Worth, Joanne_D. Clayton, Gregory Alabado ABSENT: M. Theresa Ahmed (excused) STAFF: Diem Do, Community Development Specialist I; Leilani Hines, Senior Community Development,Specialist; Palmira Montiel, Secretary. Vicki Madrid motion was made to excuse M. Theresa Ahmed, it was seconded by Fred Dufresne. 1. APPROVAL OF MINUTES β€” February 27,.2002 Joanne D. Clayton asked that her absence be excused from the February 27, 2002, as she was still recuperating from her accident. Vicki Madridmade a motion to revise the change; Barbara Worth seconded it. Minutes were approved as written. Vicki Madrid made a motion to approve thea minutes, Barbara Worth seconded the motion. 2. HO EOWNERSHIP FAIR Diem Do provided an explanation of the 1St Annual Homeownership Fair scheduled on Thursday, June 6, 2002. Various booths will be set up for Lenders, Real Estate Agents, Debt Management, Consumer Credit Counseling Agencies, Fair Housing Council, and Childhood Lead Poisoning Prevention Program. The purpose is to have different agencies available to provide information related to purchasing a home. 3. SMART GROWTH VIDEO i Presentation of video entitled "A Place to Call Home", produced by SANDAG, which provides a tour of Smart Growth Housing in the San Diego Region. 1 f 4. AMENDMENTS TO THE HOUSING ELEMENTS Leilani Hines made a presentation on the proposed amendments to the Housing Element and requested the Commission approve a recommendation to Council. for adoption of the amendments. Significant discussions took place regarding the lack of and need for affordable housing and the need to look at alternative approaches to meet the need. It was suggested that workshops be held by the Commission to talk about affordable housing, what the policies currently state and how we can work with them. These workshops could take place concurrent with the development of the Housing Element for the 2004-2008 planning period. Vicki Madrid made a motion to accept the Housing Element as revised, Barbara Worth seconded the motion. 5. STAFF REPORTS β€” Leilani Hines gave an update on Main Plaza and Heritage Town Center. Upcoming projects, such as Urban Project Processing will be discussed further. 6. MEMBERS COMMENTS β€”It was suggested that staff research manufactured .homes and zoning laws for affordable housing. A-tour of the various projects in Chula Vista was also requested. 6.
