HOUSING ADVISORY COMMISSION MEETING
Wednesday, April 23, 2003 Legislative Building

CALL TO ORDERIROLL CALL - 3:35 p.m.
PRESENT: Members: Joanne D. Clayton, Gregory Alabado, John Wines .

1. APPROVAL OF MINUTES — February 26, 2003
Minutes were approved as written: Joanne .D.. Clayton made a motion to
approve the minutes, Greg Alabado seconded the motion.
2. MARC PROJECT SENIOR ON BROADWAY — Diem Do lead the discussion on
thel proposed mixed-use project explaining that the previous meeting was to
review the project in general, where the Housing Advisory Commission approved
the;project. MAAC has submitted an operating budget and are applying for tax
credit in June for $3.8 million. MAAC has applied through the Affordable Housing
Program for $200,000 and are also searching for private financing in the amount
of $1.2. They have also requested assistance from the City of Chula Vista in the
amount of $300,000. Staff's is recommending that the City of Chula Vista
support the MAAC Project for the amount of$300,000.

Motion was made to approve Staffs Recommendation: John Wines made a
motion to recommend financing for the project, Greg Alabado seconded
the motion.

3. STAFF REPORTS
Juan Arroyo introduced John Wines as a new commission member and made
note that Kecia Washington, although she has been appointed, she has not been
sworn in and will be hopefully attending our next meeting. There is yet another
member being considered for the HAC..
- Mr. Arroyo made the announcement that Theresa Ahamed had resigned from the
Commission due to not being able. to attend the meetings, conflicting schedules
with new work assignments.

Main Plaza will be having a ground breaking ceremony during the month of May
in the intersection of Broadway and Main.
Grand Opening ceremony for the Heritage Town Center will be late May, early
June. The Housing Advisory Commission will be invited to attend both events.
5. MEMBERS COMMENTS
The success of the apartment complexes converted to condominiums was
discussed by the Commission Members.
6. ADJOURNMENT
To the next general meeting of May 28, 2003.
