HOUSING ADVISORY COMMISSION
Wednesday March 22, 2000 Housing Conference Room

CALL TO ORDER/ROLL CALL - 3:35 p.m.
PRESENT: Chair Vicki Madrid, Members John McCann, Rosa Lopez-Gonzalez (arrived at
3:50 p.m.), Theresa Ahamed, Barbara Worth, Fred Dufresne
ABSENT: Joanne Clayton

1. MSC (McCann/Worth) to approve the December 15, 1999 minutes (5-0-2 Lopez-Gonzalez,
Clayton absent).
2. BROADWAY/MAIN MIXED USE PROPOSAL - Mr. Arroyo introduced the developer Mr.
Ruben Islas from Avalon Communities. Mr. Arroyo indicated that the developer is requesting
feedback on this proposal, and plans to come back in May to request formal support for this project.
Mr. Islas introduced Mr. Rodriguez who is the architect for the proposed project. Mr. Rodriguez
gave a brief summary and description of the mixed-use proposal. Mr. Rodriguez indicated that the
proposed project is a residential/commercial proposal involving approximately 102 affordable
housing family apartments and approximately 15,000 square feet of commercial space, which will
be integrated by design. The proposed project will replaced the existing Twin Palm Trailer Park and
a used car lot located at the northeast corner of Broadway and Main in Chula Vista.
Mr. Islas indicated that this is an opportunity to revitalize a blighted corner lot, which could trigger
additional improvements to the surrounding area.
Mr. Rodriguez indicated that he would like to see the commercial building closer to the corner of
Broadway and Main to create an architectural presence and the parking towards the back, but due
to the 25-ft setback requirement, it would not be feasible. Mr. Rodriguez asked the Commission
how they felt if the parking was shared between the Commercial owners and the tenants.
The Commission felt that it would create a problem. Commercial owners wouldn't be able to
control abandoned cars left by tenants. Furthermore, if a lot of tenants park in the commercial lots,
there would not be enough parking for the public to shop at the commercial area.
The Commission felt that the 25-ft setback requirement should be waived since the proposed
project is in a redevelopment area.

MSC (Madrid/Worth) for the Planning Commission to possibly, waive the 25-ft setback requirement
for the commercial building and look into the possibility of tandem parking for the residential
component of the project (6-0-1 Clayton absent).
3. STAFF REPORTS - 'None
4. MEMBERS COMMENTS - ,Chairman Madrid indicated that the chairman from the Aging
Commission is requesting a joint meeting with the Housing Advisory.Commission. They want to
meet to talk about housing cost for seniors and other housing issues. Staff will tentatively
schedule a joint workshop for May.
Member Worth mentioned that she heard about a new program in Florida where seniors share a
two-bedroom apartment as well as the rent. She mentioned that it's a good program for seniors to
save in rental costs.
Member Dufresne mentioned that many seniors are opting to move into mobilehome parks because
the rents are.much lower. He indicated that staff is presenting a revised mobilehome ordinance to
Council that controls rent increases as well as using 75% of CPI to adjust rents. He mentioned that
there are new. Mobilehome Rent Review Commission Members that are working diligently to make it
fair for everyone who is living in a mobilehome community. Mr. Dufresne stated that with the new
ordinance, the park owners have to upgrade their parks in order to received any rent increases.
Chairman Madrid indicated that what concerns her regarding the ordinance, is that the ordinance
goes into an enormous amount of detail to regulate, rights of the residents, etc. But if a resident
signs a long term lease with the park owner, then the resident gives up all their rights that are
covered by the ordinance. Unfortunately the residents find out after the fact that they just signed
away all their rights. She mentioned that there should be a separate document explaining what a
Tong-term lease is.
