Legislative Building 3:30 p.m. Housing Conference Room CALL TO ORDER/ROLL CALL - 3:30 p.m. PRESENT: Members Vicki Madrid,, .Rosa' Lopez-Gonzalez, John McCann, Frederick Dufresne, Joanne D. Clayton, Barbara A. Worth,'Gregory Alabado. ABSENT: M. Theresa Ahmed (excused): STAFF: Juan P. Arroyo, .Housing Manager, Diem Do, Community Development Specialist, Gloria Medina, Secretary. I. Community Housing Improvement Program (CHIP) Loan: Review and approval of program Guidelines. Program is designed to provide financial assistance to homeowners for health and safety repairs. Mr. Arroyo,introduced Ms. Diem Do, Community Development Specialist, who gave a brief update of the Community Housing Improvement Program (CHIP) and - Implementation Guidelines for the Loan Program. Ms. Do indicated that currently the Community Housing Improvement Program (CHIP) is under its fourth revision by the legal department and will be in effect in June 2001. Ms. Do indicated that the CHIP Program has changed from the original format of 1977 when it was first administered. Currently, health and safely issues are also included. The program is designed for residents at or below 80 percent of Area Medium income (AMI). The.income level is about $42,950 for a family of four. In addition, there will be a one-time fee of $25.00 for the credit check and an additional processing fee of $250.00 for, each loan. The income level of the AMI determines what program is to be implemented. Ms. Do is currently giving presentations to some mobilehome parks in the City of Chula Vista. Member Fred Dufrense/ Barbara Worth motioned to approve the Community Development Loan Program (CHIP).. 1 2. LEASE-TO-OWN PROGRAM: Review and approve City participation in county- wide program to assist renters to become homeowners. Ms. Do gave a brief introduction about the Lease to Own Program. The program is for those residents who plan to buy a house but do not have the down payment and closing costs. This program will pay the down payment and the .closing costs with the buyer only paying 2% of the purchase price. The resident must live in the house for three years after the title will be transfer to the residents' name. In addition, the program helps residents who are at income levels up to"140 percent and do' not have to be first-time homebuyers. Ms. Do indicated that the majority of the residents who apply do not have enough money for.the down payment of the house. The interest rate would be the same as the curreny market rate. Member Vicki Madrid/ Fred Dufresne motioned to approve LEASE-TO-OWN PROGRAM. 3. Staff Report- Mr. Arroyo announced the opening ceremony for Pear Tree .Manor that will take place Friday March 31, 2001. He invited all members.to attend: _ 4. Members Comments- Mr. Greg Alabado a new a member of the Housing:Advisory i Commission gave. a brief background introduction. Mr. Alabado served in the Navy for 21 years and has worked throughout San Diego County. He has worked for the Housing Authority, City of Chula Vista'and the Transportation Department.
