CALL TO ORDER/ROLL CALL - 3:35 p.m.

1. APPROVAL OF MINUTES —January 22, 2003.
Min;'utes were approved as written: . Greg Alabado made a motion to approve
the,minutes, Fred DuFresne seconded the motion.
2. RANCHO VISTA APARTMENTS — EASTLAKE II/III - Leilani Hines lead the
discussion on the development of a proposed 150 unit affordable housing rental
project located on the east side of future Eastlake Parkway. Chris Burns with
Chelsea gave an overview of the affordable housing development. Project
estimated completion date would be September 2004.
Staff recommendation is that the Housing Advisory Commission recommend to
the Redevelopment Agency and the City Council conditional approval of financial
assistance in a maximum amount of$1,000,000 and $500,000 from.the Low and
Moderate Income Housing Set Aside Fund and the Home Investment Partnership
Program, respectively to Chelsea Investment Corporation for the development.

Motion was made to approve Staff's Recommendation: Joanne Clayton made
a motion to recommend financing for the project, Greg Alabado seconded
the motion.

3. MAAC PROJECT SENIOR HOUSING — Diem Do gave a brief description of the
mixed-use project consisting of 42 Senior units and 2,219 sq.ft. of retail space.
Msl Do introduced Jan Laufik of MAAC Project. "Seniors on Broadway" has
been designed in cooperation with the Chula Vista Elementary School District
and the Chula Vista Community Learning Charter School with the purpose of
implementing an intergenerational exchange program.

Staff recommendation is for a recommendation to the Redevelopment Agency
and City Council to approve and support the project. _A financial proposal will be
t\ forthcoming at the March 26, 2003 meeting.
Motion was made to support the program concept in general: Joanne Clayton
made a motion to approve the project, Greg Alabado seconded the motion.
4. STAFF REPORTS
Diem gave an update on the Shared Equity Down Payment Assistance Program.
for low income families which was released in January 2003.
The Community Housing Improvement (CHIP) Loan Program was also released.
This will,assist families earning up to 80% of the median income and will provide
up to $24,000 if there isn't any evidence of lead based paint. Additional funds
will;be provided if there is lead based paint in the home.
5. MEMBERS COMMENTS

Mr.! DuFresne asked if there would be additionalcommission members for the
HAC. Diem Do advised them that this decision was made by City Council and
members were appointed by Council. She asked that if they knew of anyone
who would be interested in joining to let Staff know and we would forward the
information to Council.

Mr.! DuFresne inquired about land for a mobile home park. Ms. Do gave an
exp.lanation of how the developers already have plans for their land and the City
has no decision in this matter. Developers would have to be convinced to use
approximately 20 acres of land for a.mobile home park.
