Atwood responded that a waiting list is being compiled for Teresina. Chairperson Madrid asked when Main Plaza was going to break ground.- 1 Ms. Atwood responded that the developer has not yet secured financing for this project. The last tax credit. round was very competive. Only one project out of 13 in the County received an allocation. The developer is currently exploring other financing options. Chairperson Madrid mentioned that Main Plaza is a redevelopment project. She asked if lead testing would be done at the site. Ms. Atwood responded that staff has identified a fund to take care of lead base paint problems. Member Rosa Lopez-Gonzalez asked where do people go if they- are interested in prequalifying for the East Lake Greens Antigua for sale units. Ms. Atwood responded that applicants can go to the site for this. She also stated that there are already more applicants than they have units. Chairperson Madrid inquired about the status of the Housing Element. . Ms. Atwood stated the Housing Element document is not yet available for public review. It is expected to be distributed to the Commission at the next meeting in October. STAFF COMMENTS- Ms. Atwood proposed a special meeting for the first week of December and a mini tour of the Veterans Home facilities for HAC's regular meeting scheduled for October 25th. Thee members agreed to have the meeting on Wednesday December 6, 2000 between 10:00 a.m. - 11 :30 a.m. and end it with lunch. MEMBERS COMMENTS- Barbara Worth brought up the excessive absences of Virginia Moore and proposed seeking a replacement for her. Members agreed to cancel the November meeting due to the holiday. Chairperson Madrid asked how the City would inform that Mrs. Moore she missed three meetings. In addition, she made a motion to remove Ms. Moore from the Commission for lack of attendance in keeping with City's policy for excessive absences for Commission members. All members agreed. Member Joanne D. Clayton requested to correct the name of John McCann as Vice Chair and to correctly state Ms. Rosa Lopez-Gonzalez as the Vice Chair. 2 All members agreed. Ms. Atwood mentioned she would find out the appropriate procedure to make such correction from Mr. Arroyo. 4. Adjournment- to the next scheduled meeting of October 25, 2000. Recorder, Gloria Medina 3
