HomeMy WebLinkAbout2001-09-26 HAC MIN CITY OF CHULA VISTA MINUTES HOUSING ADVISORY COMMISSION MEETING Wednesday September 26, 2001 Legislative Building 3:30 p.m. Housing,Conference Room CALL TO ORDER/ROLL CALL - 3:30 p.m. PRESENT: Members, Rosa Lopez-Gonzalez, Frederick Dufresne, Barbara A. Worth, Gregory Alabado, John Soovajian (ex-officio). ABSENT: Vicki Madrid (excused), Joanne D. Clayton (excused), M. Theresa Ahmed (unexcused). STAFF: Juan P: Arroyo, Housing Manager; Diem Do, Community Development Specialist I; Judy Atwood, Senior Community Development Specialist; Palmira Montiel, Secretary. 1.. CDBG AD HOC COMMITTEE VOLUNTEERS FY 2002-2003. Mrs. Judy Atwood, Senior Community Development Specialist II, indicated that the CDBG Ad Hoc Committee needed to be reinstated to, review the applications for. funding. Mrs. Atwood proceeded to give an overview of the various steps needed to.review, select the projects for funding and the necessary approvals. Ms. Worth volunteered as well as Mr. Alabado as members for the CDBG Ad r" Hoc Committee. First meeting will be held in January 2002. 2. AFFORDABLE HOUSING PROJECTS UPDATE Mrs. Diem Do, Community Development Specialist I, proceeded to give an update of Antigua and 'Sycamore.Ridge. Juan Arroyo, Housing Manager, then gave updates on Rolling Hills Garden, Main Plaza, and Otay Ranch Heritage Town Center. i) Rolling Hills Garden Project of 116 senior housing units is 75% complete, estimated completion in December. Residents need to be 62 years of age (may change to 55 years of age per State legal requirements). Rent rates are higher due to this not being a City funded project.. Mr. Arroyo stated that there is another development following completion of the above project required by the developer. A 38 family units out of 168 apartment development,. which will be built adjacent to this project. The scheduled has not been established as of yet. ii) Main Plaza This is the mix use project on the corner of.Broadway and Main. This is a combination of 106 large family _ units and about 15,000 sq. ft. of commercial space. There is currently an old used car lot and a trailer park in very poor condition on that corner. The objective of this project is in part to increase affordable housing opportunities and to revitalize that part 1 of the City. The project has received funding from various sources, including the City. Groundbreaking is tentatively scheduled for the end of this year, with construction expected to be completed early 2002. Otay Ranch Heritage Town Center The proposal is for a'development of 181 family units and 91 senior units in the Otay Ranch by the Sharp Medical Center. There is also a proposed Trolley line in the future and there is plenty of recreational type of activity in the area. Funding has been secured for this project.- It will be the biggest" affordable housing development in the City of Chula Vista. Groundbreaking is tentatively .scheduled for January or February 2002. The senior units will be above the commercial units. iv) Antigua The development is a 252 townhome first time homebuyer project of which 130 units are for low income households in the Eastlake community. To date, 80 units have closed escrow. There is a waiting list of over 2,000. Project is 90% complete. v) Sycamore Ridge II in Eastlake Trails On June 13, Planning approved the project. On June 19, City Council approved the density bonus and"First Time Homebuyer program. On July 16, the project was presented to Design Review Committee for approval; it was then that the residents in the neighborhood spoke out against the project. Their objection was the affordable housing, too much density, and overcrowding. On August 6, Design Review Committee presented solutions for the design issues, since the current residents objected the building because it was too massive and unattractive. Changes were made and presented to Design Review Committee and were approved. Residents opposing the project filed an appeal. Planning Commission will review the Design Review Committee decision in October. 3. Staff Report-None given at this time. 4. Members Comments- i) Barbara Worth commented she notified Staff about Joanne -D. Clayton's accident and her stay in the hospital. ii) John Soovajian was introduced as a new ex-officio member of the Housing Advisory Commission. iii) Palmira Montiel was also introduced as the new Community Development .
